The name of the Islamic State has been contentious since 2013. In Arabic , the group called itself al-Dawla al-ʾIslāmiyya fī al-ʿIrāq wa al-Shām , which it adopted in April 2013. The literal translation of its previous name resulted in confusion, resulting in both ISIS and ISIL, two acronyms based on different literal translations of the name into English . Apart from these, an Arabic-derived acronym, "Daesh", ( Dāʿish ), is the common name for the group in the Muslim world . Finally, the group's current name caused controversy due to its English translation as Islamic State and as a result, both the previous acronyms are still widely used, or a qualifier is often added to the IS name, such as "Islamic State militant group", "Islamic State extremist group", "Islamic State terrorist group", "self-styled Islamic State" or "so-called Islamic State".

144-544: Primary target of The Islamic State ( IS ), also known as the Islamic State of Iraq and the Levant ( ISIL ), the Islamic State of Iraq and Syria ( ISIS ), the Islamic State of Iraq and al-Sham ( ISIS ) and by its Arabic acronym Daesh , is a transnational Salafi jihadist group. IS gained global prominence in 2014, when its militants conquered large territories in northwestern Iraq and eastern Syria, taking advantage of

288-509: A Caliphate , IS borrowed the idea of restoration of a global Caliphate. Although the religious character of IS is mostly Wahhabi, it departs from the Wahhabi tradition in four critical aspects: dynastic alliance, call to establish a global caliphate, sheer violence, and apocalyptism. IS did not follow the pattern of the first three Saudi states in allying the religious mission of the Najdi ulema with

432-412: A caliphate , an Islamic state led by a group of religious authorities under a supreme leader – the caliph – who is believed to be the successor to Muhammad . In June 2014, ISIL published a document in which it claimed to have traced the lineage of its leader al-Baghdadi back to Muhammad, and upon proclaiming a new caliphate on 29 June, the group appointed al-Baghdadi as its caliph. As caliph, he demanded

U.S. President Donald Trump stated in a televised announcement that Baghdadi had, in fact, died during the operation and that American forces used support from helicopters, jets and drones through airspace controlled by Russia and Turkey. He said that "Russia treated us great... Iraq

720-549: A U.S.-led raid in Syria. In 2014, The Wall Street Journal estimated that eight million people lived in the Islamic State. The United Nations Commission on Human Rights has stated that IS "seeks to subjugate civilians under its control and dominate every aspect of their lives through terror, indoctrination, and the provision of services to those who obey". Civilians, as well as the Islamic State itself, have released footage of some of

864-457: A cabinet of senior leaders, while its operations in Iraq and Syria are controlled by local 'emirs,' who head semi-autonomous groups which the Islamic State refers to as its provinces. Beneath the leaders are councils on finance, leadership, military matters, legal matters (including decisions on executions) foreign fighters' assistance, security, intelligence and media. In addition, a shura council has

1008-562: A collection of related dialects that constitute the precursor of Arabic, first emerged during the Iron Age . Previously, the earliest attestation of Old Arabic was thought to be a single 1st century CE inscription in Sabaic script at Qaryat al-Faw , in southern present-day Saudi Arabia. However, this inscription does not participate in several of the key innovations of the Arabic language group, such as

1152-435: A corpus of poetic texts, in addition to Qur'an usage and Bedouin informants whom he considered to be reliable speakers of the ʿarabiyya . Arabic spread with the spread of Islam . Following the early Muslim conquests , Arabic gained vocabulary from Middle Persian and Turkish . In the early Abbasid period , many Classical Greek terms entered Arabic through translations carried out at Baghdad's House of Wisdom . By

1296-602: A desire to re-establish a caliphate . The rendering of the Arabic name in English varies, due to imprecise translation. In the Arab world and beyond, the group is referred to by its Arabic-language acronym " Daesh " (alt. Da'esh | Arabic : داعش | pronunc. dah-ESH ). The acronym is derived from the group's extended name: "D" / daal(د) = ad- D awla , "the state [of]", "A" / alif(ا) = al- I slamiyya , "Islam", "E" / 'ayn(ع) = fi'l- 'i raq , "in Iraq", "Sh" / shin(ش) = wa'ash- Sh am , "and

1440-1077: A dialect of Arabic and written in the Latin alphabet . The Balkan languages, including Albanian, Greek , Serbo-Croatian, and Bulgarian , have also acquired many words of Arabic origin, mainly through direct contact with Ottoman Turkish . Arabic has influenced languages across the globe throughout its history, especially languages where Islam is the predominant religion and in countries that were conquered by Muslims. The most markedly influenced languages are Persian , Turkish , Hindustani ( Hindi and Urdu ), Kashmiri , Kurdish , Bosnian , Kazakh , Bengali , Malay ( Indonesian and Malaysian ), Maldivian , Pashto , Punjabi , Albanian , Armenian , Azerbaijani , Sicilian, Spanish, Greek, Bulgarian, Tagalog , Sindhi , Odia , Hebrew and African languages such as Hausa , Amharic , Tigrinya , Somali , Tamazight , and Swahili . Conversely, Arabic has borrowed some words (mostly nouns) from other languages, including its sister-language Aramaic, Persian, Greek, and Latin and to

1584-477: A disadvantage to foreign members, with some native Syrian fighters resenting "favouritism" allegedly shown towards foreigners over pay and accommodation. In August 2016, media reports based on briefings by Western intelligence agencies suggested that IS had a multilevel secret service known in Arabic as Emni , established in 2014, that has become a combination of an internal police force and an external operations directorate complete with regional branches. The unit

1728-429: A hybrid of Salafism , Salafi jihadism , Islamic fundamentalism , Wahhabism , and Qutbism , as well as other doctrines. According to Robert Manne, there is a "general consensus" that the ideology of the Islamic State is "primarily based upon the writings of the radical Egyptian theoretician Sayyid Qutb ". The Muslim Brotherhood began the trend of political Islamism in the 20th century, seeking gradual establishment of

1872-476: A journalist writing on Salafi jihadism , has written that IS's goal is to "terrorize, mobilize [and] polarize". Its efforts to terrorise are intended to intimidate civilian populations and force governments of the target enemy "to make rash decisions that they otherwise would not choose". It aims to mobilise its supporters by motivating them with, for example, spectacular deadly attacks deep in Western territory (such as

