Environmental Technology Verification (ETV) consists of the verification of the performance of environmental technologies through testing using established protocols or specific requirements. This process is carried out by qualified third parties, and several ETV programs are being run worldwide. These programs are organized through government initiatives, with the United States of America and Canada being among the pioneers. Other programs are being run in South Korea, Japan, Bangladesh, Denmark, France, Europe, the Philippines, and China. However, it is worth noting that each program has its own definitions, structure and procedures, and programs are not always compatible with one another. In 2007, an ETV International Working Group was formed to work on the convergence of the different programs towards mutual recognition. The group's motto was Verified once, verified everywhere . The group's work led to a request for drafting an ETV ISO standard, resulting in establishing an ISO working group under Technical Committee 207 (Environmental Management), Sub-committee 4, Working Group 5 - Environmental Technology Verification (ISO/TC 207/SC 4/WG 5). The ISO standard will have the number ISO/NP 14034 once completed.
111-644: The Environmental Technology Verification (ETV) Program of the Environmental Protection Agency (EPA) in the United States develops testing protocols and verifies the performance of innovative environmental technologies that can address problems that threaten human health or the natural environment . ETV was created to accelerate the entrance of new environmental technologies into the domestic and international marketplace by providing objective technology information on commercial-ready technologies. ETV
222-596: A Colorado mine, and accidentally released over three million gallons of waste water into Cement Creek and the Animas River . In 2015, the International Agency for Research on Cancer (IARC), a branch of the World Health Organization , cited research linking glyphosate , an ingredient of the weed killer Roundup manufactured by the chemical company Monsanto , to non-Hodgkin's lymphoma . In March 2017,
333-529: A declaratory judgment action in the United States District Court for the Northern District of California on January 20, 2006, seeking a judicial determination that Internet Archive did not violate Shell's copyright . 444-548: A pornographic actor named Daniel Davydiuk tried to remove archived images of himself from the Wayback Machine's archive, first by sending multiple DMCA requests to the archive, and then by appealing to the Federal Court of Canada . The images were removed from the website in 2017. In 2018, archives of stalkerware application FlexiSpy's website were removed from the Wayback Machine. The company claimed to have contacted
555-570: A 15-year cut of 32%, or 789 million metric tons of carbon dioxide. In 2019 it was voided and replaced by the Affordable Clean Energy rule under the Trump administration, and in 2022 its constitutionality was ruled out by the Supreme Court. In August 2015, the 2015 Gold King Mine waste water spill occurred when EPA contractors examined the level of pollutants such as lead and arsenic in
666-414: A calendar layout with circles whose width visualizes the number of crawls each day, but no marking of duplicates with asterisks or an advanced search page. A top toolbar was added to facilitate navigating between captures. A bar chart visualizes the frequency of captures per month over the years. Features like "Changes", "Summary", and a graphical site map were added subsequently. In March that year, it
777-489: A cooperative agreement: A component of ETV which was added in 2005 to address priority environmental technology categories for meeting the USEPA needs for credible performance information. Priority is given to technologies that can address high-risk environmental problems. ETV has verified over 400 technologies and developed more than 90 protocols. A survey of participating vendors completed in 2001 showed overwhelming support for
888-413: A decrease in visible smoke (opacity) emissions. The ETV verification program (and other verification pathways) publish the verification reports, technology options charts, and technical summaries, once testing has been completed. The ETV testing facility will issue press releases on behalf of the technology vendor, upon completion of testing. The ETV verification program reports all outcomes, and leaves
999-495: A dramatic move to the right, President Ronald Reagan in 1981 appointed Anne Gorsuch as EPA administrator. Gorsuch based her administration of EPA on the New Federalism approach of downsizing federal agencies by delegating their functions and services to the individual states. She believed that EPA was over-regulating business and that the agency was too large and not cost-effective. During her 22 months as agency head, she cut
1110-477: A given Web page was accessible to the public. These dates are used to determine if a Web page is available as prior art for instance in examining a patent application. There are technical limitations to archiving a website, and as a consequence, opposing parties in litigation can misuse the results provided by website archives. This problem can be exacerbated by the practice of submitting screenshots of web pages in complaints, answers, or expert witness reports when
