Telecomix is a decentralized cluster of net activists , committed to the freedom of expression and is a name used by both WeRebuild and Telecomix. WeRebuild is a collaborative project used to propose and discuss laws as well as to collect information about politics and politicians. The Telecomix is the operative body that executes schemes and proposals presented by the WeRebuild. On September 15, 2011, Telecomix diverted all connections to the Syrian web, and redirected internauts to a page with instructions to bypass censorship.

Also in 2011, Telecomix had a large release of Blue Coat surveillance log files, allegedly revealing vast interception in Syria , which was analyzed and made public from the "telecommunist cluster" of Telecomix. The leak had previously been criticized for possibly revealing too much sensitive information about Syrian users by security researcher and hacker Jacob Appelbaum . The organization

429-477: A dumb network is a network with little or no control or management of its use patterns. Experts in the high-technology field will often compare the dumb pipe concept with smart pipes and debate which one is best applied to a certain portion of Internet policy. These conversations usually refer to these two concepts as being analogous to the concepts of open and closed Internet respectively. As such, certain models have been made that aim to outline four layers of

572-552: A U.S. appeals court ruled in April 2010 that the FCC exceeded its authority when it sanctioned Comcast in 2008 for deliberately preventing some subscribers from using peer-to-peer file-sharing services to download large files. However, the FCC spokeswoman Jen Howard responded, "The court in no way disagreed with the importance of preserving a free and open Internet, nor did it close the door to other methods for achieving this important end." Despite

The only exceptions to the rules are new and emerging services like autonomous driving and tele-medicine , which may require prioritized internet lanes and faster than normal speeds. Net neutrality in China is not enforced, and ISPs in China play important roles in regulating the content that is available domestically on

There was no indication that the government investigated either case." The deployment of Baltageya ( Arabic : بلطجية )—plainclothes police—by the NDP was a hallmark of the Mubarak government. The Egyptian Organisation for Human Rights documented 567 cases of torture, including 167 deaths, by police from 1993 to 2007. Excessive force

In the same article Fabrice d'Almeida, historian of the propaganda images describes the logo as "giving the impression of a large machine capable of unleashing great energy". They state that "a siphonophoric organism transmitting its genome through memes and imitation rather than through rules and regulations". Jellyfish are an important part of

1144-532: A call, as the phone company prioritizes emergency calls. Over-provisioning is a form of statistical multiplexing that makes liberal estimates of peak user demand . Over-provisioning is used in private networks such as WebEx and the Internet 2 Abilene Network , an American university network. David Isenberg believes that continued over-provisioning will always provide more capacity for less expense than QoS and deep packet inspection technologies. Device neutrality

1287-589: A cipher. It was then Telecomix was born. During the first months of Telecomix' existence, focus was mostly on the Telecoms Package , the Data Retention Directive and the laws regulating the FRA . Work consisted of gathering information about the laws and the political processes involved, public conversations with legislators and art projects. As the organization grew larger, the definition and boundaries of

1430-489: A consequence of close online and offline friendships in connection with the trial against The Pirate Bay in his manifesto Det Nätpolitiska Manifestet . In the book Svenska Hackare ("Swedish Hackers"), the two technology journalists, Daniel Goldberg and Linus Larsson, describe how WeRebuild (a project name used by Telecomix) appeared on a seminar on net neutrality held by the Swedish Government in 2009, to influence

1573-420: A fair use guarantee. This is generally not considered to be an intrusion, but rather allows for a commercial positioning among ISPs. Some networks like public Wi-Fi can take traffic away from conventional fixed or mobile network providers. This can significantly change the end-to-end behavior (performance, tariffs). Discrimination by protocol is the favoring or blocking of information based on aspects of

1716-582: A gesture to a new beginning, protesters cleaned up and renovated Tahrir Square (the epicenter of the demonstrations); however, many pledged to continue protesting until all demands had been met. 17 February : The army said that it would not field a candidate in the upcoming presidential elections. Four important figures in the former regime were arrested that day: former interior minister Habib el-Adly , former minister of housing Ahmed Maghrabi , former tourism minister H.E. Zuheir Garana and steel tycoon Ahmed Ezz . 2 March : The constitutional referendum

1859-456: A matter of several ongoing legal challenges by both states supporting net neutrality, and ISPs challenging it. The United States Congress has attempted to pass legislation supporting net neutrality but has failed to gain sufficient support. In 2018, a bill cleared the U.S. Senate, with Republicans Lisa Murkowski , John Kennedy , and Susan Collins joining all 49 Democrats but the House majority denied

2002-495: A page fails to load at the expected speed, many of them simply click out. A study found that even a one-second delay could lead to "11% fewer page views, a 16% decrease in customer satisfaction, and 7% loss in conversions." This delay can cause a severe problem to small innovators who have created new technology. If a website is slow by default, the general public will lose interest and favor a website that runs faster. This helps large corporate companies maintain power because they have