2016-422: A l-ʾIslāmiyya fī al- `I rāq wa al- Sh ām . It is pronounced with the emphasis on a long "e", which lends itself to being said in a snarling or aggressive tone in Arabic speech. The acronym was supposedly first used by supporters of Syrian president Bashar al-Assad . Daesh is used by mainstream Muslims, who believe it better separates the group from their faith. While "Daesh" has no other meaning in Arabic, it

2160-436: A lesser extent and more recently from Turkish, English, French, and Italian. Arabic is spoken by as many as 380 million speakers, both native and non-native, in the Arab world, making it the fifth most spoken language in the world, and the fourth most used language on the internet in terms of users. It also serves as the liturgical language of more than 2 billion Muslims . In 2011, Bloomberg Businessweek ranked Arabic

2304-677: A millennium before the modern period . Early lexicographers ( لُغَوِيُّون lughawiyyūn ) sought to explain words in the Quran that were unfamiliar or had a particular contextual meaning, and to identify words of non-Arabic origin that appear in the Quran. They gathered shawāhid ( شَوَاهِد 'instances of attested usage') from poetry and the speech of the Arabs—particularly the Bedouin ʾaʿrāb  [ ar ] ( أَعْراب ) who were perceived to speak

2448-581: A negative connotation in Arabic culture, undermining the group's claim to have revived the Caliphate, leading to the group objecting to it as a pejorative name. Another reason for objection is the rarity of acronyms in Arabic, particularly those which have no meaning. "The United Nations" for example is always translated directly in Arabic, with no "UN" acronym equivalent. " Fatah " and " Hamas " are acronyms but they are also Arabic words in their own right (meaning "conquest" and "zeal" respectively). "Daesh" however

2592-476: A new Caliphate , a comprehensive Islamic society ruled by sharia law. Qutb's doctrines of jahiliyya (pre-Islamic ignorance), hakimiyya (divine sovereignty), and takfir of entire societies formed a radicalized vision of the Muslim Brotherhood's political Islam project. Qutbism became the precursor to all jihadist thought, from Abdullah Azzam to Zawahiri and to Daesh. Alongside Sayyid Qutb,

2736-501: A result of the rift between the two groups. Usage has not been consistent however, with ISIS, ISIL, Islamic State and Daesh all being used variously, both domestically and overseas, with the precise term chosen based on the audience, recognising the need for consistency and that the American public was more familiar with ISIL, while also catering to partners who are more attached to Daesh. President Barack Obama used ISIL. In February 2017,

2880-576: A result, many European languages have borrowed words from it. Arabic influence, mainly in vocabulary, is seen in European languages (mainly Spanish and to a lesser extent Portuguese , Catalan , and Sicilian ) owing to the proximity of Europe and the long-lasting Arabic cultural and linguistic presence, mainly in Southern Iberia, during the Al-Andalus era. Maltese is a Semitic language developed from

3024-462: A script derived from ASA attest to a language known as Hasaitic . On the northwestern frontier of Arabia, various languages known to scholars as Thamudic B , Thamudic D, Safaitic , and Hismaic are attested. The last two share important isoglosses with later forms of Arabic, leading scholars to theorize that Safaitic and Hismaic are early forms of Arabic and that they should be considered Old Arabic . Linguists generally believe that "Old Arabic",

3168-567: A significant following in northern and Sahelian Africa, where IS still controls a significant territory. Originating in the Jaish al-Ta'ifa al-Mansurah founded by Abu Omar al-Baghdadi in 2004, the organisation (primarily under the Islamic State of Iraq name) affiliated itself with al-Qaeda in Iraq and fought alongside them during the 2003–2006 phase of the Iraqi insurgency . The group later changed their name to Islamic State of Iraq and Levant for about

3312-465: A single language, despite mutual incomprehensibility among differing spoken versions. From a linguistic standpoint, it is often said that the various spoken varieties of Arabic differ among each other collectively about as much as the Romance languages . This is an apt comparison in a number of ways. The period of divergence from a single spoken form is similar—perhaps 1500 years for Arabic, 2000 years for

3456-602: A strategy of attack outside its territory in which fighters would "Diversify and widen the vexation strikes against the Crusader-Zionist enemy in every place in the Islamic world, and even outside of it if possible, so as to disperse the efforts of the alliance of the enemy and thus drain it to the greatest extent possible." The group has been accused of attempting to "bolster morale" and distract attention from its loss of territory to enemies by staging terror attacks abroad (such as

3600-401: A terrorism analyst and the co-founder of SITE Intelligence , noted that the alleged statement used a different font when compared to other statements and it was never distributed on Amaq or IS channels. On 29 October 2019, Trump stated on social media that al-Baghdadi's "number one replacement" had been killed by American forces, without giving a name. A U.S. official later confirmed that Trump

3744-503: A type of Arabic. Cypriot Arabic is recognized as a minority language in Cyprus. The sociolinguistic situation of Arabic in modern times provides a prime example of the linguistic phenomenon of diglossia , which is the normal use of two separate varieties of the same language, usually in different social situations. Tawleed is the process of giving a new shade of meaning to an old classical word. For example, al-hatif lexicographically means

3888-460: A united Islamic community ( ummah ) under Sharia law , as opposed to western concept of a bureaucratic state apparatus. Reflecting the desire to build a caliphate, the group also refers to itself as "al-Dawlah", meaning simply "the State". and by "Dawlatul Islam" meaning "state of Islam". Syrians living under the group's control referred to them as "al-tanẓīm", Arabic for "the organization". Reflecting

4032-499: A variety of regional vernacular Arabic dialects , which are not necessarily mutually intelligible. Classical Arabic is the language found in the Quran , used from the period of Pre-Islamic Arabia to that of the Abbasid Caliphate . Classical Arabic is prescriptive, according to the syntactic and grammatical norms laid down by classical grammarians (such as Sibawayh ) and the vocabulary defined in classical dictionaries (such as

4176-470: A wider audience." In the wake of the industrial revolution and European hegemony and colonialism , pioneering Arabic presses, such as the Amiri Press established by Muhammad Ali (1819), dramatically changed the diffusion and consumption of Arabic literature and publications. Rifa'a al-Tahtawi proposed the establishment of Madrasat al-Alsun in 1836 and led a translation campaign that highlighted