1221-592: A joint House–Senate colloquium was convened by the chairmen of the Senate Committee on Interior and Insular Affairs, Senator Henry M. Jackson , and the House Committee on Science and Astronautics, Representative George P. Miller , to discuss the need for and means of implementing a national environmental policy. Congress enacted the National Environmental Policy Act of 1969 (NEPA) and the law

#17331063770561332-535: A judge for the United States District Court for the District of Colorado dismissed all counterclaims except breach of contract . The Internet Archive did not move to dismiss the copyright infringement claims that Shell asserted arose out of its copying activities, which would also go forward. On April 25, 2007, Internet Archive and Suzanne Shell jointly announced the settlement of their lawsuit. The Internet Archive said it "...has no interest in including materials in
1443-587: A national outcry and criminal charges against major steel companies. The US Justice Department in late 1970 began pollution control litigation in cooperation with the new EPA. Congress enacted the Federal Water Pollution Control Act Amendments of 1972, better known as the Clean Water Act (CWA). The CWA established a national framework for addressing water quality, including mandatory pollution control standards, to be implemented by
1554-420: A new data centre in a Sun Modular Datacenter on Sun Microsystems ' California campus. As of 2009 , the Wayback Machine contained approximately three petabytes of data and was growing at a rate of 100 terabytes each month. A new, improved version of the Wayback Machine, with an updated interface and a fresher index of archived content, was made available for public testing in 2011, where captures appear in
1665-494: A predetermined number of hyperlinks based on a preset depth limit, so it cannot archive every hyperlink on every page. In a 2009 case, Netbula, LLC v. Chordiant Software Inc. , defendant Chordiant filed a motion to compel Netbula to disable the robots.txt file on its website that was causing the Wayback Machine to retroactively remove access to previous versions of pages it had archived from Netbula's site, pages that Chordiant believed would support its case. Netbula objected to
1776-503: A public record, making it controversial and difficult to rescind. So they did not open it; rather, they called Johnson and asked him to take back the draft. Johnson rescinded the draft; in July 2008, he issued a new version which did not state that global warming was danger to public welfare. Burnett resigned in protest. In April 2008, the Union of Concerned Scientists said that more than half of
1887-577: A second term. As a condition for accepting his appointment, Ruckleshaus obtained autonomy from the White House in appointing his senior management team. He then appointed experienced competent professionals to the top management positions, and worked to restore public confidence in the agency. Lee M. Thomas succeeded Ruckelshaus as administrator in 1985. In 1986 Congress passed the Emergency Planning and Community Right-to-Know Act , which authorized
1998-731: A senior official at the Environmental Protection Agency had worked to quash a review of Roundup's main ingredient, glyphosate, that was to have been conducted by the United States Department of Health and Human Services ." The records show that Monsanto was able to prepare "a public relations assault" on the finding after they were alerted to the determination by Jess Rowland , the head of the EPA's cancer assessment review committee at that time, months in advance. Emails also showed that Rowland "had promised to beat back an effort by
2109-560: A site blocked the Internet Archive, any previously archived pages from the domain were immediately rendered unavailable as well. In addition, the Internet Archive stated that "Sometimes, a website owner will contact us directly and ask us to stop crawling or archiving a site. We comply with these requests." In addition, the website says: "The Internet Archive is not interested in preserving or offering access to Web sites or other internet documents of persons who do not want their materials in
2220-505: A site might be included in more than one crawl list, so how often a site is crawled varies widely. A "Save Page Now" archiving feature was made available in October 2013, accessible on the lower right of the Wayback Machine's main page. Once a target URL is entered and saved, the web page will become part of the Wayback Machine. Through the Internet address web.archive.org, users can upload to
2331-517: A total of fourteen states had joined the suit—the U.S. Court of Appeals for the District of Columbia ruled that the EPA regulations violated the Clean Air Act. 3219-552: Is appointed by the president and approved by the Senate . The current administrator is Michael S. Regan . The EPA is not a Cabinet department, but the administrator is normally given cabinet rank . The EPA has its headquarters in Washington, D.C. There are regional offices for each of the agency's ten regions, as well as 27 laboratories around the country. The agency conducts environmental assessment , research, and education. It has
