The Haldane Mission of February 1912 was an unsuccessful effort by the British to seek détente with Germany and reduce dangerous friction between Britain and Germany arising because of their escalating naval arms race .

#218781

159-515: British politician Richard Haldane, 1st Viscount Haldane wanted a slowdown in the naval race and Germany wanted British neutrality in a future war. The negotiations were initiated by worried businessmen on either side, and continued by the British cabinet on the one side and the Kaiser and his top aides on the other. The collapse came when Germany insisted on a promise that Britain would be neutral and not join

318-703: A bencher at Lincoln's Inn in 1893. Amongst his early friends was Edmund Gosse , the librarian of the House of Lords library . Haldane was a deep thinker, an unusual breed: a philosopher-politician. During his stay at Göttingen he expanded an interest in the German philosophers, Schopenhauer and Hegel. He had refused a place at Balliol, but in nodding respect for the Master and philosopher, T. H. Green , he dedicated his Essays in Philosophical Criticism to him. A cousin,

477-629: A dynastic Iberian Union . At Tomar, Philip promised to keep the empires legally distinct, leaving the administration of the Portuguese Empire to Portuguese nationals, with a Viceroy of Portugal in Lisbon seeing to his interests. Philip even had the capital moved to Lisbon for a two-year period (1581–83) due to it being the most important city in the Iberian peninsula . All the Portuguese colonies accepted

636-665: A "Novelle") had been drafted in Berlin but not yet approved. The Germans gave Haldane a copy which he took to the Cabinet without reading. The second item was a concession; London was prepared to turn over parts of the old decaying Portuguese Empire . Berlin, however, had no interest in new colonies. They would be of little economic benefit, and instead force a redeployment of the German Navy to defend new holdings in Africa. Berlin focused its attention on

795-530: A 20% rise in prices since then). In October 1907 Haldane was intimately involved with the negotiations at Windsor with Kaiser Wilhelm II . The Germanophile and linguist was thrilled to be summoned at 1 am to talk with the Emperor over whisky on arms reduction principles. But the import was the Berlin–Baghdad railway which Germany was hoping to construct with British approval. A fluent German-speaker, Haldane

954-508: A German shipping magnate and unofficial mediator between Germany and Britain. The accusations were widely believed and were even echoed in a popular music hall song ("All dressed up and nowhere to go") in the revue "Mr Manhattan". He was harried in particular by Beaverbrook 's Daily Express , which gave great publicity to the claim by Professor Onkel of Heidelberg that he had said "Germany was his spiritual home". He had in fact said that about Professor Hermann Lotze 's classroom at Göttingen at

1113-688: A cautious trade began. In 1557 the Chinese authorities allowed the Portuguese to settle in Macau, creating a warehouse in the trade of goods between China, Japan, Goa and Europe. Portuguese operations in Asia did not go unnoticed, and in 1521 Magellan arrived in the region and claimed the Philippines for Spain. In 1525, Spain under Charles V sent an expedition to colonize the Moluccas islands , claiming they were in his zone of

1272-525: A country that started a war on Germany. According to British historian John C. G. Röhl : February 1912 is rightly regarded as a decisive event in the years leading up to the First World War. Seldom was the incompatibility between Great Britain’s balance-of-power policy of maintaining the status quo and the German Reich’s claim to the leadership of continental Europe so strikingly displayed. By 1912

1431-535: A dinner party given by Mrs Humphry Ward in April 1913 to enable him to meet some German professors during his mission. In 1915 Asquith ranked his Cabinet, putting Haldane only sixth of the inner cabinet members. He also inveigled Kitchener and Haldane to sign the King's Pledge, a vow to abstain from alcohol for the duration of the war, which Haldane resented and which Churchill and Asquith himself completely ignored. Following

1590-590: A diplomatic disaster for Berlin, leading to accurate fears among the German government that the British would side with France in any war against Germany. France moved its main North Sea fleet to the Mediterranean. Britain redeployed one fleet from the Mediterranean, where it confronted Austria and Italy, to the North Sea where it confronted Germany and protected France from the German navy. Berlin did not know what secret alliances London and Paris had reached, but feared for

1749-537: A disappointment for the Portuguese, the decision was taken to hold it while exploring along the Atlantic African coast. A key supporter of this policy was Infante Dom Henry the Navigator , who had been involved in the capture of Ceuta , and who took the lead role in promoting and financing Portuguese maritime exploration until his death in 1460. At the time, Europeans did not know what lay beyond Cape Bojador on

1908-461: A federal statute attempting to regulate industrial disputes, holding that it was not within federal authority under either the peace, order and good government power, nor the federal trade and commerce power. He went so far as to suggest that the trade and commerce power was simply an ancillary federal power, which could not authorise legislation in its own right. The effects of some of these decisions have subsequently been modified by later decisions of

2067-509: A few years after Cabral arrived from Brazil, competition came along from France. In 1503, an expedition under the command of Gonçalo Coelho reported French raids on the Brazilian coasts, and explorer Binot Paulmier de Gonneville traded for brazilwood after making contact in southern Brazil a year later. Expeditions sponsored by Francis I along the North American coast directly violated of

2226-517: A fifth of Portugal's per-capita income. When King Philip II of Spain (Philip I of Portugal) seized the Portuguese crown in 1580, there began a 60-year union between Spain and Portugal known to subsequent historiography as the Iberian Union , although the realms continued to have separate administrations. As the King of Spain was also King of Portugal, Portuguese colonies became the subject of attacks by three rival European powers hostile to Spain:

2385-455: A force led by António Correia captured Bahrain , defeating the Jabrid King, Muqrin ibn Zamil . In a shifting series of alliances, the Portuguese dominated much of the southern Persian Gulf for the next hundred years. With the regular maritime route linking Lisbon to Goa since 1497, the island of Mozambique became a strategic port, and there was built Fort São Sebastião and a hospital. In

2544-440: A large Castilian fleet attempted to wrest control of this lucrative trade, but were decisively defeated in the 1478 Battle of Guinea , which firmly established an exclusive Portuguese control. In 1481, the recently crowned João II decided to build São Jorge da Mina in order to ensure the protection of this trade, which was held again as a royal monopoly. The equator was crossed by navigators sponsored by Fernão Gomes in 1473 and

2703-566: A pan-European perspective he analysed the German character and economic advances towards militarism. He was largely responsible for the cross-party support for Balfour's Education Act 1902. He told Rosebery "a sense of nation is working towards ...a great centre party." He was also involved in the founding of Imperial College in 1907 and in his honour the University contained the Haldane Recreational Library, which now forms part of

As President of the Institute of Public Administration , he was a leading intellectual on the philosophy of governance. "The Reign of Relativity" combined Haldane's love of all things German expressed by Goethe and his works, with the Hegelian military-industrial complex. Haldane admired