4320-500: A worldwide caliphate . The name "Islamic State" and the group's claim to be a caliphate have been widely rejected, with the UN, various governments, and mainstream Muslim groups refusing to use the new name. The group's declaration of a new caliphate in June 2014 and its adoption of the name "Islamic State" have been criticised and ridiculed by Muslim scholars and rival Islamists both inside and outside

4464-478: A year, before declaring itself to be a worldwide caliphate , called simply the Islamic State ( الدولة الإسلامية , ad-Dawlah al-Islāmiyah ). As a caliphate, IS demanded the religious, political, and military obedience of Muslims worldwide , despite the rejection of its legitimacy by mainstream Muslims and its statehood by the United Nations and most governments. Designated a terrorist organisation by

4608-727: Is a Central Semitic language of the Afroasiatic language family spoken primarily in the Arab world . The ISO assigns language codes to 32 varieties of Arabic , including its standard form of Literary Arabic, known as Modern Standard Arabic , which is derived from Classical Arabic . This distinction exists primarily among Western linguists; Arabic speakers themselves generally do not distinguish between Modern Standard Arabic and Classical Arabic, but rather refer to both as al-ʿarabiyyatu l-fuṣḥā ( اَلعَرَبِيَّةُ ٱلْفُصْحَىٰ "the eloquent Arabic") or simply al-fuṣḥā ( اَلْفُصْحَىٰ ). Arabic

4752-494: Is a key aim of the group to secure sole use of names which imply statehood and an Islamic faith, for purposes of propaganda . According to the American commander of the US mission in Iraq and Syria, Lt Gen James L. Terry , the Arab coalition partners believed strongly that the US should avoid referring to the enemy as ISIL and instead use Daesh, to avoid giving legitimacy to the group's aims. Although these names were being widely used in

4896-585: Is a minimum level of comprehension between all Arabic dialects, this level can increase or decrease based on geographic proximity: for example, Levantine and Gulf speakers understand each other much better than they do speakers from the Maghreb. The issue of diglossia between spoken and written language is a complicating factor: A single written form, differing sharply from any of the spoken varieties learned natively, unites several sometimes divergent spoken forms. For political reasons, Arabs mostly assert that they all speak

5040-542: Is a sister language rather than their direct ancestor. Arabia had a wide variety of Semitic languages in antiquity. The term "Arab" was initially used to describe those living in the Arabian Peninsula , as perceived by geographers from ancient Greece . In the southwest, various Central Semitic languages both belonging to and outside the Ancient South Arabian family (e.g. Southern Thamudic) were spoken. It

5184-469: Is believed that the ancestors of the Modern South Arabian languages (non-Central Semitic languages) were spoken in southern Arabia at this time. To the north, in the oases of northern Hejaz , Dadanitic and Taymanitic held some prestige as inscriptional languages. In Najd and parts of western Arabia, a language known to scholars as Thamudic C is attested. In eastern Arabia, inscriptions in

5328-438: Is considered as the key inspiration for early figures of IS. Al-Muhajir's legal manual on violence, Fiqh ad-Dima ( The Jurisprudence of Jihad or The Jurisprudence of Blood ), was adopted by IS as its standard reference for justifying its extraordinary acts of violence. The book has been described by counter-terrorism scholar Orwa Ajjoub as rationalising and justifying "suicide operations, the mutilation of corpses, beheading, and

5472-408: Is credited with establishing the rules of Arabic prosody . Al-Jahiz (776–868) proposed to Al-Akhfash al-Akbar an overhaul of the grammar of Arabic, but it would not come to pass for two centuries. The standardization of Arabic reached completion around the end of the 8th century. The first comprehensive description of the ʿarabiyya "Arabic", Sībawayhi's al - Kitāb , is based first of all upon

5616-468: Is credited with standardizing Arabic grammar , or an-naḥw ( النَّحو "the way" ), and pioneering a system of diacritics to differentiate consonants ( نقط الإعجام nuqaṭu‿l-i'jām "pointing for non-Arabs") and indicate vocalization ( التشكيل at-tashkīl ). Al-Khalil ibn Ahmad al-Farahidi (718–786) compiled the first Arabic dictionary, Kitāb al-'Ayn ( كتاب العين "The Book of the Letter ع "), and

5760-507: Is not only an acronym but also phonetically meaningless in Arabic, reducing the legitimacy of the name and by extension the group to which it belongs. However, according to the British ambassador to Iraq speaking in January 2015, Daesh has since become an Arabic word in its own right, with a plural – dawāʿish ( دواعش ) – meaning "bigots who impose their views on others". By the end of the year,

5904-566: Is not present in the spoken varieties, but deletes Classical words that sound obsolete in MSA. In addition, MSA has borrowed or coined many terms for concepts that did not exist in Quranic times, and MSA continues to evolve. Some words have been borrowed from other languages—notice that transliteration mainly indicates spelling and not real pronunciation (e.g., فِلْم film 'film' or ديمقراطية dīmuqrāṭiyyah 'democracy'). Maltese is official in (predominantly Catholic ) Malta and written with the Latin script . Linguists agree that it is a variety of spoken Arabic, descended from Siculo-Arabic , though it has experienced extensive changes as a result of sustained and intensive contact with Italo-Romance varieties, and more recently also with English. Due to "a mix of social, cultural, historical, political, and indeed linguistic factors", many Maltese people today consider their language Semitic but not

6192-509: Is preferable to allowing the group to be able to use its preferred name, pointing out there were various inconsistencies in the BBC's and other outlets choice not to translate the names of other groups, and pointing out that Boko Haram is also an unofficial pejorative name. Concerning the issue of using recognisable names, Stephen Pritchard of The Guardian relayed the failure of their paper to get it right when they initially used "The Brotherhood",

6336-634: Is represented by the symbolism in the Black Standard variant of the legendary battle flag of Muhammad that it has adopted: the flag shows the Seal of Muhammad within a white circle, with the phrase above it, " There is no god but Allah ". This symbolism is said to symbolize IS's belief that it represents the restoration of the caliphate of early Islam , with all the political, religious and eschatological ramifications that this would imply. Abu Abdullah al-Muhajir, an Egyptian Jihadist theoretician and ideologue