2145-624: A range of socio-economic and religious backgrounds demanded the overthrow of Egyptian President Hosni Mubarak . Violent clashes between security forces and protesters resulted in at least 846 people killed and over 6,000 injured. Protesters retaliated by burning over 90 police stations across the country. The Egyptian protesters' grievances focused on legal and political issues, including police brutality , state-of-emergency laws, lack of political freedom , civil liberty, freedom of speech , corruption, high unemployment, food-price inflation and low wages. The protesters' primary demands were

2288-576: A score of 3.1 based on perceptions by business people and analysts of the degree of corruption (with 10 being clean, and 0 totally corrupt). To prepare for the possible overthrow of Mubarak, opposition groups studied Gene Sharp 's work on nonviolent action and worked with leaders of Otpor , the student-led Serbian organisation . Copies of Sharp's list of 198 non-violent "weapons", translated into Arabic and not always attributed to him, were circulated in Tahrir Square during its occupation. Following

2431-494: A series of popular elections, with Egyptians electing Islamist Mohamed Morsi to the presidency in June 2012, after winning the election over Ahmed Shafik. However, the Morsi government encountered fierce opposition after his attempt to pass an Islamic-leaning constitution. Morsi also issued a temporary presidential decree that raised his decisions over judicial review to enable the passing of

2574-557: A specialized type of law enforcement , or secret police . Other countries such as Russia, China, and North Korea also use similar tactics to Thailand to control the variety of internet media within their respective countries. In comparison to the United States or Canada for example, these countries have far more restrictive internet service providers. This approach is reminiscent of a closed platform system, as both ideas are highly similar. These systems all serve to hinder access to

2717-406: A stimulus of $ 2.88 billion for extending broadband services into certain areas of the United States. It was intended to make the internet more accessible for under-served areas, and aspects of net neutrality and open access were written into the grant. However, the bill never set any significant precedents for net neutrality or influenced future legislation relating to net neutrality. Until 2017,

2860-422: A third party. In contrast, a closed Internet refers to the opposite situation, wherein established persons, corporations, or governments favor certain uses, restrict access to necessary web standards , artificially degrade some services, or explicitly filter out content . Some countries such as Thailand block certain websites or types of sites, and monitor and/or censor Internet use using Internet police ,

3003-482: A type of software program whose maker allows users access to the code that runs the program, so that users can improve the software or fix bugs . Proponents of net neutrality see neutrality as an important component of an open Internet , wherein policies such as equal treatment of data and open web standards allow those using the Internet to easily communicate, and conduct business and activities without interference from

3146-403: A user connects to Netflix, Misplaced Pages, YouTube, or a family blog, their ISP must treat them all the same. Without net neutrality, an ISP can influence the quality that each experience offers to end users, which suggests a regime of pay-to-play , where content providers can be charged to improve the exposure of their own products versus those of their competitors. Under an open Internet system,

3289-453: A way for the country to control and restrict information rather than providing neutral internet content for those who use the internet. Net neutrality in the Philippines is not enforced. Mobile Internet providers like Globe Telecom and Smart Communications commonly offer data package promos tied to specific applications, games or websites like Facebook, Instagram , and TikTok . In

3432-433: A wide variety of internet service, which is a stark contrast to the idea of an open Internet system. The term dumb pipe was coined in the early 1990s and refers to water pipes used in a city water supply system. In theory, these pipes provide a steady and reliable source of water to every household without discrimination. In other words, it connects the user with the source without any intelligence or decrement. Similarly,

3575-406: Is a net neutrality issue. In the first quarter of 2014, streaming website Netflix reached an arrangement with ISP Comcast to improve the quality of its service to Netflix clients. This arrangement was made in response to increasingly slow connection speeds through Comcast over the course of 2013, where average speeds dropped by over 25% of their values a year before to an all-time low. After the deal

3718-504: Is already significant competition among ISPs with few competitive issues. The term was coined by Columbia University media law professor Tim Wu in 2003 as an extension of the longstanding concept of a common carrier which was used to describe the role of telephone systems . Net neutrality regulations may be referred to as common carrier regulations. Net neutrality does not block all abilities that ISPs have to impact their customers' services. Opt-in and opt-out services exist on

3861-483: Is any action on a set of packets (often called a stream or a flow) that imposes additional delay on those packets such that they conform to some predetermined constraint (a contract or traffic profile). Traffic shaping provides a means to control the volume of traffic being sent into a network in a specified period ( bandwidth throttling ), or the maximum rate at which the traffic is sent ( rate limiting ), or more complex criteria such as generic cell rate algorithm . If

4004-486: Is dangerous and untenable." Others believed that Egypt was not ready for revolution, citing little aspiration by the Egyptian people, low educational levels and a strong government with military support. The BBC said, "The simple fact is that most Egyptians do not see any way that they can change their country or their lives through political action, be it voting, activism, or going out on the streets to demonstrate." After

4147-532: Is found. In late 2010, about 40 per cent of Egypt's population lived on the equivalent of roughly US$ 2 per day, with a large portion relying on subsidised goods. According to the Peterson Institute for International Economics and other proponents of demographic structural approach ( cliodynamics ), a basic problem in Egypt is unemployment driven by a demographic youth bulge ; with the number of new people entering