3021-520: A proof. Haldane refused to join the platform for Asquith's speech at Westminster Central Hall in January 1922. He stated that his main interest in public life was now education reform and that the cause was not best served by endorsing the Liberal Party. It was not until the general election of 1923 that Haldane formally sided with Labour, and made several speeches on behalf of Labour candidates. When

3180-643: A role in their alliance. The Adal Sultanate defeated the Ethiopians in the battle of Shimbra Kure in 1529, and Islam spread further in the region . Portugal responded by aiding king Gelawdewos with Portuguese soldiers and muskets. Though the Ottomans responded with support of soldiers and muskets to the Adal Sultanate, after the death of the Adali sultan Ahmad ibn Ibrahim al-Ghazi in the battle of Wayna Daga in 1543,

3339-610: A sea route to Asia was finally achieved in a ground-breaking voyage commanded by Vasco da Gama . The squadron of Vasco da Gama left Portugal in 1497, rounded the Cape and continued along the coast of East Africa, where a local pilot was brought on board who guided them across the Indian Ocean, reaching Calicut , the capital of the kingdom ruled by Zamorins , also known as Kozhikode ) in south-western India in May 1498. The second voyage to India

3498-533: A self-deprecating speech as to his abilities as a legal expert. 1912 saw the unsuccessful attempt of the Haldane Mission , an effort to quell the friction between Britain and Germany arising because of their escalating naval arms race . 3657-466: A squadron of junks against Portuguese caravels that succeeded in driving the Portuguese away and reclaiming Tamao. As a result, the Chinese posted an edict banning men with Caucasian features from entering Canton, killing multiple Portuguese there, and driving the Portuguese back to sea. After the Sultan of Bintan detained several Portuguese under Tomás Pires, the Chinese then executed 23 Portuguese and threw

3816-519: A stigmata in the eye and in 1909, he had to take bed rest when going blind from iritis. A lifelong walker and cigar smoker, he was diagnosed diabetic. "The latter is a large, fat man" was Haig 's initial impression of a dignified but portly demeanour. Yet, added Haig, "One seems to like the man at once." Having worked on the Army Regulations of 1909, Haig applauded "a most clear headed and practical man––very ready to listen and weigh carefully all that

3975-588: A successful lawyer tinged with socialism." Focusing on his writings, Haldane was passed over for political office, being the only one of his group left out in the wilderness. Haldane remained an ally of Asquith and Grey in the Liberal Imperialist wing of the party, followers of Lord Rosebery rather than of Sir William Harcourt . Rosebery admired Haldane's intellect, and the Scotsman urged upon his friend, whom he had known since 1886, an assault on Tory power in

4134-527: A successful lawyer. He was taken on at 5 New Square Chambers by Horace Davey in 1882 as the junior. By 1890 he had become a Queen's Counsel . By 1905 he was earning £ 20,000 per annum at the Bar (equivalent to £2.7 million in 2023). He became

4293-599: A successor, Asquith decided to take over responsibility for the War Office directly himself. Asquith relied heavily on Haldane as the previous War Secretary and empowered him to carry out tasks at the War Office on his behalf. As the situation in Europe worsened, Asquith kept Haldane abreast of developments with Sir Edward Grey at the Foreign Office. Haldane was one of the first members of the Cabinet to recognise that war with Germany

4452-417: A trading center at Tangasseri , Quilon ( Coulão , Kollam ) city in (1503) in 1502, which became the centre of trade in pepper, and after founding manufactories at Cochin ( Cochim , Kochi) and Cannanore ( Canonor , Kannur), built a factory at Quilon in 1503. In 1505 King Manuel I of Portugal appointed Francisco de Almeida first Viceroy of Portuguese India, establishing the Portuguese government in

4611-458: A war where "Germany could not be said to be the aggressor." Above all Berlin wanted Britain to remain neutral in a war between Germany and France. That carried an unacceptable risk encouraging Germany to go to war with France or Russia and taking control of the continent. In March 1914 Haldane's successor at the War Office, Jack Seely , resigned following the Curragh incident . Rather than appoint

4770-490: Is a field or special points where she can help Germany. 3. Proposals for reciprocal assurances debarring either power from joining in aggressive designs or combinations against the other would be welcome. The main goal of the British Cabinet was the first item; the other two were concessions. The first item referred to the current German naval budget. London did not know that a new, much more aggressive naval budget (called

4929-469: Is a first-class head of a deliberative council. He is versed in precedents, acts on principle, and knows how and when to compromise. Lloyd George knows nothing for precedents and cares for no principles, but he has fire in his belly and that is what we want." As the war progressed Haldane moved increasingly close to the Labour Party, but he was held back by his ties to the Liberal Party and to Asquith. When

5088-513: Is said to him." Osbert Sitwell described him as "entering a room with the air of a whole procession". Leo Amery said he looked like "the old-fashioned family butler". Another Imperialist, Winston Churchill also respected Haldane, although they were from differing social backgrounds. On promoting Churchill to First Lord of the Admiralty, Asquith advised him to seek Haldane's advice at a meeting held at Archerfield, North Berwick. From 1907 to 1908, he

5247-812: Is the cultural successor of the Empire, analogous to the Commonwealth of Nations for countries formerly part of the British Empire . The origin of the Kingdom of Portugal lay in the reconquista , the gradual reconquest of the Iberian Peninsula from the Moors . After establishing itself as a separate kingdom in 1139, Portugal completed its reconquest of Moorish territory by reaching Algarve in 1249, but its independence continued to be threatened by neighbouring Castile until

5406-950: The Battle of Tunmen in Tamão or Tuen Mun . In 1521, the Portuguese lost 2 ships at the Battle of Sincouwaan in Lantau Island . The Portuguese also lost 2 ships at Shuangyu in 1548 where several Portuguese were captured and near the Dongshan Peninsula . In 1549 two Portuguese junks and Galeote Pereira were captured. During these battles the Ming Chinese captured weapons from the defeated Portuguese which they then reverse engineered and mass-produced in China such as matchlock musket arquebuses which they named bird guns and breech-loading swivel guns which they named as Folangji ( Frankish ) cannon because

The Portuguese empire expanded into the Persian Gulf, contesting control of the spice trade with the Ajuran Empire and the Ottoman Empire . In 1515, Afonso de Albuquerque conquered the Huwala state of Hormuz at the head of the Persian Gulf, establishing it as a vassal state. Aden , however, resisted Albuquerque's expedition in that same year and another attempt by Albuquerque's successor Lopo Soares de Albergaria in 1516. In 1521