6480-535: Is sub-optimal, since many English speakers are unable to pronounce it the same way Arabic speakers do, due to the voiced pharyngeal fricative , represented by the apostrophe in Dai'ish. The term Self-Styled Islamic State (SSIS) has also been used many times to refer to the group. Many newspapers, such as The Age use a variant expression "so-called Islamic State". Most English language outlets initially first used ISIS, while usage of ISIL later increased. Use of ISIS

6624-559: Is the third most widespread official language after English and French, one of six official languages of the United Nations , and the liturgical language of Islam . Arabic is widely taught in schools and universities around the world and is used to varying degrees in workplaces, governments and the media. During the Middle Ages , Arabic was a major vehicle of culture and learning, especially in science, mathematics and philosophy. As

"Literary Arabic" and "Standard Arabic" ( فُصْحَى fuṣḥá ) are less strictly defined terms that may refer to Modern Standard Arabic or Classical Arabic. Some of the differences between Classical Arabic (CA) and Modern Standard Arabic (MSA) are as follows: MSA uses much Classical vocabulary (e.g., dhahaba 'to go') that

7056-516: Is used to denote concepts that have arisen in the industrial and post-industrial era , especially in modern times. Due to its grounding in Classical Arabic, Modern Standard Arabic is removed over a millennium from everyday speech, which is construed as a multitude of dialects of this language. These dialects and Modern Standard Arabic are described by some scholars as not mutually comprehensible. The former are usually acquired in families, while

7200-453: Is very similar to the Arabic word دعس ( Dāʿis ), meaning "one who crushes (or tramples down) something underfoot". It also resembles the Arabic word داحس ( Dāhis ), the beginning of داحس والغبراء ( Dāhis wa'l-Ghabrā' , or "felon and dust"), which refers to the Islamic concept of the Jahiliyyah and can be loosely translated as "one who sows discord". Both words obviously have

7344-445: The Lisān al-ʻArab ). Modern Standard Arabic (MSA) largely follows the grammatical standards of Classical Arabic and uses much of the same vocabulary. IS has been described as a terrorist group adhering to Salafi jihadism . Raqqa in Syria was under IS control from 2013 and in 2014 it became the group's de facto capital city. 7632-770: The Al Saud family , rather they consider them apostates. The call for a global caliphate is another departure from Wahhabism. The caliphate, understood in Islamic law as the ideal Islamic polity uniting all Muslim territories, does not figure much in traditional Najdi writings. Ironically, Wahhabism emerged as an anti-caliphate movement. Although violence was not absent in the First Saudi State, Islamic State's displays of beheading, immolation, and other forms of violence aimed at inspiring fear are not in imitation of early Saudi practices. They were introduced by Abu Musab Al-Zarqawi, former leader of Al-Qaeda in Iraq, who took inspiration from

7776-507: The Bashar al-Assad regime and ISIL infiltrated the town, "first dozens and then hundreds of people disappeared". After 2015, the Iraqi Armed Forces and the Syrian Democratic Forces pushed back IS and degraded its financial and military infrastructure, assisted by advisors, weapons, training, supplies, and airstrikes by the American-led coalition , and later by Russian airstrikes, bombings, cruise missile attacks, and scorched-earth tactics across Syria, which focused mostly on razing Syrian opposition strongholds rather than IS bases. The following features of Proto-Arabic can be reconstructed with confidence: On the other hand, several Arabic varieties are closer to other Semitic languages and maintain features not found in Classical Arabic, indicating that these varieties cannot have developed from Classical Arabic. This variety and both its classicizing and "lay" iterations have been termed Middle Arabic in the past, but they are thought to continue an Old Higazi register. There are inscriptions in an undotted, 17-letter Arabic script dating to the 6th century CE, found at four locations in Syria ( Zabad , Jebel Usays , Harran , Umm el-Jimal ). This led to the widely used translations of "Islamic State in Iraq and the Levant", "Islamic State in Iraq and Syria" or "Islamic State in Iraq and al-Sham". "The Levant " generally refers to at least part or all of Syria, Iraq, Jordan , Israel , Palestine , and Lebanon , though its definition varies. According to

10080-402: The BBC, since neither "Levant", nor "Syria", reflect the group's likely meaning of the word al-Sham in Arabic, "various experts have therefore said that the word al-Sham should not be translated" (when rendering the long form name). According to Syrian-American journalist Hassan Hassan , if the term Levant had been the intended meaning, the Arabic word would have been "Bilad al-Sham", whereas

10224-468: The Egyptian Jihadi scholar, Abu Abdallah Al Muhajir. It is the latter's legal manual on violence, popularly known as Fiqh ad-Dima (The Jurisprudence of Blood), that is the Islamic State's standard reference for justifying its acts of violence. The Islamic State's apocalyptic dimension also lacks a mainstream Wahhabi precedent. IS aims to return to the early days of Islam, rejecting all innovations in

10368-529: The End Times fill Islamic State propaganda. It's a big selling point with foreign fighters, who want to travel to the lands where the final battles of the apocalypse will take place. The civil wars raging in those countries today [Iraq and Syria] lend credibility to the prophecies. The Islamic State has stoked the apocalyptic fire. ... For Bin Laden's generation, the apocalypse wasn't a great recruiting pitch. Governments in

10512-698: The Islamic State Originating in Iraq, the group underwent various previous name changes , and since 2006 had been known as Islamic State of Iraq (ISI), a name which had failed to gain any traction, as the group had failed to gain or hold any significant territory as ISI, and thus widespread confusion over what to call them was largely absent. Confusion began when the group gained further territory and changed its name to ad-Dawlah al-Islāmiyah fī 'l-ʿIrāq wa-sh-Shām in April 2013 as it expanded into Syria. It then changed to ad-Dawlah al-Islāmiyah in June 2014 as part of

10656-416: The Levant (ISIL) as the group's primary name, believing "Levant" to be the more accurate translation. It also listed the Islamic State of Iraq and al-Sham (ISIS), the Islamic State of Iraq and Syria (ISIS), ad-Dawla al-Islamiyya fi al-'Iraq wa-sh-Sham, Daesh, Dawla al Islamiya, and Al-Furqan Establishment for Media Production, as aliases. This was to disassociate the group from the al-Nusrah Front (ANF), as