4290-420: Is generally used as a way for ISPs to remove out-of-pocket costs from subscribers. One of the criticisms regarding discrimination is that the system set up by ISPs for this purpose is capable of not only discriminating but also scrutinizing the full-packet content of communications. For instance, deep packet inspection technology installs intelligence within the lower layers in the work to discover and identify

4433-406: Is in stark contrast to the earlier practice of eschewing real and individual names in favour of using Telecomix as a collective pseudonym. Rasmus Fleischer argues that the formation of Telecomix signified the end of a long era of pirate rhetoric, and instead shifted attention to a hacktivist approach to politics. Moreover, Christopher Kullenberg describes how "Telecomix News Agency" was shaped as

As Telecomix has a very vague concept of being a "member" of the group (the only formal ritual is to enter their IRC chat), it is however difficult to assess with certainty what their origins are. According to Marcin de Kaminski, who gave one of

4719-475: Is often used for Internet censorship . In a practice called zero-rating , companies will not invoice data use related to certain IP addresses, favoring the use of those services. Examples include Facebook Zero , Misplaced Pages Zero , and Google Free Zone . These zero-rating practices are especially common in the developing world . Sometimes Internet Service Providers (ISPs) will charge some companies, but not others, for

4862-459: Is that ISPs would be able to pick and choose who they offer a greater bandwidth to. If one website or company is able to afford more, they will go with them. This especially stifles private up-and-coming businesses. ISPs are able to encourage the use of specific services by using private networks to discriminate what data is counted against bandwidth caps. For example, Comcast struck a deal with Microsoft that allowed users to stream television through

5005-420: Is that there are literally too many ISPs and internet content providers around the world to reach an agreement on how to standardize that prioritization. A proposed solution would be to allow all online content to be accessed and transferred freely, while simultaneously offering a fast lane for a preferred service that does not discriminate on the content provider. There is disagreement about whether peering

5148-729: Is the concept that there could be multiple Internets , where some ISPs offer exclusive internet applications or services or make it more difficult to gain access to internet content that may be more easily viewable through other internet service providers. An example of a fragmented service would be television, where some cable providers offer exclusive media from certain content providers. However, in theory, allowing ISPs to favor certain content and private networks would overall improve internet services since they would be able to recognize packets of information that are more time-sensitive and prioritize that over packets that are not as sensitive to latency. The issue, as explained by Robin S. Lee and Tim Wu,

5291-871: Is the principle that all Internet traffic should be treated equally. According to Columbia Law School professor Tim Wu , a public information network will be most useful when this is the case. Internet traffic consists of various types of digital data sent over the Internet between all kinds of devices (e.g., data center servers, personal computers, mobile devices , video game consoles , etc.), using hundreds of different transfer technologies. The data includes email messages; HTML , JSON , and all related web browser MIME content types; text, word processing, spreadsheet, database and other academic, business or personal documents in any conceivable format; audio and video files; streaming media content; and countless other formal, proprietary, or ad-hoc schematic formats —all transmitted via myriad transfer protocols . Indeed, while

5434-493: Is the principle that to ensure freedom of choice and freedom of communication for users of network-connected devices, it is not sufficient that network operators do not interfere with their choices and activities; users must be free to use applications of their choice and hence remove the applications they do not want. Device vendors can establish policies for managing applications, but they, too, must be applied neutrally. An unsuccessful bill to enforce network and device neutrality

5577-452: Is used. To proponents of net neutrality, this suggests that prioritizing any one transfer protocol over another is generally unprincipled, or that doing so penalizes the free choices of some users. In sum, net neutrality is the principle that an ISP be required to provide access to all sites, content, and applications at the same speed, under the same conditions, without blocking or giving preference to any content. Under net neutrality, whether

The date was set by various youth groups to coincide with the annual Egyptian "Police holiday" as a statement against increasing police brutality during the last few years of Hosni Mubarak 's presidency. It consisted of demonstrations, marches, occupations of plazas, non-violent civil resistance , acts of civil disobedience and strikes . Millions of protesters from

5863-611: The Arab Socialist Union operated as the sole political party in Egypt. Under Sadat, the multi-party system during the monarchy was reintroduced but the National Democratic Party (which evolved from Nasser’s Arab Socialist Union ) remained dominant in Egypt’s politics and there were restrictions on opposition parties. Mubarak's National Democratic Party (NDP) maintained one-party rule. His government received support from

Seeks implements a decentralized peer-to-peer architecture: install Seeks on your machine, server or laptop, and automatically start sharing results. While users share queries over the Peer-to-Peer network, Seeks protects your privacy by sending encrypted query fragments to peers. This scheme makes it difficult for other peers to devise your initial query. Telecomix members often experiment with unorthodox encryption technologies. One such project

The military junta, headed by effective head of state Muhammad Tantawi , announced on 13 February that

10725-443: The cluster became more undefined. According to one interview, an activist described it as "an ever growing bunch of friends that do things together" consisting of "[...] roughly 20 extremely active members, 50 active and some 300 total including lurkers". Telecomix has their roots in a heterogenous activist and hacker scene. Many of the founding members had followed and participated in and around Piratbyrån and The Pirate Bay . There

