The term tribe is used in many different contexts to refer to a category of human social group . The predominant worldwide usage of the term in English is in the discipline of anthropology . Its definition is contested, in part due to conflicting theoretical understandings of social and kinship structures, and also reflecting the problematic application of this concept to extremely diverse human societies. The concept is often contrasted by anthropologists with other social and kinship groups, being hierarchically larger than a lineage or clan , but smaller than a chiefdom , ethnicity , nation or state . These terms are similarly disputed. In some cases tribes have legal recognition and some degree of political autonomy from national or federal government, but this legalistic usage of the term may conflict with anthropological definitions.

630-426: A city-state, such a unit as Jericho might have become in its later stages … tribalism can be viewed as reaction to the formation of complex political structure rather than a necessary preliminary stage in its evolution. The term "tribe" was in common use in the field of anthropology until the late 1950s and 1960s. The continued use of the term has attracted controversy among anthropologists and other academics active in

735-491: A critical factor in their success. Subsequently, the range of natural resources that any one protected area may guard is vast. Many will be allocated primarily for species conservation whether it be flora or fauna or the relationship between them, but protected areas are similarly important for conserving sites of (indigenous) cultural importance and considerable reserves of natural resources such as; Annual updates on each of these analyses are made in order to make comparisons to

840-463: A direct representation of Latin plural tribūs ). Modern English tribe may also be a result of a common pattern wherein English borrows nouns directly from Latin and drops suffixes, including -us . PADDD is a historical and contemporary phenomenon. 78% of PADDD events worldwide were enacted since 2000 and governments in at least 14 countries are currently considering at least 46 PADDD proposals. Proximate causes of PADDD vary widely but most PADDD events globally (62%) are related to industrial scale resource extraction and development – infrastructure, industrial agriculture, mining, oil and gas, forestry, fisheries, and industrialization. PADDD challenges

1890-520: A source of aesthetic and cultural value for tourism and heritage. Such services are often overlooked by humanity, due to the ecosystem from which they originate being far from urbanized areas. The contamination of ecosystem services within a designated area ultimately degrades their use for society. For example, the protection of a water body inherently protects that water body's microorganisms and their ability to adequately filter pollutants and pathogens, ultimately protecting water quality itself. Therefore,

It creates a precautionary approach to the loss or alteration of buildings and/or trees, thus it has some of

3780-546: Is usually the main reason for constructing protected areas, the protection of biodiversity also protects the ecosystem services society enjoys. Some ecosystem services include those that provide and regulate resources, support natural processes, or represent culture. Provisioning services provide resources to humanity, such as fuel and water, while regulating services include carbon sequestration , climate regulation, and protection against disease. Supporting ecosystem services include nutrient cycling , while cultural services are

Clyde Mitchell wrote: Despite the membership boundaries for a tribe being conceptually simple, in reality they are often vague and subject to change over time. In his 1975 study, The Notion of the Tribe , Fried provided numerous examples of tribes that encompassed members who spoke different languages and practiced different rituals, or who shared languages and rituals with members of other tribes. Similarly, he provided examples of tribes in which people followed different political leaders, or followed

4830-458: The 'Adibasi' -- a translation into Hindi of 'aboriginal'. His arguments proved persuasive. Initially, protected areas were recognised on a national scale, differing from country to country until 1933, when an effort to reach an international consensus on

6720-534: The convention of European hunting reserves. Over 2000 years ago, royal decrees in India protected certain areas. In Europe, rich and powerful people protected hunting grounds for a thousand years. Moreover, the idea of protection of special places is universal: for example, it occurs among the communities in the Pacific ("tapu" areas) and in parts of Africa (sacred groves). The oldest legally protected reserve recorded in history

6825-458: The development of pre-state tribes. Current research suggests that tribal structures constituted one type of adaptation to situations providing plentiful yet unpredictable resources. Such structures proved flexible enough to coordinate production and distribution of food in times of scarcity, without limiting or constraining people during times of surplus. Anthropologist Morton Fried argued in 1967 that bands organized into tribes in order to resist

The definition that has been widely accepted across regional and global frameworks has been provided by the International Union for Conservation of Nature (IUCN) in its categorisation guidelines for protected areas. The definition is as follows: A clearly defined geographical space, recognized, dedicated and managed, through legal or other effective means, to achieve

7455-950: The headwaters of the TenAr, the third village going up the valley, is a hamlet of just 20 houses of Pulaiyar people (pop: m-22, f-18), on the north side and above the Kumbaar stream. They practice some shifting cultivation on their south facing slope. There is a steep cliff trail from here which leads east to Kumboor village at the end of the road from Kodaikanal. There are 24 Muduvan and Paliyan families living there. They were said to have migrated from Manjampatti 200 years ago because of their fear of herds of wild elephants. They originally lived in caves. They eat wild roots, maize, fruits from wild plants, honey and bamboo rice. Their limited income comes from selling bamboo products and lemon grass oil, which they spend to buy rice from other villages. These people are nature worshippers. They do not worship regularly or have