5883-530: The Congo River by Diogo Cão in 1482. It was during this expedition that the Portuguese first encountered the Kingdom of Kongo , with which it soon developed a rapport. During his 1485–86 expedition, Cão continued to Cape Cross , in present-day Namibia , near the Tropic of Capricorn . In 1488, Bartolomeu Dias rounded the southern tip of Africa and reached Great Fish River on the coast of Africa, proving false

6042-607: The Conservative government of Arthur Balfour fell in December 1905 there was some speculation that Asquith and his allies Haldane and Grey would refuse to serve unless Henry Campbell-Bannerman accepted a peerage, which would have left Asquith as the real leader in the House of Commons. Haldane had suggested involving the King at Balmoral to 'kick CB upstairs'. However, the plot (called " The Relugas Compact " after Grey's Scottish lodge where

6201-587: The Dahomey annexed the Fort of São João Baptista de Ajudá , and in December that year India annexed Goa, Daman, and Diu . The Portuguese Colonial War in Africa lasted from 1961 until the final overthrow of the Estado Novo regime in 1974. The Carnation Revolution of April 1974 in Lisbon led to the hasty decolonization of Portuguese Africa and to the 1975 annexation of Portuguese Timor by Indonesia. Decolonization prompted

6360-584: The Dutch Republic , England , and France . With its smaller population, Portugal found itself unable to effectively defend its overstretched network of trading posts, and the empire began a long and gradual decline. Eventually, Brazil became the most valuable colony of the second era of empire (1663–1825), until, as part of the wave of independence movements that swept the Americas during the early 19th century, it broke away in 1822. The third era of empire covers

6519-603: The Imperial General Staff . Before Haldane, there was only the Defence Committee of the Cabinet, which met only in emergencies, and the Colonial Defence Committee. Esher had recommended the setting up of an Army Council and the abolition of the post of Commander-in-Chief, but few of his recommendations had been implemented before the change of government in December 1905. Haldane's reforms also created

6678-536: The Irish War of Independence broke out in 1919, Haldane was one of the first British politicians to argue that the solution lay in compromise rather than force. As Lord Chancellor, Haldane was a member of the Judicial Committee of the Privy Council , at that time the court of last resort for the Empire. He retained the position even when he was no longer Chancellor. He sat on several cases from Canada dealing with

6837-718: The Labour government was formed by Ramsay MacDonald in early 1924, Haldane served once again as Lord Chancellor . He was also joint Leader of the Labour Peers with Lord Parmoor . Haldane was responsible for drafting the London University Act 1926, purchasing properties in Euston. He made some famous speeches at Toynbee Hall for

6996-404: The Red Sea and passing through Bassein to pay duties and allow the horse trade. After Mughal ruler Humayun had success against Bahadur, the latter signed another treaty with the Portuguese to confirm the provisions and allowed the fort to be built in Diu. Shortly afterward, Humayun turned his attention elsewhere, and the Gujarats allied with the Ottomans to regain control of Diu and lay siege to

7155-517: The Sultanate of Gujarat due to his suspicions of traders from the region possessing more power. The Mamlûk Sultanate sultan Al-Ashraf Qansuh al-Ghawri along with the Gujarati sultanate attacked Portuguese forces in the harbor of Chaul , resulting in the death of Almeida's son . In retaliation, the Portuguese fought and destroyed the Mamluks and Gujarati fleets in the sea Battle of Diu in 1509. Along with Almeida's initial attempts, Manuel I and his council in Lisbon had tried to distribute power in

7314-676: The Territorial Force of 14 divisions (the original plan was for 28) and 14 mounted Yeomanry brigades at home, the Officer Training Corps and the Special Reserve . In all the reforms, Haldane worked closely at the War Office with Major-General Haig . By coincidence, both men had been born in Charlotte Square, in Edinburgh. J. A. Spender later wrote of how Haldane got the best work out of an able but verbally-incoherent soldier (thought to refer to Haig) by not scoring verbal points off him, as many politicians would have done. Usually critical, Rosebery remarked on Haldane's interest in philosophy, declaring: "I have read his Secret Memorandum, and that

7473-429: The Treaty of Tordesilhas . By 1531, the French had stationed a trading post off of an island on the Brazilian coast. The increase in brazilwood smuggling from the French led João III to press an effort to establish effective occupation of the territory. In 1531, a royal expedition led by Martim Afonso de Sousa and his brother Pero Lopes went to patrol the whole Brazilian coast, banish the French, and create some of

7632-451: The Treaty of Tordesillas , since there was no set limit to the east. The expedition of García Jofre de Loaísa reached the Moluccas, docking at Tidore . With the Portuguese already established in nearby Ternate, conflict was inevitable, leading to nearly a decade of skirmishes. A resolution was reached with the Treaty of Zaragoza in 1529, attributing the Moluccas to Portugal and the Philippines to Spain. The Portuguese traded regularly with

7791-472: The army for an Imperial war but with the more likely (and secret) task of a European war. The main element of this was the establishment of the British Expeditionary Force of six infantry divisions and one cavalry division. The Official Historian Brigadier James Edmonds later wrote that "in every respect the Expeditionary Force of 1914 was incomparably the best trained, best organised and best equipped British Army ever to leave these shores" Haldane set up

7950-401: The cartaz licensing system, granting merchant ships protection against pirates and rival states. Profiting from the rivalry between the ruler of Kochi and the Zamorin of Calicut , the Portuguese were well-received and seen as allies, as they obtained a permit to build the fort Immanuel ( Fort Kochi ) and a trading post that was the first European settlement in India. They established

8109-435: The main library collection . Haldane was a member of the Coefficients dining club of social reformers set up in 1902 by the Fabian campaigners Sidney and Beatrice Webb . He wrote a biography of Adam Smith , extolling the virtues of free trade. Unlike Joseph Chamberlain he thought there was no strong connection between fiscal and imperial unity. He opposed any attempt to protection of British trade. In 1904, he

8268-437: The shell crisis and the resignation of Lord Fisher , in May 1915 the Liberals were obliged to form a coalition government with the Conservatives who, under the leadership of Bonar Law , insisted on the removal of Winston Churchill as First Lord of the Admiralty and the dismissal of Haldane. Haldane's removal was on account of the popularity of the press's campaign relating to Haldane's alleged pro-German sympathies. Neither

8427-404: The "Island of the Papua". In 1517, João da Silveira commanded a fleet to Chittagong , and by 1528, the Portuguese had established a settlement in Chittagong . The Portuguese eventually based their center of operations along the Hugli River , where they encountered Muslims, Hindus, and Portuguese deserters known as Chatins . Jorge Alvares was the first European to reach China by sea, while