3330-668: Is based in part upon Recommendations for Managing Removal Requests and Preserving Archival Integrity , known as The Oakland Archive Policy , published by the School of Information Management and Systems at University of California, Berkeley in 2002, which gives a website owner the right to block access to the site's archives. Wayback has complied with this policy to help avoid expensive litigation. The Wayback retroactive exclusion policy began to relax in 2017, when it stopped honoring robots on U.S. government and military web sites for both crawling and displaying web pages. As of April 2017, Wayback
3441-414: Is for complex querying, filtering, and analysis of captured data. Historically, the Wayback Machine has respected the robots exclusion standard (robots.txt) in determining if a website would be crawled – or if already crawled, if its archives would be publicly viewable. Website owners had the option to opt out of Wayback Machine through the use of robots.txt. It applied robots.txt rules retroactively; if

The EPA consolidated these laboratories into 22 sites. In its first year, the EPA had a budget of $ 1.4 billion and 5,800 employees. At its start, the EPA was primarily a technical assistance agency that set goals and standards. Soon, new acts and amendments passed by Congress gave
3885-550: The "clunky" database . When the archive reached its fifth anniversary in 2001, it was unveiled and opened to the public in a ceremony at the University of California, Berkeley . By the time the Wayback Machine launched, it already contained over 10 billion archived pages. The data is stored on the Internet Archive's large cluster of Linux nodes. It revisits and archives new versions of websites on occasion (see technical details below). Sites can also be captured manually by entering
3996-576: The 1960s, Congress reacted to increasing public concern about the impact that human activity could have on the environment. Senator James E. Murray introduced a bill, the Resources and Conservation Act (RCA) of 1959, in the 86th Congress . The bill would have established a Council on Environmental Quality in the Executive Office of the President , declared a national environmental policy, and required
4107-498: The 2009 through 2016 model years. Following notice of violations and potential criminal sanctions, Volkswagen later agreed to a legal settlement and paid billions of US dollars in criminal penalties, and was required to initiate a vehicle buyback program and modify the engines of the vehicles to reduce illegal air emissions. In August 2015, the EPA finalized the Clean Power Plan to regulate emissions from power plants, projecting
4218-546: The Archive would have to delete pages from its system upon request of the creator. The exclusion policies for the Wayback Machine may be found in the FAQ section of the site. Some cases have been brought against the Internet Archive specifically for its Wayback Machine archiving efforts. In late 2002, the Internet Archive removed various sites that were critical of Scientology from the Wayback Machine. An error message stated that this

4662-568: The EPA to gather data on toxic chemicals and share this information with the public. EPA also researched the implications of stratospheric ozone depletion. Under Administrator Thomas, EPA joined with several international organizations to perform a risk assessment of stratospheric ozone, which helped provide motivation for the Montreal Protocol, which was agreed to in August 1987. In 1988, during his first presidential campaign, George H. W. Bush
4773-501: The EPA was working on its own standards, but the move has been widely considered an attempt to shield the auto industry from environmental regulation by setting lower standards at the federal level, which would then preempt state laws. California governor Arnold Schwarzenegger , along with governors from 13 other states, stated that the EPA's actions ignored federal law, and that existing California standards (adopted by many states in addition to California) were almost twice as effective as
4884-448: The EPA. The EPA's inspector general had determined that the EPA's regulation of mercury emissions did not follow the Clean Air Act, and that the regulations were influenced by top political appointees. The EPA had suppressed a study it commissioned by Harvard University which contradicted its position on mercury controls. The suit alleged that the EPA's rule exempting coal-fired power plants from "maximum available control technology"
4995-675: The ETV program. Responses indicated that 73 percent of the vendors were using ETV information in product marketing, and 92 percent of those surveyed responded that they would recommend ETV to other vendors. In 2006, EPA published a two-volume set of case studies which document actual and projected outcomes from verifications of technologies in 15 technology categories ( ETV Program Case Studies Vol 1 EPA/600/R-06/001 and ETV Program Case Studies Vol II EPA/600/R-06/082 ). An Association of State Drinking Water Administrators (ASDWA) survey showed that 34 states recognize and use ETV reports. ASDWA and its members rely heavily on these evaluations to support

6105-437: The Wayback Machine has archived more than 916 billion web pages and well over 100 petabytes of data. The Internet Archive began archiving cached web pages in 1996. One of the earliest known pages was archived on May 10, 1996, at 2:08 p.m. ( UTC ). Internet Archive founders Brewster Kahle and Bruce Gilliat launched the Wayback Machine in San Francisco , California , in October 2001, primarily to address