10800-412: The Middle East and North Africa have become a badge of sophistication and modernity and ... feigning, or asserting, weakness or lack of facility in Arabic is sometimes paraded as a sign of status, class, and perversely, even education through a mélange of code-switching practises." Arabic has been taught worldwide in many elementary and secondary schools, especially Muslim schools. Universities around

10944-479: The Middle East two decades ago were more stable, and sectarianism was more subdued. It was better to recruit by calling to arms against corruption and tyranny than against the Antichrist. Today, though, the apocalyptic recruiting pitch makes more sense than before. Since at latest 2004, a significant goal of the group has been the foundation of a Sunni Islamic state . Specifically, ISIL has sought to establish itself as

11088-720: The Pentagon adopted the abbreviation ISIS when referencing the group. A spokesman for the Canadian Minister of Foreign Affairs told Power & Politics in December 2014, "Whether it is called Daesh, ISIL or ISIS, Canada and the coalition agree this heinous terrorist group presents a threat to the region, and the entire world. That is why Canada has announced a number of measures designed to combat ISIL's brutality and help victims of this barbaric terrorist group." The Associated Press originally opted to use ISIL, believing Levant to be

11232-481: The Qur'an and Muslim traditions. Abu Omar al-Baghdadi , the first Emir of the Islamic State of Iraq , was radicalised as a Muslim Brotherhood member during his youth. Motaz Al-Khateeb states that religious texts and Islamic jurisprudence "alone cannot explain the emergence" of Daesh since the Muslim Brotherhood and Daesh "draw on the same Islamic jurisprudence" but "are diametrically opposite" in strategy and behavior. Through

11376-626: The Qur'an is referred to by linguists as "Quranic Arabic", as distinct from its codification soon thereafter into " Classical Arabic ". In late pre-Islamic times, a transdialectal and transcommunal variety of Arabic emerged in the Hejaz , which continued living its parallel life after literary Arabic had been institutionally standardized in the 2nd and 3rd century of the Hijra , most strongly in Judeo-Christian texts, keeping alive ancient features eliminated from

11520-561: The Romance languages. Also, while it is comprehensible to people from the Maghreb , a linguistically innovative variety such as Moroccan Arabic is essentially incomprehensible to Arabs from the Mashriq , much as French is incomprehensible to Spanish or Italian speakers but relatively easily learned by them. This suggests that the spoken varieties may linguistically be considered separate languages. With

11664-535: The Salafi-jihadi movement that evolved out of the Afghan jihad. One difference between IS and other Islamist and jihadist movements, including al-Qaeda , is the group's emphasis on eschatology and apocalypticism – that is, a belief in a final Day of Judgment by God. IS believes that it will defeat the army of "Rome" at the town of Dabiq . The noted scholar of militant Islamism Will McCants writes: References to

11808-512: The US Joint Special Operations Command . On 30 November 2022, IS announced that their unidentified leader had been killed in battle and named a successor, providing no additional information other than his pseudonym . A spokesman for U.S. Central Command confirmed that IS's leader had been killed in mid-October by anti-government rebels in southern Syria. On 16 February 2023, senior IS leader Hamza al-Homsi blew himself up in

11952-522: The US State Department, David Kilcullen , has said that "There undeniably would be no Isis if we had not invaded Iraq." It has been reported that Iraqis and Syrians have been given greater precedence over other nationalities within IS because the group needs the loyalties of the local Sunni populations in both Syria and Iraq in order to be sustainable. Other reports, however, have indicated that Syrians are at

12096-412: The United Nations and others, IS—during its rule in northern Iraq—launched genocides against Yazidis and Iraqi Turkmen ; engaged in persecution of Christians , Shia Muslims , and Mandaeans ; publicised videos of beheadings of soldiers, journalists, and aid workers; and destroyed several cultural sites . The group has also perpetrated terrorist massacres in territories outside of its control, such as

12240-560: The United States to combat terrorism. Russia had previously claimed Baghdadi was killed in May 2019 by their airstrike. In September 2019, a statement attributed to IS's propaganda arm, the Amaq news agency , claimed that Abdullah Qardash was named as al-Baghdadi's successor. Analysts dismissed this statement as a fabrication, and relatives were reported as saying that Qardash died in 2017. Rita Katz ,

12384-553: The United States, Canada, Turkey, Australia, the United Kingdom, and other countries generally call the group ISIL, while much of the Arab world uses the Arabic acronym Dāʻish or Daesh. France's Foreign Minister Laurent Fabius said: "This is a terrorist group and not a state. I do not recommend using the term Islamic State because it blurs the lines between Islam, Muslims, and Islamists. The Arabs call it 'Daesh' and I will be calling them

12528-455: The acronyms ISIS or ISIL, or using qualifiers on the new name. Despite the objections, use of the group's preferred name of Islamic State without qualification also spread. The United Nations generally refers to the group as ISIL. Former U.N. Secretary-General Ban Ki-moon has also used "Un-Islamic Non-State". Governments of the Arab states adopted Daesh and continue to use it instead of IS. The Israeli government approach has been

12672-684: The allegiance of all devout Muslims worldwide according to Islamic jurisprudence ( fiqh ). ISIL has detailed its goals in its Dabiq magazine, saying it will continue to seize land and take over the entire Earth until its: Blessed flag...covers all eastern and western extents of the Earth, filling the world with the truth and justice of Islam and putting an end to the falsehood and tyranny of jahiliyyah [state of ignorance], even if America and its coalition despise such. According to German journalist Jürgen Todenhöfer , who spent ten days embedded with ISIL in Mosul ,

12816-401: The city, the Syrian Democratic Forces (SDF) announced the full capture of Raqqa from IS. From 2013 to 2019, IS was headed and run by Abu Bakr al-Baghdadi , the Islamic State's self-styled Caliph . Before their deaths, he had two deputy leaders, Abu Muslim al-Turkmani for Iraq and Abu Ali al-Anbari (also known as Abu Ala al-Afri) for Syria, both ethnic Turkmen . Advising al-Baghdadi were

12960-567: The conversion of Semitic mimation to nunation in the singular. It is best reassessed as a separate language on the Central Semitic dialect continuum. It was also thought that Old Arabic coexisted alongside—and then gradually displaced— epigraphic Ancient North Arabian (ANA), which was theorized to have been the regional tongue for many centuries. ANA, despite its name, was considered a very distinct language, and mutually unintelligible, from "Arabic". Scholars named its variant dialects after