8586-442: The "sweet salt" that was rare in Europe. Already cultivated in Algarve , the accessibility of Madeira attracted Genoese and Flemish traders keen to bypass Venetian monopolies. Slaves were used, and the proportion of imported slaves in Madeira reached 10% of the total population by the 16th century. By 1480 Antwerp had some seventy ships engaged in the Madeira sugar trade, with the refining and distribution concentrated in Antwerp. By

8745-435: The 1490s Madeira had overtaken Cyprus as a producer of sugar. The success of sugar merchants such as Bartolomeo Marchionni would propel the investment in future travels. In 1469, after prince Henry's death and as a result of meagre returns of the African explorations, King Afonso V granted the monopoly of trade in part of the Gulf of Guinea to merchant Fernão Gomes . Gomes, who had to explore 100 miles (160 km) of

8904-420: The 1911 Agadir Crisis , made Germany an increasingly worrying potential enemy, as London moved closer to Germany's two great rivals Russia and France . However the Liberal government priorised social spending, and had a strong pacifist element, typified by David Lloyd George , that deeply distrusted heavy spending on the Army or Navy. In the Cabinet, he confronted the civilian head of the Navy, First Lord of

9063-525: The Admiralty from 1911-15 Winston Churchill , a Liberal at this time. Despite his love of naval affairs Churchill agreed with Prime Minister H. H. Asquith and Foreign Minister Edward Grey that the only solution was to have Germany slow down its naval construction. The deal that Haldane's mission proposed was a slow-down or pause in the German build-up. In return, Britain would support Germany's colonial ambitions, and promise not to engage in aggressive warfare against Germany. The 1911 Agadir Crisis had been

9222-537: The African coast. Henry wished to know how far the Muslim territories in Africa extended, and whether it was possible to reach Asia by sea, both to reach the source of the lucrative spice trade and perhaps to join forces with the fabled Christian kingdom of Prester John that was rumoured to exist somewhere in the "Indies". Under his sponsorship, soon the Atlantic islands of Madeira (1419) and Azores (1427) were reached and started to be settled, producing wheat for export to Portugal. Soon its ships were bringing into

9381-447: The Annual American Seminar. In November 1923 Lord Birkenhead , the Conservative politician, praised Haldane's contribution to Britain's preparedness for the First World War: In the welter of sentimentality, amid which Great Britain might easily have mouldered into ruin, my valued colleague, Lord Haldane, presented a figure alike interesting, individual, and arresting. In speech fluent and even infinite he yielded to no living idealist in

9540-407: The Armistice had taken all impetus out of the reform agenda. At the time of the Paisley by-election of January 1920 Haldane was in the process of shifting his sympathies from Liberal to Labour, and was wrongly thought to have endorsed Labour (earning a rebuke from Margot Asquith , whom Haldane thought "tiresome because she is ignorant", to his aged mother). In fact he favoured Asquith's election on

In doing so, he gave very restrictive readings to both the " peace, order and good government " power of the federal government, as well as the federal criminal law power . Similarly, in Toronto Electric Commissioners v. Snider , Lord Haldane struck down

10176-606: The British proposals, Bethmann Hollweg and the Kaiser were willing to cut the naval expansion to achieve it, despite the strong protests by Admiral Tirpitz. The Germans therefore invited a senior British diplomat and Haldane was sent, arriving on February 7 just as the Kaiser was announcing in vague terms the new naval budget that Tirpitz wanted. A fundamental believer in the power of improving education, he prepared the London University Act 1898. The philosophy of 'national efficiency' was central feature of the Hegelian complex, and the ideas of Schopenhauer, he had learnt on the continent, that accentuated freedom and decentralisation from an historicist's perspective. His moral centrism sought to unify The New Liberalism , as he published it in Contemporary Review. From

10494-439: The Christian crusade against Islam; to the military class, it promised glory on the battlefield and the spoils of war; and finally, it was also a chance to expand Portuguese trade and to address Portugal's economic decline. In 1415 an attack was made on Ceuta , a strategically located North African Muslim enclave along the Mediterranean Sea, and one of the terminal ports of the trans-Saharan gold and slave trades. The conquest

10653-411: The Esher Committee. In 1900, during the Boer War , army expenditure was £86.8m, by 1910 (a low point, after four years of cuts under the Liberals) it had dropped to £27.6m and by 1914 it had risen back to £29.4m. In March 1914 effective expenditure on the Army, after allowing for increased pensions and £1m set aside for military aviation, was still less than in 1907–8, and £2m less than in 1905-6 (despite

10812-410: The European market highly valued gold, ivory, pepper, cotton, sugar, and slaves. The slave trade, for example, was conducted by a few dozen merchants in Lisbon. In the process of expanding the trade routes, Portuguese navigators mapped unknown parts of Africa, and began exploring the Indian Ocean. In 1487, an overland expedition by Pêro da Covilhã made its way to India, exploring trade opportunities with

10971-402: The French against the Germans. However, Haldane's first estimates reduced the Army by 16,600 men and reduced expenditure by £2.6m to £28 million, as the Liberals had been elected on a platform of retrenchment. By 1914 Britain spent 3.4% of national income on defence, little more in absolute terms than Austria-Hungary's 6.1%. Army expenditure was determined according to a formula devised by

11130-399: The French intrusion, Joao III appointed Mem de Sá as new Brazilian governor general, and Sá left for Brazil in 1557. By 1560, Sá and his forces had expelled the combined Huguenot , Scottish Calvinist , and slave forces from France Antarctique, but left survivors after burning their fortifications and villages. These survivors would settle Gloria Bay , Flamengo Beach , and Parapapuã with

11289-488: The Hindus by protecting their temples and reducing their tax requirements. The Portuguese maintained friendly relations with the south Indian Emperors of the Vijayanagara Empire . In April 1511, Albuquerque sailed to Malacca on the Malay Peninsula , the largest spice market of the period. Though the trade was largely dominated by the Gujarati, other groups such as the Turks, Persians, Armenians, Tamils and Abyssinians traded there. Albuquerque targeted Malacca to impede

11448-589: The Imperialist wing of Liberalism, led by Sir Edward Grey . At the 1892 General Election, he received a shock when nearly defeated by the Liberal Unionist, Walter Hepburne-Scott, Master of Polwarth . Beatrice Webb , the socialist who was a close intimate, remarked on how alone Haldane was in the world. Haldane added the preface to Leonard Hobhouse 's The Labour Movement in 1893. Emma Ferguson died insane in 1897. Webb remarked, "He had pathos in his personality,

11607-478: The Indian Ocean, creating three areas of jurisdiction: Albuquerque was sent to the Red Sea, Diogo Lopes de Sequeira to South-east Asia, seeking an agreement with the Sultan of Malacca, and Jorge de Aguiar followed by Duarte de Lemos were sent to the area between the Cape of Good Hope and Gujarat. However, such posts were centralized by Afonso de Albuquerque after his succession and remained so in subsequent ruling. By