6216-608: The Wayback Machine has been unable to display YouTube comments when saving videos' watch pages, as, according to the Archive Team, comments are no longer "loaded within the page itself." The Wayback Machine's web crawler has difficulty extracting anything not coded in HTML or one of its variants, which can often result in broken hyperlinks and missing images. Due to this, the web crawler cannot archive "orphan pages" that are not linked to by other pages. The Wayback Machine's crawler only follows
6327-433: The Wayback Machine of persons who do not wish to have their Web content archived. We recognize that Ms. Shell has a valid and enforceable copyright in her Web site and we regret that the inclusion of her Web site in the Wayback Machine resulted in this litigation." Shell said, "I respect the historical value of Internet Archive's goal. I never intended to interfere with that goal nor cause it any harm." Between 2013 and 2016,

In 1974 Congress passed the Safe Drinking Water Act , requiring EPA to develop mandatory federal standards for all public water systems , which serve 90% of
7104-553: The agency its regulatory authority. A major expansion of the Clean Air Act was approved in December 1970. EPA staff recall that in the early days there was "an enormous sense of purpose and excitement" and the expectation that "there was this agency which was going to do something about a problem that clearly was on the minds of a lot of people in this country," leading to tens of thousands of resumes from those eager to participate in
7215-632: The agency's Scientific Integrity Official, Francesca Grifo , from testifying at a House committee hearing. EPA offered to send a different representative in place of Grifo and accused the committee of "dictating to the agency who they believe was qualified to speak." The hearing was to discuss the importance of allowing federal scientists and other employees to speak freely when and to whom they want to about their research without having to worry about any political consequences. In September 2019 air pollution standards in California were once again under attack, as
7326-685: The agency. Assistant Administrator Rita Lavelle was fired by Reagan in February 1983 because of her mismanagement of the Superfund program. Gorsuch had increasing confrontations with Congress over Superfund and other programs, including her refusal to submit subpoenaed documents. Gorsuch was cited for contempt of Congress and the White House directed EPA to submit the documents to Congress. Gorsuch and most of her senior staff resigned in March 1983. Reagan then appointed William Ruckelshaus as EPA Administrator for

She cut the total number of agency employees, and hired staff from the industries they were supposed to be regulating. Environmentalists contended that her policies were designed to placate polluters, and accused her of trying to dismantle
7659-459: The censorship of environmental reports . President Obama appointed Gina McCarthy as EPA administrator in 2013. In 2014, the EPA published its "Tier 3" standards for cars, trucks and other motor vehicles, which tightened air pollution emission requirements and lowered the sulfur content in gasoline. In 2015, the EPA discovered extensive violations by Volkswagen Group in its manufacture of Volkswagen and Audi diesel engine cars, for
7770-509: The claims made about the innovation are both credible and scientifically sound. With proof of performance credibly assured, innovations can expect an easier market access and/or a larger market share and the technological risk is reduced for technology purchasers. Under the EU-ETV Pilot Programme, there are four Verification Bodies: United States Environmental Protection Agency The Environmental Protection Agency ( EPA )

The new law authorized EPA to cast a wider net for parties responsible for sites contaminated by previous hazardous waste disposal and established a funding mechanism for assessment and cleanup. In
8214-420: The environment. The "detailed statement" would ultimately be referred to as an environmental impact statement (EIS). On July 9, 1970, Nixon proposed an executive reorganization that consolidated many environmental responsibilities of the federal government under one agency, a new Environmental Protection Agency. This proposal included merging pollution control programs from a number of departments, such as
8325-542: The fossil fuel industry. In 2017, the Presidency of Donald Trump proposed a 31% cut to the EPA's budget to $ 5.7 billion from $ 8.1 billion and to eliminate a quarter of the agency jobs. However, this cut was not approved by Congress. Pruitt resigned from the position on July 5, 2018, citing "unrelenting attacks" due to ongoing ethics controversies. President Trump appointed Andrew R. Wheeler as EPA Administrator in 2019. On July 17, 2019, EPA management prohibited
8436-469: The initial lawsuit was filed, the Archive should have removed all previous copies of the plaintiff website from the Wayback Machine, however, some material continued to be publicly visible on Wayback. The lawsuit was settled out of court after Wayback fixed the problem. Activist Suzanne Shell filed suit in December 2005, demanding Internet Archive pay her US$ 100,000 for archiving her website profane-justice.org between 1999 and 2004. Internet Archive filed
