The Paris Peace Treaties ( French : Traités de Paris ) were signed on 10 February 1947 following the end of World War II in 1945. The Paris Peace Conference lasted from 29 July until 15 October 1946. The victorious wartime Allied powers (principally the United Kingdom , Soviet Union , United States , and France ) negotiated the details of peace treaties with those former Axis allies , namely Italy , Romania , Hungary , Bulgaria , and Finland , which had switched sides and declared war on Germany during the war. They were allowed to fully resume their responsibilities as sovereign states in international affairs and to qualify for membership in the United Nations . Nevertheless, the Paris Peace Treaties avoided taking into consideration the consequences of the Molotov–Ribbentrop Pact , officially known as the Treaty of Non-Aggression between Germany and the Union of Soviet Socialist Republics , whose secret clauses included the division of Poland between Nazi Germany and the Soviet Union , the occupation of the Baltic States , and the annexation of parts of Finland and Romania . The Molotov–Ribbentrop Pact changed the borders agreed after the Paris Peace Conference (1919–1920) , and was signed on August 23, 1939. One week later, World War II started with Nazi Germany's invasion of Poland , followed three weeks later by the Soviet invasion of Poland , which was completely erased from the map. In the following years, Nazi Germany and the Soviet Union changed the borders established by the peace treaties at the end of World War I .

The Soviet Union's accessions of Finnish territory was based on the Moscow Armistice signed in Moscow on 19 September 1944 and resulted in an extension of the accessions in the Moscow Peace Treaty that ended the Winter War. Hungary

456-580: A closer relationship with France and Britain. In 1939, half a year after the Munich Agreement , the USSR attempted to form an anti-Nazi alliance with France and Britain. Adolf Hitler proposed a better deal, which would give the USSR control over much of Eastern Europe through the Molotov–Ribbentrop Pact . In September, Germany invaded Poland, and the USSR also invaded later that month, resulting in

570-572: A condition to remove occupying troops or under the threat of re-occupation. The legal basis for war reparations in modern international law is Article 3 of the Hague Convention of 1907 . 798-592: A new profitable market. In the late 1920s and early 1930s, Stalin ordered Marxist-Leninist parties across the world to strongly oppose non-Marxist political parties, labour unions or other organizations on the left, which they labelled social fascists . In the usage of the Soviet Union, and of the Comintern and its affiliated parties in this period, the epithet fascist was used to describe capitalist society in general and virtually any anti-Soviet or anti-Stalinist activity or opinion. Stalin reversed himself in 1934 with

1026-469: A union of equals, in practice the Soviet Union was dominated by Russians . The domination was so absolute that for most of its existence, the country was commonly (but incorrectly) referred to as 'Russia'. The Russian SFSR

2622-518: The Moscow State Institute of International Relations . The Marxist-Leninist leadership of the Soviet Union intensely debated foreign policy issues and changed directions several times. Even after Stalin assumed dictatorial control in the late 1920s, there were debates, and he frequently changed positions. The Soviet Union later signed legally-binding human rights documents, such as the International Covenant on Civil and Political Rights in 1973 (and the 1966 International Covenant on Economic, Social and Cultural Rights ), but they were neither widely known or accessible to people living under Communist rule, nor were they taken seriously by

3534-776: The Winter War of 1939–1940), except for the former province of Petsamo , which was ceded to the Soviet Union . In Finland, the reparations and the dictated border adjustment were perceived as a major injustice and a betrayal by the Western powers , after the sympathy Finland had received from the West during the Soviet-initiated Winter War. However, this sympathy had been eroded by Finland's collaboration with Nazi Germany between 1941 and 1944 . During this time, Finland not only recaptured territory it had lost in 1940 , but continued its offensive deeper into Soviet lands, occupying

The Soviet state was considered as the source of human rights. Therefore, the Soviet legal system considered law an arm of politics and it also considered courts agencies of

3876-509: The "intellectual reparations" (referring to German scientists) taken by the Allies amounted to close to $ 10 billion. German reparations were partly to be in the form of forced labor .