11766-567: The Indians and Arabs, and winding up finally in Ethiopia. His detailed report was eagerly read in Lisbon, which became the best-informed center for global geography and trade routes. Fears of what lay beyond Cape Bojador , and whether it was possible to return once it was passed, were assuaged in 1434 when it was rounded by one of Infante Henry's captains, Gil Eanes . Once this psychological barrier had been crossed, it became easier to probe further along

11925-695: The Judicial Committee and the Supreme Court of Canada , but they have had the long-term effect of recognising substantial provincial powers. Haldane's approach to the division of powers was heavily criticised by some academics and lawyers in Canada, such as F. R. Scott and Chief Justice Bora Laskin , as unduly favouring the provinces over the federal government and depriving it of the powers needed to deal with modern economic issues. More recently, one major study has characterised him as "the wicked stepfather" of

12084-476: The Kaiser and his top officials. These proposals were: 1. Fundamental. Naval superiority recognized as essential to Great Britain. Present German naval program and expenditure not to be increased, but if possible retarded and reduced. 2. England sincerely desires not to interfere with German Colonial expansion. To give effect to this she is prepared forthwith to discuss whatever the German aspirations in that direction may be. England will be glad to know that there

12243-645: The Lords in 1894. Haldane joined friends at the Articles Club, including Asquith and Grey. Haldane was disappointed having failed to secure the post of Solicitor-General in October 1894. Asquith wryly remarked "A very wrong decision come to upon inadequate grounds." Haldane was sounded out for the Speakership by Rosebery, but refused it, declaring it to be a political death. At a meeting with Beatrice Webb Haldane told her he

12402-504: The Muslim and Venetian influence in the spice trade and increase that of Lisbon. By July 1511, Albuquerque had captured Malacca and sent Antonio de Abreu and Francisco Serrão (along with Ferdinand Magellan) to explore the Indonesian archipelago. The Malacca peninsula became the strategic base for Portuguese trade expansion with China and Southeast Asia. A strong gate, called the A Famosa ,

12561-455: The Portuguese were known to the Chinese under the name of Franks at this time. The Portuguese later returned to China peacefully and presented themselves under the name Portuguese instead of Franks in the Luso-Chinese agreement (1554) and rented Macau as a trading post from China by paying annual lease of hundreds of silver taels to Ming China. Despite initial harmony and excitement between

12720-607: The Portuguese, and even had Portuguese ambassadors from Sao Tome support Ndongo against the Kingdom of Kongo. However, when the Jaga attacked and conquered regions of Kongo in 1568, Portuguese assisted Kongo in their defeat. In response, the Kongo allowed the colonization of Luanda Island; Luanda was established by Paulo Dias de Novais in 1576 and soon became a slave port. De Novais' subsequent alliance with Ndongo angered Luso-Africans who resented

12879-554: The Romans were the first overland via Asia Minor. He was also the first European to discover Hong Kong. In 1514, Afonso de Albuquerque, the Viceroy of the Estado da India, dispatched Rafael Perestrello to sail to China in order to pioneer European trade relations with the nation. In their first attempts at obtaining trading posts by force, the Portuguese were defeated by the Ming Chinese at

13038-564: The Spanish and the Portuguese. These were eventually settled by the Treaty of Tordesillas in 1494, which divided the world outside of Europe in an exclusive duopoly between the Portuguese and the Spanish along a north–south meridian 370 leagues , or 970 miles (1,560 km), west of the Cape Verde islands. However, as it was not possible at the time to correctly measure longitude , the exact boundary

13197-455: The Tamoios and as spies for their resources. From 1565 through 1567 Mem de Sá and his forces eventually destroyed France Antarctique at Guanabara Bay. He and his nephew, Estácio de Sá , then established the city of Rio de Janeiro in 1567, after Mem de Sá proclaimed the area "São Sebastião do Rio de Janeiro" in 1565. By 1575, the Tamoios had been subdued and essentially were extinct, and by 1580

13356-560: The Whig politician Lord Camperdown encouraged the young barrister into standing as a Liberal at the General Election of 1880 . Although not elected that year Haldane joined the Eighty Club , a political dining and discussion club formed in 1879. Membership was restricted to Liberals under the age of forty. In 1881 Haldane met H. H. Asquith , and they soon became firm friends often meeting at

13515-560: The anti-war Social Democratic Party was now the largest party in the Reichstag, and a major increase in defence spending was politically impossible. Germany too needed a way to stop the ruinous naval race in order to spend more on its army; it hoped also to keep Britain neutral in a war between Germany and France. At this point in January 1912 two well-connected civilians entered the picture, and brokered negotiations between their respective governments. German-born London financier Ernest Cassel

13674-642: The assistance of the Tamoio natives. The Tamoio had been allied with the French since the settlement of France Antarctique, and despite the French loss in 1560, the Tamoio were still a threat. They launched two attacks in 1561 and 1564 (the latter event was assisting the French), and were nearly successful with each. By this time period, Manuel de Nóbrega, along with fellow Jesuit José de Anchieta , took part as members of attacks on

13833-564: The best known of which is The Reign of Relativity (1921), which dealt with the philosophical implications of the theory of relativity . Haldane published "The Pathway to Reality", based on the Gifford Lectures which he had delivered at the University of St Andrews . Some of his public addresses have also been published, including The future of democracy (1918). Haldane had health problems all his life. He suffered from bad rheumatism,

13992-518: The charges" and "being privately indignant". To the detriment of their relationship, Asquith gave no personal expression to Haldane. Jenkins describes the omission as "the most uncharacteristic fault of Asquith's whole career" attributing it to Asquith suffering the "indescribable blow" of the surprise announcement of the engagement of the woman he loved, Venetia Stanley , to one of his government ministers, Edwin Montagu . Following his departure from

14151-555: The coast each year for five years, discovered the islands of the Gulf of Guinea, including São Tomé and Príncipe , and found a thriving alluvial gold trade among the natives and visiting Arab and Berber traders at the port then named Mina (the mine), where he established a trading post. Trade between Elmina and Portugal grew throughout a decade. During the War of the Castilian Succession ,

14310-583: The coast of Africa and the Atlantic archipelagos in 1418–1419, using recent developments in navigation, cartography, and maritime technology such as the caravel , with the aim of finding a sea route to the source of the lucrative spice trade . In 1488, Bartolomeu Dias rounded the Cape of Good Hope , and in 1498 Vasco da Gama reached India. In 1500, either by an accidental landfall or by the crown's secret design, Pedro Álvares Cabral reached what would be Brazil . Over

