Zapadnaya Dvina ( Russian : За́падная Двина́ ) is a town and the administrative center of Zapadnodvinsky District in Tver Oblast , Russia , located on the right bank of the Daugava River , 321 kilometers (199 mi) southwest of Tver , the administrative center of the oblast . Population: 9,378 ( 2010 Census ) ; 10,212 ( 2002 Census ) ; 11,556 ( 1989 Soviet census ) .