13104-482: The current Saudi Arabian government in that category. IS believes that only a legitimate authority can undertake the leadership of jihad and that the first priority over other areas of combat, such as fighting non-Muslim countries, is the purification of Islamic society. For example, IS regards the Palestinian Sunni group Hamas as apostates who have no legitimate authority to lead jihad and see fighting Hamas as

13248-537: The death of Samir Abd Muhammad al-Khlifawi, a former colonel in the intelligence service of the Iraqi Air Force before the US invasion who had been described as "the strategic head" of ISIL, detailed planning for the ISIL takeover of northern Syria which made possible "the group's later advances into Iraq". Al-Khlifawi called for the infiltration of areas to be conquered with spies who would find out "as much as possible about

13392-559: The debate as less about the meaning of words, but what they convey, contrasting politician's wish to have the group seen in a negative light, with the tradition in journalistic and academic circles to use organisations own preferred names, with explanation if there is a confusion or conflict with other meanings. Writing in The Independent , assistant secretary general of the Muslim Council of Britain, Miqdaad Versi , argued that daesh

13536-677: The decision, arguing Daesh was pejorative and that its approach was necessary to maintain impartiality. NPR uses "Islamic State" with the optional use of qualifiers in the first instance, then ISIS thereafter. USA Today "identifies the group as the Islamic State, the Islamic State militant group, or the Islamic State extremist group." The New York Times uses "Islamic State", choosing to explain it in context. The Guardian , and its sister paper The Observer , uses "Islamic State" at first mention and "ISIS" thereafter. (It does not uppercase acronyms). It chose "ISIS" over "ISIL" as being more usual in British media. In September 2014 it

13680-577: The emergence of Central Semitic languages, particularly in grammar. Innovations of the Central Semitic languages—all maintained in Arabic—include: There are several features which Classical Arabic, the modern Arabic varieties, as well as the Safaitic and Hismaic inscriptions share which are unattested in any other Central Semitic language variety, including the Dadanitic and Taymanitic languages of

13824-728: The eve of the conquests: Northern and Central (Al-Jallad 2009). The modern dialects emerged from a new contact situation produced following the conquests. Instead of the emergence of a single or multiple koines, the dialects contain several sedimentary layers of borrowed and areal features, which they absorbed at different points in their linguistic histories. According to Veersteegh and Bickerton, colloquial Arabic dialects arose from pidginized Arabic formed from contact between Arabs and conquered peoples. Pidginization and subsequent creolization among Arabs and arabized peoples could explain relative morphological and phonological simplicity of vernacular Arabic compared to Classical and MSA. In around

13968-715: The expansion of the khilafah's [caliphate's] authority and the arrival of its troops to their areas." This was a rejection of the political divisions in Southwestern Asia that were established by the UK and France during World War I in the Sykes–Picot Agreement . All non-Muslim areas would be targeted for conquest after the Muslim lands were dealt with, according to the Islamist manual Management of Savagery . Documents found after

14112-593: The fact that they participate in the innovations common to all forms of Arabic. The earliest attestation of continuous Arabic text in an ancestor of the modern Arabic script are three lines of poetry by a man named Garm(')allāhe found in En Avdat, Israel , and dated to around 125 CE. This is followed by the Namara inscription , an epitaph of the Lakhmid king Imru' al-Qays bar 'Amro, dating to 328 CE, found at Namaraa, Syria. From

14256-428: The first step towards confrontation by IS with Israel. Yemeni journalist Abdulelah Haider Shaye said: The Islamic State was drafted by Sayyid Qutb, taught by Abdullah Azzam, globalized by Osama bin Laden, transferred to reality by Abu Musab al-Zarqawi, and implemented by al-Baghdadis: Abu Omar and Abu Bakr. The Islamic State added a focus on sectarianism to a layer of radical views. In particular, it linked itself to

14400-453: The fourth most useful language for business, after English, Mandarin Chinese , and French. Arabic is written with the Arabic alphabet , an abjad script that is written from right to left . Arabic is usually classified as a Central Semitic language . Linguists still differ as to the best classification of Semitic language sub-groups. The Semitic languages changed between Proto-Semitic and

14544-562: The group adopted the name ad-Dawlah al-Islāmiyah fī 'l-ʿIrāq wa-sh-Shām ( الدولة الإسلامية في العراق والشام ). As al-Shām is a region often compared with the Levant or the region of Syria , the group's name has been variously translated as "Islamic State of Iraq and al-Sham ", "Islamic State of Iraq and Syria" (both abbreviated as ISIS), or "Islamic State of Iraq and the Levant" (abbreviated as ISIL). In 2014, Dar al-Ifta al-Misriyyah dubbed ISIS as QSIS for "al-Qaeda Separatists in Iraq and Syria", arguing that ISIL does not represent

14688-428: The group from official Saudi religious beliefs. What connection, if any, there is between Salafi-Jihadism of IS and Wahhabism and Salafism proper is disputed. IS borrowed two elements of Qutbism and 20th century Islamism into its version of Wahhabi worldview. While Wahhabism shuns violent rebellion against earthly rulers, IS embraces political call to revolutions. While historically Wahhabis were not champion activists of

14832-441: The group include the establishment of religious police to root out "vice" and enforce attendance at Salah prayers, the widespread use of capital punishment , and the destruction or re-purposing of any non- Sunni religious buildings. Bernard Haykel has described IS leader Abu Bakr al-Baghdadi's creed as "a kind of untamed Wahhabism". Senior Saudi religious leaders have issued statements condemning IS, and attempting to distance

14976-511: The group whilst speaking amongst themselves, although—and to a certain extent because—it is considered derogatory, as it resembles the Arabic words Daes ("one who crushes, or tramples down, something underfoot") and Dāhis (loosely translated as "one who sows discord"). Within areas under its control, ISIL considers use of the name Daesh punishable by flogging . In late June 2014, the group renamed itself ad-Dawlah al-Islāmiyah ( lit.   ' Islamic State ' or IS), declaring itself