14469-521: The coast to the Tordesillas limit, were decreed by João III on 28 September 1532. The plot of the lands formed as a hereditary captaincies (Capitanias Hereditárias) to grantees rich enough to support settlement, as had been done successfully in Madeira and Cape Verde islands. Each captain-major was to build settlements, grant allotments and administer justice, being responsible for developing and taking

14628-414: The coast. In 1443, Infante Dom Pedro , Henry's brother and by then regent of the Kingdom, granted him the monopoly of navigation, war and trade in the lands south of Cape Bojador. Later this monopoly would be enforced by the papal bulls Dum Diversas (1452) and Romanus Pontifex (1455), granting Portugal the trade monopoly for the newly discovered lands. A major advance that accelerated this project

14787-449: The colonization of Brazil, including São Vicente, and São Paulo , the latter which Nóbrega co-founded. Along with the Jesuit missions later came disease among the natives, among them plague and smallpox . Subsequently, the French would resettle in Portuguese territory at Guanabara Bay , which would be called France Antarctique . While a Portuguese ambassador was sent to Paris to report

14946-486: The contraction of Portuguese ambitions in Africa . Under António Salazar (in office 1932–1968), the Estado Novo dictatorship made some ill-fated attempts to cling on to its last remaining colonies. Under the ideology of pluricontinentalism , the regime renamed its colonies " overseas provinces " while retaining the system of forced labour , from which only a small indigenous élite was normally exempt. In August 1961,

15105-401: The costs of colonization, although not being the owner: he could transmit it to offspring, but not sell it. Twelve recipients came from Portuguese gentry who become prominent in Africa and India and senior officials of the court, such as João de Barros . Of the fifteen original captaincies, only two, Pernambuco and São Vicente, prospered. Both were dedicated to the crop of sugar cane , and

15264-545: The division of powers between the federal and provincial governments under the Canadian Constitution , particularly the interplay between sections 91 and 92 of the British North America Act 1867 . He gave the decision for the Judicial Committee in several of those cases, and showed a marked tendency to favour the provincial powers at the expense of the federal government. For instance, in the case of In re

15423-497: The early 16th century it stretched across the globe, with bases in Africa, North America, South America, and various regions of Asia and Oceania . The Portuguese Empire originated at the beginning of the Age of Discovery , and the power and influence of the Kingdom of Portugal would eventually expand across the globe. In the wake of the Reconquista , Portuguese sailors began exploring

15582-604: The east. That year the Portuguese also conquered Kannur , where they founded St. Angelo Fort , and Lourenço de Almeida arrived in Ceylon (modern Sri Lanka), where he discovered the source of cinnamon . Although Cankili I of Jaffna initially resisted contact with them, the Jaffna kingdom came to the attention of Portuguese officials soon after for their resistance to missionary activities as well as logistical reasons due to its proximity with Trincomalee harbour among other reasons. In

15741-467: The easy coinage of sentimental phraseology. Here, indeed, he was a match for those who distributed the chloroform of Berlin. Do we not remember, for instance, that Germany was his spiritual home? But he none the less prepared himself, and the Empire, to talk when the time came with his spiritual friends in language not in the least spiritual. He devised the Territorial Army, which was capable of becoming

15900-678: The easy nucleus of national conscription, and which unquestionably ought to have been used for that purpose at the outbreak of war. He created the Imperial General Staff. He founded the Officers' Training Corps. On Haldane's death The Times described him as "one of the most powerful, subtle and encyclopaedic intellects ever devoted to the public service of his country". The military historian Correlli Barnett claimed that Haldane had "all-round personal talents far exceeding those of his predecessors" as Secretary of State for War and that he

16059-580: The end of 1509, Albuquerque became viceroy of the East Indies with the capital at Velha Goa , after the Cape route was discovered by Vasco da Gama. In contrast to Almeida, Albuquerque was more concerned with strengthening the navy, as well as being more compliant with the interests of the kingdom. His first objective was to conquer Goa, due to its strategic location as a defensive fort positioned between Kerala and Gujarat, as well as its prominence for Arabian horse imports. The initial capture of Goa from

16218-904: The entrance of the Red Sea in 1506 and Muscat in 1507. Having failed to conquer Ormuz , they instead followed a strategy intended to close off commerce to and from the Indian Ocean. Madagascar was partly explored by Cunha, and Mauritius was discovered by Cunha whilst possibly being accompanied by Albuquerque. After the capture of Socotra, Cunha and Albuquerque operated separately. While Cunha traveled India and Portugal for trading purposes, Albuquerque went to India to take over as governor after Almeida's three-year term ended. Almeida refused to turn over power and soon placed Albuquerque under house arrest, where he remained until 1509. Although requested by Manuel I to further explore interests in Malacca and Sri Lanka, Almeida instead focused on western India, in particular

16377-567: The exodus of nearly all the Portuguese colonial settlers and of many mixed-race people from the colonies. Portugal returned Macau to China in 1999. The only overseas possessions to remain under Portuguese rule, the Azores and Madeira , both had overwhelmingly Portuguese populations, and Lisbon subsequently changed their constitutional status from " overseas provinces " to " autonomous regions ". The Community of Portuguese Speaking Countries (CPLP)

16536-404: The fact that Germans were "trained to obey". Hegel's aristocratic desire for law and order and defence of property against revolution had a mathematical symmetry. Hegel was a purist: his work attempted to keep science and philosophy apart. The rising tide of New Liberalism and moral realism was for Haldane, Hegel's philological precept to improve behaviour, using the empiricism of scientific data as

16695-506: The final stage of Portuguese colonialism after the independence of Brazil in the 1820s. By then, the colonial possessions had been reduced to forts and plantations along the African coastline (expanded inland during the Scramble for Africa in the late 19th century), Portuguese Timor , and enclaves in India ( Portuguese India ) and China ( Portuguese Macau ). The 1890 British Ultimatum led to

16854-486: The first colonial towns – among them São Vicente , in 1532. Sousa returned to Lisbon a year later to become governor of India and never returned to Brazil. The French attacks did cease to an extent after retaliation led to the Portuguese paying the French to stop attacking Portuguese ships throughout the Atlantic, but the attacks would continue to be a problem well into the 1560s. Upon de Sousa's arrival and success, fifteen latitudinal tracts, theoretically to span from

17013-481: The following decades, Portuguese sailors continued to explore the coasts and islands of East Asia, establishing forts and factories as they went. By 1571, a string of naval outposts connected Lisbon to Nagasaki along the coasts of Africa, the Middle East, and South Asia. This commercial network and the colonial trade had a substantial positive impact on Portuguese economic growth (1500–1800) when it accounted for about