7560-446: The highest levels of mammal biodiversity. This is made possible by the restriction of commercial activity and regulation of consumptive uses (firewood, timber, etc.). The regulation of such practices has allowed Bhutan's protected areas to thrive with high carnivore diversity and other rare mammals such as Chinese pangolin , Indian pangolin , mountain weasel ( Mustela altaica ) , small-toothed ferret badger , Asian small clawed otter ,

7665-501: The idea of protected areas spread around the world in the twentieth century, the driving force was different in different regions. Thus, in North America, protected areas were about safeguarding dramatic and sublime scenery; in Africa, the concern was with game parks; in Europe, landscape protection was more common. The designation of protected areas often also contained a political statement. In

7770-537: The implementation of protected areas is vital to maintaining the quality and consistency of ecosystem services, ultimately allowing human society to function without the interference of human infrastructure or policies. Through its World Commission on Protected Areas (WCPA), the IUCN has developed six Protected Area Management Categories that define protected areas according to their management objectives, which are internationally recognised by various national governments and

7875-453: The importance of recognizing the rights of indigenous peoples and local communities, sharing the costs and benefits of protected areas and actively involving them in their governance and management. This has led to the recognition of four main types of governance, defined on the basis of who holds authority, responsibility, and who can be held accountable for the key decisions for protected areas. Indeed, governance of protected areas has emerged

7980-585: The infrastructure and networking needed to substitute consumable resources and substantively protect the area from development or misuse. The soliciting of protected areas may require regulation to the level of meeting demands for food, feed, livestock and fuel, and the legal enforcement of not only the protected area itself but also 'buffer zones' surrounding it, which may help to resist destabilisation. Protected area downgrading, downsizing, and degazettement (PADDD) Protected area downgrading, downsizing, and degazettement (PADDD) events are processes that change

8085-713: The initial goal of protected areas, though many illegal activities are often overlooked. There is increasing pressure to take proper account of human needs when setting up protected areas and these sometimes have to be "traded off" against conservation needs. Whereas in the past governments often made decisions about protected areas and informed local people afterwards, today the emphasis is shifting towards greater discussions with stakeholders and joint decisions about how such lands should be set aside and managed. Such negotiations are never easy but usually produce stronger and longer-lasting results for both conservation and people. In some countries, protected areas can be assigned without

8190-528: The legal status of national parks and other protected areas in both terrestrial and marine environments. Downgrading is a decrease in legal restrictions on human activities within a protected area, downsizing is a decrease in protected area size through a legal boundary change, and degazettement is the loss of legal protection for an entire protected area. Collectively, PADDD represents legal processes that temper regulations, shrink boundaries, or eliminate legal protections originally associated with establishment of

8295-461: The legislative and policy characteristics of listed buildings and tree preservation orders . The concept was introduced in 1967, and by 2017 almost 9,800 had been designated in England. Tribe In the United States, Native American tribes are legally considered to have "domestic dependent nation" status within the territorial United States, with a government-to-government relationship with

8400-686: The long-term conservation of nature with associated ecosystem services and cultural values. Protected Areas alleviate climate change effects in a variety of ways: The objective of protected areas is to conserve biodiversity and to provide a way for measuring the progress of such conservation. Protected areas will usually encompass several other zones that have been deemed important for particular conservation uses, such as Important Bird Areas (IBA) and Endemic Bird Areas (EBA), Centres of Plant Diversity (CPD), Indigenous and Community Conserved Areas (ICCA), Alliance for Zero Extinction Sites (AZE) and Key Biodiversity Areas (KBA) among others. Likewise,

8505-430: The longstanding assumption that protected areas are permanent fixtures and highlights the need for decision-makers to consider protected area characteristics and the socioeconomic context in which they are situated to better ensure their permanence. A main goal of protected areas is to prevent loss of biodiversity . However, their effectiveness is limited by their small size and isolation from each other (which influence

8610-424: The maintenance of species), their restricted role in preventing climate change , invasive species , and pollution, their high costs, and their increasing conflict with human demands for nature's resources. In addition, the type of habitat, species composition, legal issues and governance, play important roles. One major problem is that only 18% of the area covered by protected areas have been assessed, hence

8715-479: The many unpredicatable elements in ecology issues, each protected area requires a case-specific set of guidelines. Enforcing protected area boundaries is a costly and labour-heavy endeavour, particularly if the allocation of a new protected region places new restrictions on the use of resources by the native people which may lead to their subsequent displacement. This has troubled relationships between conservationists and rural communities in many protected regions and