8547-506: The mighty effort to clean up America's environment. When EPA first began operation, members of the private sector felt strongly that the environmental protection movement was a passing fad. Ruckelshaus stated that he felt pressure to show a public which was deeply skeptical about government's effectiveness, that EPA could respond effectively to widespread concerns about pollution. The burning Cuyahoga River in Cleveland, Ohio, in 1969 led to
8658-430: The motion on the ground that defendants were asking to alter Netbula's website and that they should have subpoenaed Internet Archive for the pages directly. An employee of Internet Archive filed a sworn statement supporting Chordiant's motion, however, stating that it could not produce the web pages by any other means "without considerable burden, expense and disruption to its operations." Magistrate Judge Howard Lloyd in
8769-504: The nearly 1,600 EPA staff scientists who responded online to a detailed questionnaire reported they had experienced incidents of political interference in their work. The survey included chemists, toxicologists, engineers, geologists and experts in other fields of science. About 40% of the scientists reported that the interference had been more prevalent in the last five years than in previous years. President Barack Obama appointed Lisa P. Jackson as EPA administrator in 2009. In 2010 it
8880-815: The number of waste sites that are remediated in a given year. (In 2021 Congress reauthorized an excise tax on chemical manufacturers. ) Major legislative updates during the Clinton Administration were the Food Quality Protection Act and the 1996 amendments to the Safe Drinking Water Act. President George W. Bush appointed Christine Todd Whitman as EPA administrator in 2001. Whitman was succeeded by Mike Leavitt in 2003 and Stephen L. Johnson in 2005. In March 2005 nine states (California, New York, New Jersey, New Hampshire, Massachusetts, Maine, Connecticut, New Mexico and Vermont) sued
8991-596: The oath of office on December 4, 1970. EPA's primary predecessor was the former Environmental Health Divisions of the U.S. Public Health Service (PHS), and its creation caused one of a series of reorganizations of PHS that occurred during 1966–1973. From PHS, EPA absorbed the entire National Air Pollution Control Administration, as well as the Environmental Control Administration's Bureau of Solid Waste Management, Bureau of Water Hygiene, and part of its Bureau of Radiological Health. It also absorbed
9102-552: The passage of the Superfund law in 1980, an excise tax had been levied on the chemical and petroleum industries, to support the cleanup trust fund. Congressional authorization of the tax was due to expire in 1995. Although Browner and the Clinton Administration supported continuation of the tax, Congress declined to reauthorize it. Subsequently, the Superfund program was supported only by annual appropriations, greatly reducing
9213-532: The plaintiff were invalid, based on the content of their website from several years prior. The plaintiff, Healthcare Advocates, then amended their complaint to include the Internet Archive, accusing the organization of copyright infringement as well as violations of the DMCA and the Computer Fraud and Abuse Act . Healthcare Advocates claimed that, since they had installed a robots.txt file on their website, even if after
9324-459: The plane actually was a civilian Malaysian Airlines jet ( Malaysia Airlines Flight 17 ), after which he deleted the post and blamed Ukraine's military for downing the plane. In 2017, the March for Science originated from a discussion on Reddit that indicated someone had visited Archive.org and discovered that all references to climate change had been deleted from the White House website. In response,
9435-417: The preparation of an annual environmental report. The conservation movement was weak at the time and the bill did not pass Congress. The 1962 publication of Silent Spring , a best-selling book by Rachel Carson , alerted the public about the detrimental effects on animals and humans of the indiscriminate use of pesticide chemicals. In the years following, Congress discussed possible solutions. In 1968,
9546-419: The presiding judge in a litigation brought about by people who claim to have developed glyphosate-related non-Hodgkin's lymphoma opened Monsanto emails and other documents related to the case, including email exchanges between the company and federal regulators. According to The New York Times , the "records suggested that Monsanto had ghostwritten research that was later attributed to academics and indicated that
9657-435: The problem of web content vanishing whenever it gets changed or when a website is shut down. The service enables users to see archived versions of web pages across time, which the archive calls a "three-dimensional index". Kahle and Gilliat created the machine hoping to archive the entire Internet and provide "universal access to all knowledge". The name "Wayback Machine" is a reference to a fictional time-traveling device in
9768-442: The proposed federal standards. It was reported that Johnson ignored his own staff in making this decision. In 2007 it was reported that EPA research was suppressed by career managers. Supervisors at EPA's National Center for Environmental Assessment required several paragraphs to be deleted from a peer-reviewed journal article about EPA's integrated risk information system , which led two co-authors to have their names removed from