17172-523: The former prime minister Arthur Balfour , Haldane's closest friend amongst the Conservatives, nor Asquith, the Liberal prime minister of the day and Haldane's closest political ally and friend for over 30 years, did anything to resist Bonar Law's demands. Roy Jenkins in his biography of Asquith describes the charges as "absolute nonsense" and Max Egremont describes Balfour as "knowing the injustice behind

17331-511: The fort. The two failed sieges of 1538 and 1546 put an end to Ottoman ambitions, confirming the Portuguese hegemony in the region, as well as gaining superiority over the Mughals. However, the Ottomans fought off attacks from the Portuguese in the Red Sea and in the Sinai Peninsula in 1541, and in the northern region of the Persian Gulf in 1546 and 1552. Each entity ultimately had to respect

17490-548: The government Haldane went to the front to meet his old friend General Haig, and his cousin, General Aylmer Haldane , but he was exhausted on being ejected from Cabinet. Having been awarded the Order of Merit in 1915, in the personal gift of George V, he wrote a Memorandum of Events, 1906–15 , to defend his reputation. It was published in April 1916. Haldane thought Lloyd George's new government, formed in December 1916, "very low class". Haldane told Lord Buckmaster at this time, "Asquith

17649-547: The government became more of an ouvidor general rather than the ouvidores . In 1580, King Philip II of Spain invaded Portugal after a crisis of succession brought about by King Sebastian of Portugal 's death during a disastrous Portuguese attack on Alcácer Quibir in Morocco in 1578. At the Cortes of Tomar in 1581, Philip was crowned Philip I of Portugal, uniting the two crowns and overseas empires under Spanish Habsburg rule in

17808-698: The government of the colony in order to "give help and assistance" to grantees. In 1548 he created the first General Government, sending in Tomé de Sousa as first governor and selecting a capital at the Bay of All Saints , making it at the Captaincy of Bahia . Tomé de Sousa built the capital of Brazil, Salvador , at the Bay of All Saints in 1549. Among de Sousa's 1000 man expedition were soldiers, workers, and six Jesuits led by Manuel da Nóbrega . The Jesuits would have an essential role in

17967-590: The influence from the Crown. In 1579, Ndongo ruler Ngola Kiluanje kia Ndamdi massacred Portuguese and Kongolese residents in the Ndongo capital Kabasa under the influence of Portuguese renegades. Both the Portuguese and Kongo fought against Ndongo, and off-and-on warfare between the Ndongo and Portugal would persist for decades. In east-Africa, the main agents acting on behalf of the Portuguese Crown, exploring and settling

18126-537: The joint Adal-Ottoman force retreated. The Portuguese also made direct contact with the Kongolose vassal state Ndongo and its ruler Ngola Kiljuane in 1520, after the latter requested missionaries. Kongolese king Afonso I interfered with the process with denunciations, and later sent a Kongo mission to Ndongo after the latter had arrested the Portuguese mission that came. The growing official and unofficial slave trading with Ndongo strained relations between Kongo and

18285-462: The land be settled, and two follow up voyages were sent in 1501 and 1503. The land was found to be abundant in pau-brasil , or brazilwood, from which it later inherited its name, but the failure to find gold or silver meant that for the time being Portuguese efforts were concentrated on India. In 1502, to enforce its trade monopoly over a wide area of the Indian Ocean , the Portuguese Empire created

18444-578: The leader of a revolution in our party". On 11 August 1902, Haldane was admitted to the Privy Council , following an announcement of the King's intention to make the appointment in the 1902 Coronation Honours list, published in June that year. The King used his influence and charm to cultivate allies, bringing cross-party groups like The Souls together in consensual amity. Balfour's administration leant on Haldane's philosophy for educational reforms. After

18603-504: The locals were impressed by firearms , that would be immediately made by the Japanese on a large scale. By 1570 the Portuguese bought part of a Japanese port where they founded a small part of the city of Nagasaki , and it became the major trading port in Japan in the triangular trade with China and Europe. Guarding its trade from both European and Asian competitors, Portugal dominated not only

18762-492: The men met) collapsed when Asquith agreed to serve as Chancellor of the Exchequer under Campbell-Bannerman. Haldane wrote, "One longs for Rosebery had he been coming in to his right place at the head of affairs, we could have gone anywhere with confidence. But it seems now as if this were not to be and we have to do the only thing we can do, which is to resolutely follow a plan of concerted action". On 13 December 1905, Haldane

18921-708: The most critical issue threatening British-German relations was the rapid build-up of the German Navy . Both sides emphasized national honor, especially as related to military power. Britain depended heavily on the superiority of the Royal Navy to defend the home islands and the entire British Empire . London decided that the rapid German naval expansion of the Tirpitz Plan had to be matched. Britain had to build at least three major warships for every two that Germany built. Furthermore, Berlin's reckless diplomacy, as exemplified in

19080-557: The north Atlantic coast of Canada, which accounts for the appearance of "Labrador" on topographical maps of the period. Subsequently, in 1500–1501 and 1502, the brothers Gaspar and Miguel Corte-Real explored what is today the Canadian province of Newfoundland and Labrador , and Greenland, claiming these lands for Portugal. In 1506, King Manuel I created taxes for the cod fisheries in Newfoundland waters. Around 1521, João Álvares Fagundes

19239-407: The peerage as Viscount Haldane in 1911, he was Lord Chancellor between 1912 and 1915, when he was forced to resign because of allegations of German sympathies. He later joined the Labour Party and once again served as Lord Chancellor in 1924 in the first Labour administration. Apart from his legal and political careers, Haldane was also an influential writer on philosophy, in recognition of which he

19398-506: The politics of the Kingdom of Mutapa , to the point of installing client kings upon its throne. In 1542, Jesuit missionary Francis Xavier arrived in Goa at the service of King John III of Portugal , in charge of an Apostolic Nunciature . At the same time Francisco Zeimoto, António Mota , and other traders arrived in Japan for the first time. According to Fernão Mendes Pinto , who claimed to be in this journey, they arrived at Tanegashima , where

19557-410: The rest into prison where they resided in squalid, sometimes fatal conditions. The Chinese then massacred Portuguese who resided at Ningbo and Fujian trading posts in 1545 and 1549, due to extensive and damaging raids by the Portuguese along the coast, which irritated the Chinese. Portuguese pirating was second to Japanese pirating by this period. However, they soon began to shield Chinese junks and

19716-560: The same year, Manuel I ordered Almeida to fortify the Portuguese fortresses in Kerala and within eastern Africa, as well as probe into the prospects of building forts in Sri Lanka and Malacca in response to growing hostilities with Muslims within those regions and threats from the Mamluk sultan. A Portuguese fleet under the command of Tristão da Cunha and Afonso de Albuquerque conquered Socotra at