8820-1280: The modern state system. Tribes have lost their legitimacy to conduct traditional functions, such as tithing , delivering justice and defending territory, with these being replaced by states functions and institutions, such as taxation, law courts and the military. Most have suffered decline and loss of cultural identity. Some have adapted to the new political context and transformed their culture and practices in order to survive, whilst others have secured legal rights and protections. Fried proposed that most surviving tribes do not have their origin in pre-state tribes, but rather in pre-state bands. Such "secondary" tribes, he suggested, developed as modern products of state expansion. Bands comprise small, mobile, and fluid social formations with weak leadership . They do not generate surpluses, pay no taxes, and support no standing army. Fried argued that secondary tribes develop in one of two ways. First, states could set them up as means to extend administrative and economic influence in their hinterland, where direct political control costs too much. States would encourage (or require) people on their frontiers to form more clearly bounded and centralized polities, because such polities could begin producing surpluses and taxes, and would have

8925-474: The nature, structure and practices of tribes. Writing on the Kurdish peoples, anthropologist Martin van Bruinessen argued, "the terms of standard anthropological usage, 'tribe', 'clan' and 'lineage' appear to be a straitjacket that ill fits the social reality of Kurdistan". There are further negative connotations of the term "tribe" that have reduced its use. Writing in 2013, scholar Matthew Ortoleva noted that "like

9030-682: The networks that hold regular revisions for the succinct categorisations that have been developed to regulate and record protected areas. In 1972, the Stockholm Declaration of the United Nations Conference on the Human Environment endorsed the protection of representative examples of all major ecosystem types as a fundamental requirement of national conservation programmes. This has become a core principle of conservation biology and has remained so in recent resolutions – including

9135-552: The people have decided to not elect a representative. They do rely on the Forest Department for many kinds of assistance and advice. When the British created the Amaravathi Reserved Forest they allocated 200 acres (81 ha) to the village for cultivation. This was divided up among families by stone boundary markers, which still exist, but land titles were not given. Thalinji people cultivate rice (monsoon crop) and butter beans and no other vegetables or crops. They keep

9240-520: The plains, and women go to work in the Manjampatti fields. Thalinji has no store or tea shop. The people do not integrate well in the modern society and economy, though they have accepted Photovoltaic powered home lighting devices from the District collector . Manjampatti village at 730 metres (2,400 ft), near the middle of the valley has 59 households with 191 persons (95 males and 96 females) dispersed among its many agricultural fields located inside

9345-540: The plains. Manjampatti was given land for cultivation when the Reserved Forest was created and the families have kept their respective fields marked with the original stone boundaries. Villagers earlier practiced shifting cultivation , growing millets such as raagi , thinai and kambu . Later the Forest Department forbade shifting cultivation and restricted cultivation to the allotted lands. The crops now are rice in rainy season and butter beans otherwise, though with

9450-416: The same leaders as members of other tribes. He concluded that tribes in general are characterized by fluid boundaries, heterogeneity and dynamism, and are not parochial. Part of the difficulty with the term is that it seeks to construct and apply a common conceptual framework across diverse cultures and peoples. Different anthropologists studying different peoples therefore draw conflicting conclusions about

9555-787: The standards and terminology of protected areas took place at the International Conference for the Protection of Fauna and Flora in London. At the 1962 First World Conference on National Parks in Seattle the effect the Industrial Revolution had had on the world's natural environment was acknowledged, and the need to preserve it for future generations was established. Since then, it has been an international commitment on behalf of both governments and non-government organisations to maintain

9660-653: The term ' other effective area-based conservation measures ' was defined as "a geographically defined area other than a Protected Area, which is governed and managed in ways that achieve positive and sustained long-term outcomes for the in situ conservation of biodiversity, with associated ecosystem functions and services and where applicable, cultural, spiritual, socio-economic, and other locally relevant values." Other effective area-based conservation measures complement protected areas across landscapes, seascapes, and river basins. Protected areas and other effective area-based conservation measures are referenced together in Target 3 of

9765-506: The tiger, dhole ( Cuon alpinus ), Binturong , clouded leopard and Tibetan fox ( Vulpes ferrilata ) . Also found to be prevalent were the large herbivore species: Asiatic water buffalo Bubalus arnee , golden langur , musk deer , and Asian elephant . The maintenance of these charismatic megafauna and other threatened species can be attributed to the intensity of Bhutan's management of its protected areas and its local communities' commitment to preserving them. The National Heritage List

9870-459: The upper Palanis, indicate that there has been continuous interaction from prehistoric times to the present between plains people and the ethnic groups in these hills. Some groups relying on hunting and gathering partially retained their pre-civilizational lifestyle up to the last century. The earliest known residents of the area are the Palaiyar (meaning "old ones", incorrectly translated as Paliyan),