9879-410: The public in 2001, it allows users to go "back in time" to see how websites looked in the past. Its founders, Brewster Kahle and Bruce Gilliat , developed the Wayback Machine to provide "universal access to all knowledge" by preserving archived copies of defunct web pages. Launched on May 10, 1996, the Wayback Machine had saved more than 38.2 billion web pages by the end of 2009. As of November 2024,
9990-419: The public welfare—a decision that would trigger the first national mandatory global-warming regulations. Associate Deputy Administrator Jason Burnett e-mailed the draft to the White House. White House aides—who had long resisted mandatory regulations as a way to address climate change—knew the gist of what Johnson's finding would be, Burnett said. They also knew that once they opened the attachment, it would become
10101-414: The publication, and the corresponding author, Ching-Hung Hsu, to leave EPA "because of the draconian restrictions placed on publishing". The 2007 report stated that EPA subjected employees who author scientific papers to prior restraint , even if those papers are written on personal time. In December 2007 EPA administrator Johnson approved a draft of a document that declared that climate change imperiled
10212-438: The responsibility of maintaining and enforcing national standards under a variety of environmental laws , in consultation with state, tribal, and local governments. EPA enforcement powers include fines, sanctions , and other measures. It delegates some permitting, monitoring, and enforcement responsibility to U.S. states and the federally recognized tribes . The agency also works with industries and all levels of government in
10323-410: The site if it cannot reach the original host. In 2014, there was a six-month lag time between when a website was crawled and when it became available for viewing in the Wayback Machine. As of 2024, the lag time is 3 to 10 hours. The Wayback Machine offers only limited search facilities. Its "Site Search" feature allows users to find a site based on words describing the site, rather than words found on
10434-411: The snapshots on the grounds of hearsay and unauthenticated source, but Magistrate Judge Arlander Keys rejected Telewizja Polska's assertion of hearsay and denied TVP's motion in limine to exclude the evidence at trial. At the trial, however, District Court Judge Ronald Guzman, the trial judge, overruled Magistrate Keys' findings, and held that neither the affidavit of the Internet Archive employee nor
10545-696: The support from seven EU member states: Belgium, Czech Republic, Denmark, Finland, France, Poland and United Kingdom. This initiative was initially prepared under the Environmental Technologies Action Plan (ETAP) from the European Commission and was then followed under the Eco-Innovation Plan. The European Commission has taken the decision to discontinue its work on the ETV programme as of November 2022, following an internal assessment. Environmental Technology Verification (ETV)
10656-545: The time stamp of the currently viewed page, so they are redirected automatically to their individual captures that are the closest in time. The frequency of snapshot captures varies per website. Websites in the "Worldwide Web Crawls" are included in a "crawl list", with the site archived once per crawl. A crawl can take months or even years to complete, depending on size. For example, "Wide Crawl Number 13" started on January 9, 2015, and completed on July 11, 2016. However, there may be multiple crawls ongoing at any one time, and
10767-540: The ultimate decision regarding the suitability and applicability of a given technology to the discretion of the end user. Additional research may be necessary in order to adequately address specific situations. ETV has been developed in different European countries as part of government initiatives and/or as part of funded research projects. Research projects included TESTNET, PROMOTE, AIR ETV, TRITECH ETV and ADVANCE ETV. Formal programs and initiatives took place in Denmark with
10878-415: The underlying links are not exposed and therefore, can contain errors. For example, archives such as the Wayback Machine do not fill out forms and therefore, do not include the contents of non- RESTful e-commerce databases in their archives. In Europe, the Wayback Machine could be interpreted as violating copyright laws. Only the content creator can decide where their content is published or duplicated so
10989-547: The underlying pages (i.e., the Telewizja Polska website) were admissible as evidence. Judge Guzman reasoned that the employee's affidavit contained both hearsay and inconclusive supporting statements, and the purported web page, printouts were not self-authenticating. The United States Patent and Trademark Office and the European Patent Office will accept date stamps from the Internet Archive as evidence of when
11100-474: The use of new technologies and products in the drinking water industry. Designating a product or technology as ETV “verified” does not mean a given technology reduces every emission , has no drawbacks, or outperforms solutions not on the “verified” list. Designating a product or technology as “verified” means that a given technology produced “X” outcome, when tested according to a specific protocol. The composition of TPM (total diesel particulate matter )