15120-459: The group's origins as a renegade splinter group, supporters of Al-Qā`idah referred to the group simply as "al-Baġdādī's group". The name Daesh, considered pejorative by the Islamic State, is the common term for the group used in the Muslim world . It is based on the Arabic letters Dāl , 'alif , `ayn , and shīn , which together form the acronym داعش ( Dāʿish ) of ISIL's 2013 name al- D awla

15264-467: The human rights abuses. Social control of civilians was by imposition of IS's reading of sharia law, enforced by morality police forces known as Al-Hisbah and the all-women Al-Khanssaa Brigade , a general police force, courts, and other entities managing recruitment, tribal relations, and education. Al-Hisbah was led by Abu Muhammad al-Jazrawi. In 2015, IS published a penal code including floggings, amputations, crucifixions, etc. Names of

15408-579: The inclusion of new words into their published standard dictionaries. They also publish old and historical Arabic manuscripts. In 1997, a bureau of Arabization standardization was added to the Educational, Cultural, and Scientific Organization of the Arab League . These academies and organizations have worked toward the Arabization of the sciences, creating terms in Arabic to describe new concepts, toward

15552-500: The killing of children and non-combatants." His theological and legal justifications influenced IS, al-Qaeda, and Boko Haram , as well as several other jihadi terrorist groups. Numerous media outlets have compared his reference manual to Abu Bakr Naji 's Management of Savagery , widely read among IS's commanders and fighters. IS adheres to global jihadist principles and follows the hard-line ideology of al-Qaeda and many other modern-day jihadist groups. For their guiding principles,

15696-608: The language. Software and books with tapes are an important part of Arabic learning, as many of Arabic learners may live in places where there are no academic or Arabic language school classes available. Radio series of Arabic language classes are also provided from some radio stations. A number of websites on the Internet provide online classes for all levels as a means of distance education; most teach Modern Standard Arabic, but some teach regional varieties from numerous countries. The tradition of Arabic lexicography extended for about

15840-629: The last of its territories in West Asia , although its affiliates maintained a significant territorial presence in Africa as of 2024. The Islamic State, abbreviated IS, is also known as the Islamic State of Iraq and the Levant (ISIL / ˈ aɪ s ɪ l / ), the Islamic State of Iraq and Syria (ISIS / ˈ aɪ s ɪ s / ), and by its Arabic acronym Da'ish or Daesh ( داعش , Dāʿish , IPA: [ˈdaːʕɪʃ] ), and also as Dawlat al-Islam (Arabic: دولة الإسلام). In April 2013, having expanded into Syria,

15984-599: The late 6th century AD, a relatively uniform intertribal "poetic koine" distinct from the spoken vernaculars developed based on the Bedouin dialects of Najd , probably in connection with the court of al-Ḥīra . During the first Islamic century, the majority of Arabic poets and Arabic-writing persons spoke Arabic as their mother tongue. Their texts, although mainly preserved in far later manuscripts, contain traces of non-standardized Classical Arabic elements in morphology and syntax. Abu al-Aswad al-Du'ali ( c.  603 –689)

16128-420: The latter is taught in formal education settings. However, there have been studies reporting some degree of comprehension of stories told in the standard variety among preschool-aged children. The relation between Modern Standard Arabic and these dialects is sometimes compared to that of Classical Latin and Vulgar Latin vernaculars (which became Romance languages ) in medieval and early modern Europe. MSA

16272-416: The leaders of the Islamic State ... are open and clear about their almost exclusive commitment to the Wahhabi movement of Sunni Islam. The group circulates images of Wahhabi religious textbooks from Saudi Arabia in the schools it controls. Videos from the group's territory have shown Wahhabi texts plastered on the sides of an official missionary van. According to The Economist , Saudi practices followed by

16416-883: The many national or regional varieties which constitute the everyday spoken language. Colloquial Arabic has many regional variants; geographically distant varieties usually differ enough to be mutually unintelligible , and some linguists consider them distinct languages. However, research indicates a high degree of mutual intelligibility between closely related Arabic variants for native speakers listening to words, sentences, and texts; and between more distantly related dialects in interactional situations. The varieties are typically unwritten. They are often used in informal spoken media, such as soap operas and talk shows , as well as occasionally in certain forms of written media such as poetry and printed advertising. Hassaniya Arabic , Maltese , and Cypriot Arabic are only varieties of modern Arabic to have acquired official recognition. Hassaniya

16560-509: The members of its military and security committees and the majority of its emirs and princes—are former Iraqi military and intelligence officers, specifically former members of Saddam Hussein 's Ba'ath government who lost their jobs and pensions in the de-Ba'athification process after that regime was overthrown. The former Chief Strategist in the Office of the Coordinator for Counterterrorism of

16704-405: The more likely meaning of Greater Syria still leads to the acronym ISIS. In contrast to the difficulties in translation of the group's former name, according to The Guardian the group's 2014 name "near enough" literally translates to "Islamic State", however there is still a remaining difficulty since this fails to capture the true Arabic connotations, which are closer to a religious concept of

16848-411: The most accurate translation. After the name change to IS, it has switched to referring to the "Islamic State group". The AP's guide is used by many media organisations. BBC News chose to refer to it as "Islamic State group", "so-called islamic State", or "self-styled Islamic State" in the first instance, shortening it to IS on subsequent mentions. In face of criticism from politicians, it stood by

16992-532: The most invoked ideological figures of IS include Ibn Taymiyya , Abdullah Azzam, and Abu Bakr Naji . Although IS claims to adhere to the Salafi theology of Ibn Taymiyyah , it rejects traditional Salafi interpretations as well as the four Sunni schools of law, and anathematizes the majority of Salafis as heretics . IS ideologues rarely uphold adherence to Islamic scholarship and law manuals for reference, mostly preferring to derive rulings based on self-interpretation of

17136-768: The need for a lexical injection in Arabic, to suit concepts of the industrial and post-industrial age (such as sayyārah سَيَّارَة 'automobile' or bākhirah باخِرة 'steamship'). In response, a number of Arabic academies modeled after the Académie française were established with the aim of developing standardized additions to the Arabic lexicon to suit these transformations, first in Damascus (1919), then in Cairo (1932), Baghdad (1948), Rabat (1960), Amman (1977), Khartum  [ ar ] (1993), and Tunis (1993). They review language development, monitor new words and approve