10868-424: The company placed restrictions on which iPhone applications could run on its network. According to proponents of net neutrality, this capitalization on which content producers ISPs can favor would ultimately lead to fragmentation, where some ISPs would have certain content that is not necessarily present in the networks offered by other ISPs. The danger behind fragmentation, as viewed by proponents of net neutrality,

11011-493: The constitution is suspended, both houses of parliament dissolved and the military would govern for six months (until elections could be held). The previous cabinet, including Prime Minister Ahmed Shafik , would serve as a caretaker government until a new one was formed. After the revolution against Mubarak and a period of rule by the Supreme Council of the Armed Forces , the Muslim Brotherhood took power in Egypt through

11154-482: The constitution. It sparked general outrage from secularists and members of the military, and a revolution broke out against his rule on 28 June 2013. On 3 July 2013, Morsi was deposed following the army's intervention on the side of the revolution. The move was led by the minister of defense, General Abdel Fattah el-Sisi , as millions of Egyptians took to the streets in support of early elections. Sisi went on to become Egypt's president after an election in 2014 which

11297-430: The core of a network has more bandwidth than is permitted to enter at the edges, then good quality of service (QoS) can be obtained without policing or throttling. For example, telephone networks employ admission control to limit user demand on the network core by refusing to create a circuit for the requested connection. During a natural disaster , for example, most users will get a circuit busy signal if they try to make

11440-579: The country. Police arrested many activists. 27 January 2011 : The government shuts down four major ISPs at approximately 5:20 p.m. EST. disrupting Internet traffic and telephone services 28 January 2011 : The "Friday of Anger" protests began, with hundreds of thousands demonstrating in Cairo and other Egyptian cities after Friday prayers. Opposition leader Mohamed ElBaradei arrived in Cairo amid reports of looting. Prisons were opened and burned down, allegedly on orders from Interior Minister Habib El Adly. Prison inmates escaped en masse , in what

11583-406: The country. The Egyptian army assumed greater security responsibilities, maintaining order and guarding The Egyptian Museum of Antiquity . Suleiman offered reforms, while others in Mubarak's regime accused foreign nations (including the U.S.) of interfering in Egypt's affairs. 10 February 2011 : Mubarak addressed the Egyptian people amid speculation of a military coup. Instead of resigning (which

11726-450: The data is being received ( HLS ), interacting with its playback from a remote server ( DASH ), by receiving it in an email message ( SMTP ), or by downloading it from either a website ( HTTP ), an FTP server, or via BitTorrent , among other means. Although all of these use the Internet for transport, and the content received locally is ultimately identical, the interim data traffic is dramatically different depending on which transfer method

11869-549: The debate arose. In Canada, Internet service providers (ISPs) generally provide Internet service in a neutral manner. Some notable incidents otherwise have included Bell Canada 's throttling of certain protocols and Telus 's censorship of a specific website supporting striking union members. In the case with Bell Canada, the debate for net neutrality became a more popular topic when it was revealed that they were throttling traffic by limiting people's accessibility to view Canada's Next Great Prime Minister , which eventually led to

12012-576: The earliest interviews on Telecomix's first project (which used to be under the domain telekompaketet.se, now with a new unrelated site owner), he points to a heritage line from Piratbyrån via a sudden side-project called Tapirbyrån ("The Bureau of Tapirs ", which is an anagram of the word Pirate in Swedish), which then led to the formation of Telecomix. Apart from this statement by de Kaminski, there are no known written records of this story, and no member of Tapirbyrån has yet confirmed nor denied it. As Telecomix

12155-605: The elections planned for September, but would remain in office to oversee a peaceful transition. Small-but-violent clashes began that night between pro- and anti-Mubarak groups. 2 February 2011 (Camel Incident) : Violence escalated as waves of Mubarak supporters met anti-government protesters; some Mubarak supporters rode camels and horses into Tahrir Square, reportedly wielding sticks. The attack resulted in 3 deaths and 600 injuries. Mubarak repeated his refusal to resign in interviews with several news agencies. Violence toward journalists and reporters escalated, amid speculation that it

12298-498: The end of the Mubarak regime. Strikes by labour unions added to the pressure on government officials. During the uprising, the capital, Cairo , was described as "a war zone" and the port city of Suez saw frequent violent clashes. Protesters defied a government-imposed curfew , which the police and military could not enforce in any case. Egypt's Central Security Forces , loyal to Mubarak, were gradually replaced by military troops. In

12441-419: The end user side, and filtering can be done locally, as in the filtering of sensitive material for minors. Research suggests that a combination of policy instruments can help realize the range of valued political and economic objectives central to the network neutrality debate. Combined with public opinion, this has led some governments to regulate broadband Internet services as a public utility , similar to

12584-409: The end-points to operate correctly. They pointed out that most features in the lowest level of a communications system impose costs for all higher-layer clients, even if those clients do not need the features, and are redundant if the clients have to re-implement the features on an end-to-end basis. This leads to the model of a minimal dumb network with smart terminals, a completely different model from

12727-446: The event attracted 80,000 people. 25 January 2011 ("Day of Revolt") : Protests erupted throughout Egypt, with tens of thousands gathering in Cairo and thousands more in other Egyptian cities. The protests targeted the Mubarak government; while mostly non-violent, there were some reports of civilian and police casualties. 26 January 2011 : Civil unrest in Suez and other areas throughout