11211-486: The web pages themselves. The Wayback Machine does not include every web page ever made due to the limitations of its web crawler. The Wayback Machine cannot completely archive web pages that contain interactive features such as Flash platforms and forms written in JavaScript and progressive web applications , because those functions require interaction with the host website. This means that, since approximately July 9, 2013,
11322-568: The years, the storage capacity of the Wayback Machine has grown. In 2003, after only two years of public access, the Wayback Machine was growing at a rate of 12 terabytes per month. The data is stored on PetaBox rack systems custom designed by Internet Archive staff. The first 100TB rack became fully operational in June 2004, although it soon became clear that they would need much more storage than that. The Internet Archive migrated its customized storage architecture to Sun Open Storage in 2009, and hosts
11433-608: Was based on ideas that had been discussed in the 1959 and subsequent hearings. The Richard Nixon administration made the environment a policy priority in 1969-1971 and created two new agencies, the Council on Environmental Quality (CEQ) and EPA. Nixon signed NEPA into law on January 1, 1970. The law established the CEQ in the Executive Office of the President. NEPA required that a detailed statement of environmental impacts be prepared for all major federal actions significantly affecting
11544-470: Was growing at about 20 terabytes a week. In July 2016, the Wayback Machine reportedly contained around 15 petabytes of data. In October 2016, it was announced that the way web pages are counted would be changed, resulting in the decrease of the archived pages counts shown. Embedded objects such as pictures, videos, style sheets, JavaScripts are no longer counted as a "web page", whereas HTML, PDF, and plain text documents remain counted. In September 2018,
11655-500: Was illegal, and additionally charged that the EPA's system of cap-and-trade to lower average mercury levels would allow power plants to forego reducing mercury emissions, which they objected would lead to dangerous local hotspots of mercury contamination even if average levels declined. Several states also began to enact their own mercury emission regulations. Illinois's proposed rule would have reduced mercury emissions from power plants by an average of 90% by 2009. In 2008—by which point
11766-447: Was in response to a "request by the site owner". Later, it was clarified that lawyers from the Church of Scientology had demanded the removal and that the site owners did not want their material removed. In 2003, Harding Earley Follmer & Frailey defended a client from a trademark dispute using the Archive's Wayback Machine. The attorneys were able to demonstrate that the claims made by
11877-592: Was reflected in the 1990 amendments to the Clean Air Act and in new approaches by the agency, such as a greater emphasis on watershed -based approaches in Clean Water Act programs. In 1992 EPA and the Department of Energy launched the Energy Star program, a voluntary program that fosters energy efficiency. Carol Browner was appointed EPA administrator by President Bill Clinton and served from 1993 to 2001. Major projects during Browner's term included: Since
11988-489: Was reported that a $ 3 million mapping study on sea level rise was suppressed by EPA management during both the Bush and Obama administrations, and managers changed a key interagency report to reflect the removal of the maps. Between 2011 and 2012, some EPA employees reported difficulty in conducting and reporting the results of studies on hydraulic fracturing due to industry and governmental pressure, and were concerned about
12099-512: Was said on the Wayback Machine forum that "the Beta of the new Wayback Machine has a more complete and up-to-date index of all crawled materials into 2010, and will continue to be updated regularly. The index driving the classic Wayback Machine only has a little bit of material past 2008, and no further index updates are planned, as it will be phased out this year." Also in 2011, the Internet Archive installed their sixth pair of PetaBox racks which increased
12210-536: Was supposed to be released the day before a controversial energy bill was passed and would have provided backup for those opposed to it, but the EPA delayed its release at the last minute. EPA initiated its voluntary WaterSense program in 2006 to encourage water efficiency through the use of a special label on consumer products. In 2007 the state of California sued the EPA for its refusal to allow California and 16 other states to raise fuel economy standards for new cars. EPA Administrator Stephen Johnson claimed that
12321-544: Was vocal about environmental issues. Following his election victory, he appointed William K. Reilly , an environmentalist, as EPA Administrator in 1989. Under Reilly's leadership, the EPA implemented voluntary programs and initiated the development of a "cluster rule" for multimedia regulation of the pulp and paper industry. At the time, there was increasing awareness that some environmental issues were regional or localized in nature, and were more appropriately addressed with sub-national approaches and solutions. This understanding