19875-461: The settlers managed to maintain alliances with Native Americans . The rise of the sugar industry came about because the Crown took the easiest sources of profit (brazilwood, spices, etc.), leaving settlers to come up with new revenue sources. The establishment of the sugar cane industry demanded intensive labor that would be met with Native American and, later, African slaves. Deeming the capitanias system ineffective, João III decided to centralize

20034-466: The signing of the Treaty of Ayllón in 1411. Free from threats to its existence and unchallenged by the wars fought by other European states, Portuguese attention turned overseas and towards a military expedition to the Muslim lands of North Africa. There were several probable motives for their first attack, on the Marinid Sultanate (in present-day Morocco). It offered the opportunity to continue

20193-472: The slave and gold trades. Portugal enjoyed a virtual monopoly on the African seaborne slave trade for over a century, importing around 800 slaves annually. Most were brought to the Portuguese capital Lisbon, where it is estimated black Africans came to constitute 10 percent of the population. Christopher Columbus 's 1492 discovery for Spain of the New World , which he believed to be Asia, led to disputes between

20352-472: The sphere of influence of the other, albeit unofficially. After a series of prolonged contacts with Ethiopia, the Portuguese embassy made contact with the Ethiopian (Abyssinian) Kingdom led by Rodrigo de Lima in 1520. This coincided with the Portuguese search for Prester John, as they soon associated the kingdom as his land. The fear of Turkish advances within the Portuguese and Ethiopian sectors also played

20511-484: The territory of what would become Mozambique were the prazeiros , to whom vast estates around the Zambezi River were leased by the King as a reward for their services. Commanding vast armies of chikunda warrior-slaves, these men acted as feudal-like lords, either levying tax from local chieftains, defending them and their estates from marauding tribes, participating in the ivory or slave trade, and becoming involved in

20670-526: The third item—it very seriously wanted British neutrality in a possible war. The German Navy under Admiral Alfred von Tirpitz had mobilized elite and popular opinion behind a new expansion of the Navy, and had just won the Kaiser's approval for its Novelle, despite the argument by the civilian government under Chancellor Theobald von Bethmann Hollweg that considered it too expensive. Germany's civilian government, however, did not control military affairs. Upon reading

20829-607: The trade between Asia and Europe, but also much of the trade between different regions of Asia and Africa, such as India, Indonesia, China, and Japan. Jesuit missionaries, followed the Portuguese to spread Catholicism to Asia and Africa with mixed success. Based on the Treaty of Tordesillas , the Portuguese Crown, under the kings Manuel I, John III and Sebastian, also claimed territorial rights in North America (reached by John Cabot in 1497 and 1498). To that end, in 1499 and 1500, João Fernandes Lavrador explored Greenland and

20988-473: The two cultures, difficulties began to arise shortly afterwards, including misunderstanding, bigotry, and even hostility. The Portuguese explorer Simão de Andrade incited poor relations with China due to his pirate activities, raiding Chinese shipping, attacking a Chinese official, and kidnappings of Chinese. He based himself at Tamao island in a fort. The Chinese claimed that Simão kidnapped Chinese boys and girls to be molested and cannibalized. The Chinese sent

After studying law in London, he was called to the bar by Lincoln's Inn , in 1879, and became

21306-493: The view that had existed since Ptolemy that the Indian Ocean was land-locked . Simultaneously Pêro da Covilhã , traveling secretly overland, had reached Ethiopia , suggesting that a sea route to the Indies would soon be forthcoming. As the Portuguese explored the coastlines of Africa, they left behind a series of padrões , stone crosses engraved with the Portuguese coat of arms marking their claims, and built forts and trading posts. From these bases, they engaged profitably in

21465-501: The worst. (Actually there was no formal alliance, but the British government now felt responsible for the defence of France.) The Tirpitz Plan was taking half the defence budget, and even so Britain maintained a dominance in naval power. The Germany army was the basis of its wartime strength, and pro-army advocates finally began to mobilize and demand a bigger budget. However, Germany had a smaller revenue-generating potential than Britain, in terms of tax-base and borrowing ability. Furthermore

21624-424: Was "a man of first-class intellect and wide education". Walter Reid believed Haldane to be the greatest of the Secretaries for War. He also served as second Chancellor of the University of Bristol where he made an important address titled "The Civic University" outlining his educational philosophy in 1911. At the end of his life Lord Haldane

21942-410: Was a close friend of both Britain's King Edward VII and Albert Ballin , head of the Hamburg-America Line , the world's largest steamship company. Ballin was a personal friend of the Kaiser . A memorandum was prepared by Sir Edward Grey, Winston Churchill, and Lloyd George for the British Cabinet. Cassel brought the document to Berlin on January 29, 1912, where it immediately came to the attention of

22101-491: Was a lawyer and philosopher and an influential British Liberal and later Labour politician. He was Secretary of State for War between 1905 and 1912 during which time the " Haldane Reforms " of the British Army were implemented. As an intellectual he was fascinated with German thought. That led to his role in seeking detente with Germany in 1912 in the Haldane Mission . The mission was a failure and tensions with Berlin forced London to work more closely with Paris. Raised to

22260-427: Was a military success, and marked one of the first steps in Portuguese expansion beyond the Iberian Peninsula, but it proved costly to defend against the Muslim forces that soon besieged it. The Portuguese were unable to use it as a base for further expansion into the hinterland, and the trans-Saharan caravans merely shifted their routes to bypass Ceuta and/or used alternative Muslim ports. Although Ceuta proved to be

22419-468: Was also instrumental in the creation the Advisory Committee for Aeronautics in 1909, which provided the fledgling aircraft industry in the United Kingdom with a sound body of science on which to base the development of aircraft for the next seventy years (it was disbanded in 1979). Throughout his long career and association with the modernisers or 'Limps' Haldane used his considerable intellect to great advantage against economy. A radical liberal, Haldane

22578-428: Was also, according to historian Martin Pugh , one of the "best supporters" of David Lloyd George 's " People's Budget ." During the constitutional and budget crisis of 1909–11, Haldane advised his friend and Prime Minister, Asquith on the legal niceties of his stance towards the monarch, who was outraged at the firebrand speeches from Churchill and Lloyd George. Stumbling from illness to illness, Haldane's own bad health

22737-429: Was appointed Secretary of State for War , but he may have been offered the jobs of Attorney-General and Home Secretary. (Grey became Foreign Secretary). Unity in the Liberals helped them obtain the largest electoral majority in the party's history in the 1906 general election . As early as January 1906 Haldane was persuaded by fellow Liberal Imperialist Edward Grey to begin planning for a Continental war in support of

22896-418: Was composed of the overseas colonies , factories , and later overseas territories , governed by the Kingdom of Portugal , and later the Republic of Portugal .