12870-708: The five years before the revolution, the Mubarak regime denied the existence of torture or abuse by police. However, claims by domestic and international groups provided cellphone videos or first-hand accounts of hundreds of cases of police brutality. According to the 2009 Human Rights Report from the U.S. State Department, "Domestic and international human rights groups reported that the Ministry of Interior (MOI) State Security Investigative Service (SSIS), police, and other government entities continued to employ torture to extract information or force confessions. The Egyptian Organization for Human Rights documented 30 cases of torture during

13013-406: The focus is often on the type of digital content being transferred, network neutrality includes the idea that if all such types are to be treated equally, then it follows that any ostensibly arbitrary choice of protocol —that is, the technical details of the actual communications transaction itself—must be as well. For example, the same digital video file could be accessed by viewing it live while

13156-469: The full resources of the Internet and means to operate on it should be easily accessible to all individuals, companies, and organizations. Applicable concepts include: net neutrality, open standards , transparency , lack of Internet censorship , and low barriers to entry . The concept of the open Internet is sometimes expressed as an expectation of decentralized technological power , and is seen by some observers as closely related to open-source software ,

13299-520: The guidelines set in place require citizens to file formal complaints proving that their internet traffic is being throttled, and as a result, some ISPs still continue to throttle the internet traffic of their users. In the year 2018, the Indian Government unanimously approved new regulations supporting net neutrality. The regulations are considered to be the "world's strongest" net neutrality rules, guaranteeing free and open Internet for nearly half

13442-664: The implementation of the Telecoms Package . A project created and hosted by Telecomix was the Streisand project, named after the Streisand effect . The aim is to mirror certain types of content that gets blocked or censored. WeRebuild was a decentralized wiki page containing Telecomix information and projects. During the internet blackout in early 2011, Telecomix released a video stating that they would launch series of attempts at restoring internet connectivity by means of old modems, faxes and rerouting of traffic. Similar in approach to

13585-469: The inheritance of power, demanded reforms and asked for a multi-candidate election. In 2006, with opposition increasing, Daily News Egypt reported an online campaign initiative (the National Initiative against Power Inheritance) demanding that Gamal reduce his power. The campaign said, "President Mubarak and his son constantly denied even the possibility of [succession]. However, in reality they did

13728-572: The internet, cell phones and satellite TV channels augmented mosques and Friday prayers, traditional means of mass communications. The mosques brought the Muslim Brotherhood to power, and the Brotherhood pressured all governments from 1928 through 2011 (as it had also done in neighboring countries). Mubarak's younger son, Gamal Mubarak , was rumoured in 2000 to succeed his father as the next president of Egypt. Gamal began receiving attention from

13871-593: The internet. There are several ISPs filtering and blocking content at the national level, preventing domestic internet users from accessing certain sites or services or foreign internet users from gaining access to domestic web content. This filtering technology is referred to as the Great Firewall , or GFW. In an article published by the Cambridge University Press, they observed the political environment with net neutrality in China. Chinese ISPs have become

14014-498: The introduction of device neutrality in Europe. The principle has been incorporated in the EU's Digital Markets Act (Articles 6.3 an 6.4) ISPs have the possibility to choose a balance between a base subscription tariff (monthly bundle) and a pay-per-use (pay by MB metering). The ISP sets an upper monthly threshold on data usage, just to be able to provide an equal share among customers, and

14157-529: The means to fund faster Internet speeds. On the other hand, smaller competitors have less financial capabilities making it harder for them to succeed in the online world. Legal enforcement of net neutrality principles takes a variety of forms, from provisions that outlaw anti-competitive blocking and throttling of Internet services, all the way to legal enforcement that prevents companies from subsidizing Internet use on particular sites. Contrary to popular rhetoric and statements by various individuals involved in

14300-459: The mid-2010s, Philippine telcos came under fire from the Department of Justice for throttling the bandwidth of subscribers of unlimited data plans if the subscribers exceeded arbitrary data caps imposed by the telcos under a supposed "fair use policy" on their "unlimited" plans. Certain adult sites like Pornhub , Redtube , and XTube have also been blocked by some Philippine ISPs at the request of

14443-515: The middle is a symbol of kopimi philosophy, a project originally started by Piratbyrån . Moreover, the lightning arrows seem to originate from the logo of Televerket (Sweden) , the old telecoms monopoly of Sweden. The star (also present on Televerket symbol) is a symbol of telecommunism, and the Omega sign is a symbol of resistance, as in Ohm's law . This interpretation of the symbols is sometimes referred to as

14586-619: The morgue showed signs of torture. A Facebook page, "We are all Khaled Said", helped attract nationwide attention to the case. Mohamed ElBaradei , former head of the International Atomic Energy Agency , led a 2010 rally in Alexandria against police abuse, and visited Saeed's family to offer condolences. During the January–February 2011 protests, police brutality was common. Jack Shenker, a reporter for The Guardian ,