9975-659: The valley watershed but outside the National Park boundaries: Mannavanur pop. 5,927, Kumbur pop. 500, and Kilanavayal 124 families. Thalinji village at 533 metres (1,749 ft), near the bottom of the valley above the banks of the Ten Ar River, has about 150 houses (pop: m-168, f-155). Most of the people are Pulaiyar caste, early cultivators, but there are some Malaimarasar tribal people, who do agriculture and coolie work. This place had some importance in medieval times, as there are mounds with 15th century ruins of

10080-950: The valley, the Ten Ar is joined by the Varavandi Odai stream flowing from a smaller adjacent valley to the east and soon joins the Amaravati River .8 km (0.50 mi) down stream to the west. The Amaravati River then flows north to the Amaravathi Reservoir and Dam and then to the Cauvery River . The Kudiraiyar River basin, including Kukkal village, is just over the northeast ridge of the valley below Vellari Malai. Manjampatti Valley currently supports stable breeding populations of several large mammal species including apex predators critical to healthy populations of smaller animals. In colonial times Indian tigers (Tamil: puli or புலி ) were common in this area and as recently as

10185-527: The valley. This is an average population density of 3.65 persons/km, 40% higher than the 2.6 persons/km living in all 36 tribal settlements in the entire 1769 km IGWS&NP. Their peaceful ancient culture in this area is increasingly fragmented as they assimilate modern Tamil customs and values.,. The villages have no link roads, no electricity (some solar lamps have been installed recently), no running water, no government school, no medical facilities and no shops. In addition there are three villages within

10290-499: The valley. Earlier the area was well known for Manjampatti white bison . This possible sub-species has recently been seen and photographed here by Forest Department staff. Wild boar (Tamil: kaattu panri ) live all over the Palani Hills (Tamil: பழனி ) and in Manjampatti Valley, where one can frequently see holes in the ground where they have dug for edible roots. The valley has the large mountain squirrel (Tamil: malai-anil ) and

10395-480: The village lands. There are also a few houses of other plains jaathis such as Chakkliyar (originally leather-workers). Because of these jaathis, Manjampatti village has some features of plains Tamil villages such as eating of newer types of vegetables and having tea shops. Manjampatti comes under the Mannavanur Panchayat and sends its Ward Member up to the monthly meetings. The people receive no benefit from

10500-774: The villages is prohibited. A permit is required for serious researchers to work inside the valley. There is a well laid-out park nearby at the Amaravathi Dam where one may climb steep steps on the dam to have a picturesque view north of the plains below and south to the Anaimalai Hills , Manjampatti Valley and Palni Hills above. This place is being developed as a District Excursion Centre for tourism. The park and adjacent crocodile farm are open every day from 9.00 A.M. to 6.00 P.M. Entry fees are 0.50 paise per adult and 0.25 paise per child (below 12 years). Travel by road From Coimbatore – via Pollachi and Udumalpet to Amaravathynagar

10605-422: The violence and exploitation of early kingdoms and states. He wrote: In fact, there is no absolute necessity for a tribal stage as defined by Sahlins and Service, no necessity, that is, for such a stage to appear in the transit from a single settlement with embedded political organization, to a complex-state structured polity. Such a developmental process could have gone on within a unit that we may conceptualize as

10710-518: The western slopes of Mount Lebanon’s mountain range and has passed laws to protect environmental sites at the national level, including nature reserves, forests, and Hima (local community-based conservation), with some of these sites having acquired one or more international designations: There are three biosphere reserves in Lebanon that have been designated by the UNESCO : O Parks, Wildlife, and Recreation

10815-405: The witch doctor's said the patient would die, food and medicines were withdrawn and the patient kept in a small hut away other until he or she died. In 2005, more than 50% of the children here suffered from severe chronic malnutrition. Since 1995, a registered Christian charity "Tribal Education and Medicare Vision" (Team Vision) has assisted the villagers to get identity cards and ration cards from

10920-415: The word Indian , [t]ribe is a word that has connotations of colonialism." Survival International says "It is important to make the distinction between tribal and indigenous because tribal peoples have a special status acknowledged in international law as well as problems in addition to those faced by the wider category of indigenous peoples." Few tribes today remain isolated from the development of

11025-520: The world's land surface area (excluding Antarctica). For waters under national jurisdiction beyond inland waters, there are 14,688 Marine Protected Areas (MPAs), covering approximately 10.2% of coastal and marine areas and 4.12% of global ocean areas. In contrast, only 0.25% of the world's oceans beyond national jurisdiction are covered by MPAs. In recent years, the 30 by 30 initiative has targeted to protect 30% of ocean territory and 30% of land territory worldwide by 2030; this has been adopted by