14729-529: The nation's wealth were businessmen with ties to the National Democratic Party: "Wealth fuels political power and political power buys wealth." During the 2010 elections , opposition groups complained about government harassment and fraud. Opposition and citizen activists called for changes to a number of legal and constitutional provisions affecting elections . In 2010, Transparency International 's Corruption Perceptions Index (CPI) gave Egypt

14872-463: The net neutrality rules until the court makes a final ruling, while issuing the opinion that the ISPs will likely prevail over the FCC on the merits. Net neutrality in Canada is a debated issue in that nation, but not to the degree of partisanship in other nations such as the United States in part because of its federal regulatory structure and pre-existing supportive laws that were enacted decades before

15015-436: The ongoing academic debate, research suggests that a single policy instrument (such as a no-blocking policy or a quality of service tiering policy) cannot achieve the range of valued political and economic objectives central to the debate. As Bauer and Obar suggest, "safeguarding multiple goals requires a combination of instruments that will likely involve government and nongovernment measures. Furthermore, promoting goals such as

15158-455: The opposite, including amending the constitution to make sure that Gamal will be the only unchallenged candidate." During the decade, public perception grew that Gamal would succeed his father. He wielded increasing power as NDP deputy secretary general and chair of the party's policy committee. Analysts described Mubarak's last decade in power as "the age of Gamal Mubarak". With his father's health declining and no appointed vice-president, Gamal

15301-463: The ousting of Tunisian president Zine El Abidine Ben Ali after mass protests, many analysts (including former European Commission President Romano Prodi ) saw Egypt as the next country where such a revolution might occur. According to The Washington Post , "The Jasmine Revolution [...] should serve as a stark warning to Arab leaders – beginning with Egypt's 83-year-old Hosni Mubarak – that their refusal to allow more economic and political opportunity

15444-498: The presence of Israel—also existed in 1952 , when the Free Officers ousted King Farouk . A new cause of the 2011 revolution was the increase in population, which aggravated unemployment. During his presidency, Anwar Sadat neglected the modernisation of Egypt in contrast to his predecessor, Gamal Abdel Nasser , and his cronyism cost the country infrastructure industries which could generate new jobs. Communications media such as

15587-407: The previous paradigm of the smart network with dumb terminals . Because the end-to-end principle is one of the central design principles of the Internet, and because the practical means for implementing data discrimination violate the end-to-end principle, the principle often enters discussions about net neutrality. The end-to-end principle is closely related and sometimes seen as a direct precursor to

15730-452: The principle of net neutrality. Traffic shaping is the control of computer network traffic to optimize or guarantee performance, improve latency (i.e., decrease Internet response times), or increase usable bandwidth by delaying packets that meet certain criteria. In practice, traffic shaping is often accomplished by throttling certain types of data, such as streaming video or P2P file sharing. More specifically, traffic shaping

15873-461: The resources being controlled. According to the end-to-end principle, protocol features are only justified in the lower layers of a system if they are a performance optimization; hence, TCP retransmission for reliability is still justified, but efforts to improve TCP reliability should stop after peak performance has been reached. They argued that, in addition to any processing in the intermediate systems, reliable systems tend to require processing in

16016-593: The ruling in favor of Comcast, a study by Measurement Lab in October 2011 verified that Comcast had virtually stopped its BitTorrent throttling practices. During the 1990s, creating a non-neutral Internet was technically infeasible. Originally developed to filter harmful malware , the Internet security company NetScreen Technologies released network firewalls in 2003 with so-called deep packet inspection capabilities. Deep packet inspection helped make real-time discrimination between different kinds of data possible, and

16159-495: The ruling, until the FCC voted to reinstate them in 2024. Governments of countries that comment on net neutrality usually support the concept. Net neutrality in the United States has been a point of conflict between network users and service providers since the 1990s. Much of the conflict over net neutrality arises from how Internet services are classified by the Federal Communications Commission (FCC) under

16302-697: The same problems as the rest of the world. In 2019, the Save the Internet Act to "guarantee broadband internet users equal access to online content" was passed by the US House of Representatives but not by the US Senate. Finding an appropriate solution by creating more regulations for ISPs has been a major work in progress. Net neutrality rules were repealed in the US in 2017 during the Trump administration and subsequent appeals upheld

16445-597: The source, type, and destination of packets, revealing information about packets traveling in the physical infrastructure so it can dictate the quality of transport such packets will receive. This is seen as an architecture of surveillance , one that can be shared with intelligence agencies , copyrighted content owners, and civil litigants, exposing the users' secrets in the process. Proponents of net neutrality argue that without new regulations, Internet service providers would be able to profit from and favor their own private protocols over others. The argument for net neutrality

16588-410: The subsidised. Mohammed Farouq Mohammed, who is a lawyer, also set himself afire in front of the parliament to protest his ex-wife, who did not allow him to see his daughters. In Alexandria, an unemployed man by the name of Ahmed Hashem Sayed also set himself on fire. Opposition groups planned a day of revolt for 25 January, coinciding with National Police Day , to protest police brutality in front of

16731-478: The symbolism of Telecomix, circulating both as a meme and as an organizational concept guiding participants in evolving the organization. In June 2009 a blog post on "jellyfish memetics" was posted at a Telecomix-affiliated blog, arguably sparking a great interest within Telecomix for the philosophical implications of decentralized self-organization . The notion of "datalove" appeared for the first time in one of several manifestos written by Telecomix, as to "inspire

16874-509: The threat of terrorism in extending the state of emergency, claiming that opposition groups such as the Muslim Brotherhood could gain power in Egypt if the government did not forge parliamentary elections and suppress the group through emergency law. This led to the imprisonment of activists without trial, illegal, undocumented and hidden detention facilities and the rejection of university, mosque and newspaper staff based on their political affiliation. A December 2010 parliamentary election

17017-505: The traffic they cause on the ISP's network. French telecom operator Orange, complaining that traffic from YouTube and other Google sites consist of roughly 50% of total traffic on the Orange network, made a deal with Google, in which they charge Google for the traffic incurred on the Orange network. Some also thought that Orange's rival ISP Free throttled YouTube traffic. However, an investigation done by

17160-443: The two companies that led to Verizon's obtaining a cease and desist order on 5 June 2014, that forced Netflix to stop displaying this message. Pro-net neutrality arguments have also noted that regulations are necessary due to research showing low tolerance to slow-loading content providers. In a 2009 research study conducted by Forrester Research, online shoppers expected the web pages they visited to download content instantly. When

17303-477: The vote. Net neutrality Network neutrality , often referred to as net neutrality , is the principle that Internet service providers (ISPs) must treat all Internet communications equally, offering users and online content providers consistent transfer rates regardless of content, website, platform , application , type of equipment, source address, destination address, or method of communication (i.e., without price discrimination ). Net neutrality

17446-504: The way electricity, gas, and the water supply are regulated, along with limiting providers and regulating the options those providers can offer. Proponents of net neutrality, which include computer science experts, consumer advocates , human rights organizations , and Internet content providers, assert that net neutrality helps to provide freedom of information exchange, promotes competition and innovation for Internet services, and upholds standardization of Internet data transmission which

17589-422: The workforce at about four per cent a year, unemployment in Egypt is almost 10 times as high for college graduates as for those who finished elementary school (particularly educated urban youth—the people who were in the streets during the revolution). Egypt's economy was highly centralised during the presidency of Gamal Abdel Nasser , becoming more market-driven under Anwar Sadat and Mubarak. From 2004 to 2008

17732-435: The year 2009. In numerous trials defendants alleged that police tortured them during questioning. During the year activists and observers circulated some amateur cellphone videos documenting the alleged abuse of citizens by security officials. For example, on 8 February, a blogger posted a video of two police officers, identified by their first names and last initials, sodomizing a bound naked man named Ahmed Abdel Fattah Ali with

17875-607: Was advocated for in the 1990s by the presidential administration of Bill Clinton in the United States. Clinton's signing of the Telecommunications Act of 1996 , an amendment to the Communications Act of 1934 , set a worldwide example for net neutrality laws and the regulation of ISPs. Supporters of net neutrality argue that it prevents ISPs from filtering Internet content without a court order, fosters freedom of speech and democratic participation, promotes competition and innovation, prevents dubious services, and maintains

18018-449: Was arrested during the Cairo protests on 26 January. He witnessed fellow Egyptian protesters being tortured, assaulted, and taken to undisclosed locations by police officers. Shenker and other detainees were released after covert intervention by Ayman Nour , the father of a fellow detainee. Corruption, coercion not to vote and manipulation of election results occurred during many elections over Mubarak's 30-year rule. Until 2005, Mubarak

18161-645: Was believed to be an attempt to terrorise protesters. Police were withdrawn from the streets, and the military was deployed. International fears of violence grew, but no major casualties were reported. Mubarak made his first address to the nation, pledging to form a new government. Later that night clashes broke out in Tahrir Square between revolutionaries and pro-Mubarak demonstrators, leading to casualties. No fatalities have been reported in Cairo, however, 11 people were killed in Suez and another 170 were injured.1,030 people were reported injured nationwide. 29 January 2011 : The military presence in Cairo increased. A curfew

18304-661: Was boycotted by opposition parties. In Egypt and other parts of the Arab world, the protests and governmental changes are also known as the 25 January Revolution ( ثورة 25 يناير Thawrat 25 Yanāyir ), Revolution of Freedom ( ثورة حرية Thawrat Horeya ) or Revolution of Rage ( ثورة الغضب Thawrat al-Ġaḍab ), and, less frequently, the Youth Revolution ( ثورة الشباب Thawrat al-Shabāb ), Lotus Revolution ( ثورة اللوتس ) or White Revolution ( الثورة البيضاء al-Thawrah al-bayḍāʾ ). Hosni Mubarak became President of Egypt after

18447-404: Was considered Egypt's de facto president by some. Although Gamal and his father denied an inheritance of power, he was speculated as likely to be chosen as the NDP candidate in the presidential election scheduled for 2011, when Hosni Mubarak's presidential term was set to expire. However, Gamal ultimately declined to run following the 2011 protests. Egypt was under a state of emergency since

18590-638: Was created at April 18, 2009, as a suggestion following a seminar about surveillance, the legislative changes regulating the National Defence Radio Establishment (FRA), and other laws processed in the European Parliament at the time. The audience was asked to help stop the surveillance laws that were about to be passed in the European Parliament. The evening after the seminar a spontaneous bifurcation started and someone threw

18733-427: Was encouraged by Mubarak to bring the protests to an end. The camel and horse riders later claimed that they were "good men", and they opposed the protests because they wanted tourists to come back to keep their jobs and feed their animals. The horse and camel riders deny that they were paid by anyone, though they said that they were told about the protests from a ruling party MP. Three hundred people were reported dead by

18876-438: Was essential for its growth. Opponents of net neutrality, which include ISPs, computer hardware manufacturers, economists, technologists and telecommunications equipment manufacturers , argue that net neutrality requirements would reduce their incentive to build out the Internet and reduce competition in the marketplace, and may raise their operating costs, which they would have to pass along to their users. Network neutrality

19019-399: Was estimated at more than E£11 billion ; that of former tourism minister Zuhair Garrana is estimated at E£13 billion ; former minister of trade and industry Rashid Mohamed Rashid is estimated to be worth E£12 billion , and former interior minister Habib al-Adly was estimated to be worth E£8 billion . The perception among Egyptians was that the only people benefiting from

19162-503: Was founded, the initial work consisted of engaging parliamentary politics, to serve as an interface between concerned communities and politicians. As the work gradually moved over to direct interventions and rescue operations, the cluster moved over to a gradually more militaristic rhetoric, with heavy influences from 1990s-style crypto-anarchism . However, during 2011 some Telecomix activists have given interviews and talks at various technology-related conferences under their real names. This

19305-614: Was imposed, which was widely ignored as the flow of protesters into Tahrir Square continued through the night. The military reportedly refused to follow orders to fire live ammunition, exercising overall restraint; there were no reports of major casualties. On 31 January, Israeli media reported that the 9th, 2nd, and 7th Divisions of the Egyptian Army had been ordered into Cairo to help restore order. 1 February 2011 : Mubarak made another televised address, offering several concessions. He pledged political reforms and said he would not run in

19448-771: Was introduced in Italy in 2015 by Stefano Quintarelli . The law gained formal support at the European Commission from BEUC, the European Consumer Organisation , the Electronic Frontier Foundation and the Hermes Center for Transparency and Digital Human Rights . A similar law was enacted in South Korea. Similar principles were proposed in China. The French telecoms regulator ARCEP has called for

19591-586: Was often used by law enforcement agencies against popular uprisings. On 6 June 2010, a twenty-eight-year-old Egyptian, Khaled Mohamed Saeed, died under disputed circumstances in the Sidi Gaber area of Alexandria , with witnesses testifying that he was beaten to death by police – an event which galvanised Egyptians around the issue of police brutality. Authorities stated that Khaled died choking on hashish while being chased by police officers. However, pictures which were released of Khaled's disfigured corpse from

19734-416: Was preceded by a media crackdown, arrests, candidate bans (particularly Muslim Brotherhood candidates) and allegations of fraud due to the near-unanimous victory by the NDP in parliament. Human rights organizations estimated that in 2010, between 5,000 and 10,000 people were in long-term detention without charge or trial. According to a U.S. Embassy report, police brutality had been widespread in Egypt. In

19877-556: Was struck in January 2014, the Netflix speed index recorded a 66% increase in connection. Netflix agreed to a similar deal with Verizon in 2014, after Verizon DSL customers' connection speed dropped to less than 1 Mbit/s early in the year. Netflix spoke out against this deal with a controversial statement delivered to all Verizon customers experiencing low connection speeds, using the Netflix client. This sparked an internal debate between

20020-567: Was tentatively scheduled for 19 March 2011. 3 March : A day before large protests against him were planned, Ahmed Shafik stepped down as prime minister and was replaced by Essam Sharaf . 5 March : Several State Security Intelligence (SSI) buildings across Egypt were raided by protesters, including the headquarters for the Alexandria Governorate and the national headquarters in Nasr City , Cairo. Protesters said that they raided

20163-444: Was the "Blackthrow" concept computer (sharing some etymology with the word Black fax ), described as: "A blackthrow is a small computer that can be hidden inside government agencies or corporations. It connects to the Tor or I2P networks and publishes its SSH server as a hidden service in any of these networks. The TCMB (Telecomix Crypto Munitions Bureau) field agent can then connect to

20306-412: Was the only presidential candidate (with a yes-or-no vote). Mubarak won five consecutive presidential elections with a sweeping majority. Although opposition groups and international election-monitoring agencies charged that the elections were rigged, those agencies were not allowed to monitor elections. The only opposition presidential candidate in recent Egyptian history, Ayman Nour, was imprisoned before

20449-506: Was widely expected), he said he would delegate some powers to Vice President Suleiman while remaining Egypt's head of state. Mubarak's statement was met with anger, frustration and disappointment, and in a number of cities there was an escalation in the number and intensity of demonstrations. 11 February 2011 ("Friday of Departure") : Large protests continued in many cities, as Egyptians refused to accept Mubarak's concessions. At 6:00 pm Suleiman announced Mubarak's resignation, entrusting