17280-669: The official statement of beliefs originally released by al-Baghdadi in 2007 and subsequently updated since June 2014, ISIL defined its creed as "a middle way between the extremist Kharijites and the lax Murji'ites ". ISIL's ideology represents radical Jihadi-Salafi Islam, a strict, puritanical form of Sunni Islam . Muslim organisations like Islamic Networks Group (ING) in America have argued against this interpretation of Islam . ISIL promotes religious violence , and regards Muslims who do not agree with its interpretations as infidels or apostates . According to Hayder al Khoei, IS's philosophy

17424-424: The one whose sound is heard but whose person remains unseen. Now the term al-hatif is used for a telephone. Therefore, the process of tawleed can express the needs of modern civilization in a manner that would appear to be originally Arabic. In the case of Arabic, educated Arabs of any nationality can be assumed to speak both their school-taught Standard Arabic as well as their native dialects, which depending on

17568-617: The ongoing civil war in Syria and the disintegrating local military forces of Iraq. By the end of 2015, its self-declared caliphate ruled an area with a population of about 12 million, where they enforced their extremist interpretation of Islamic law , managed an annual budget exceeding US$ 1   billion, and commanded more than 30,000 fighters. After a grinding conflict with American, Iraqi, and Kurdish forces, IS lost control of all its Middle Eastern territories by 2019, subsequently reverting to insurgency from remote hideouts while continuing its propaganda efforts . These efforts have garnered

17712-549: The overhaul of Arabic grammar first proposed by Al-Jahiz 200 years prior. The Maghrebi lexicographer Ibn Manzur compiled Lisān al-ʿArab ( لسان العرب , "Tongue of Arabs"), a major reference dictionary of Arabic, in 1290. Charles Ferguson 's koine theory claims that the modern Arabic dialects collectively descend from a single military koine that sprang up during the Islamic conquests; this view has been challenged in recent times. Ahmad al-Jallad proposes that there were at least two considerably distinct types of Arabic on

17856-446: The plural term was in widespread use in the Middle East. According to Associated Press reporting the words of residents of Mosul in Iraq who were speaking on condition of anonymity, the group itself wishes to be referred by its full name only, Islamic State, considering the acronym Daesh to be disrespectful, going so far as to threaten to cut the tongue out of anyone who used it in public. According to The Week , experts argue that it

18000-410: The region may be mutually unintelligible. Some of these dialects can be considered to constitute separate languages which may have "sub-dialects" of their own. When educated Arabs of different dialects engage in conversation (for example, a Moroccan speaking with a Lebanese), many speakers code-switch back and forth between the dialectal and standard varieties of the language, sometimes even within

18144-459: The religion, which it believes corrupts its original spirit. It condemns later caliphates and the Ottoman Empire for deviating from what it calls pure Islam and seeks to revive the original Qutbist project of the restoration of a global caliphate that is governed by a strict Salafi-Jihadi doctrine. Following Salafi-Jihadi doctrines, IS condemns the followers of secular law as disbelievers, putting

18288-531: The rough English translation to refer to the little known Al-Qaeda group in the wake of the September 11 attacks , before quickly dropping it as the Arabic name gained traction, despite it being their chosen brand. Arabic Arabic (endonym: اَلْعَرَبِيَّةُ , romanized :  al-ʿarabiyyah , pronounced [al ʕaraˈbijːa] , or عَرَبِيّ , ʿarabīy , pronounced [ˈʕarabiː] or [ʕaraˈbij] )

18432-542: The same as Arab states. The British government originally used ISIL, but adopted Daesh on 2 December 2015. The French government elected to use a French-based spelling ('Daech') of the Arabic name, replacing its previous French name, EIIL (L'Etat islamique en Irak et au Levant), stating that other names "blur the lines between Islam, Muslims and Islamists". The Australian government , under Prime Minister Tony Abbott , adopted Daesh in January 2015. The United States government designated Islamic State of Iraq and

18576-458: The same sentence. The issue of whether Arabic is one language or many languages is politically charged, in the same way it is for the varieties of Chinese , Hindi and Urdu , Serbian and Croatian , Scots and English, etc. In contrast to speakers of Hindi and Urdu who claim they cannot understand each other even when they can, speakers of the varieties of Arabic will claim they can all understand each other even when they cannot. While there

18720-458: The sole example of Medieval linguist Abu Hayyan al-Gharnati – who, while a scholar of the Arabic language, was not ethnically Arab – Medieval scholars of the Arabic language made no efforts at studying comparative linguistics, considering all other languages inferior. In modern times, the educated upper classes in the Arab world have taken a nearly opposite view. Yasir Suleiman wrote in 2011 that "studying and knowing English or French in most of

18864-556: The standardization of these new terms throughout the Arabic-speaking world, and toward the development of Arabic as a world language . This gave rise to what Western scholars call Modern Standard Arabic. From the 1950s, Arabization became a postcolonial nationalist policy in countries such as Tunisia, Algeria, Morocco, and Sudan. Arabic usually refers to Standard Arabic, which Western linguists divide into Classical Arabic and Modern Standard Arabic. It could also refer to any of

19008-460: The target towns: Who lived there, who was in charge, which families were religious, which Islamic school of religious jurisprudence they belonged to, how many mosques there were, who the imam was, how many wives and children he had and how old they were". Following this surveillance and espionage would come murder and kidnapping – "the elimination of every person who might have been a potential leader or opponent". In Raqqa , after rebel forces drove out

19152-400: The task of ensuring that all decisions made by the governors and councils comply with the group's interpretation of sharia . While al-Baghdadi had told followers to "advise me when I err" in sermons, according to observers "any threat, opposition, or even contradiction is instantly eradicated". According to Iraqis, Syrians, and analysts who study the group, almost all of IS's leaders—including

19296-506: The territory it controls. In a speech in September 2014, United States President Barack Obama said that ISIL was neither Islamic (on the basis that no religion condones the killing of innocents) nor a state (in that no government recognises the group as a state), while many object to using the name Islamic State owing to the far-reaching religious and political claims to authority which that name implies. The United Nations Security Council ,

19440-501: The towns where the inscriptions were discovered (Dadanitic, Taymanitic, Hismaic, Safaitic). However, most arguments for a single ANA language or language family were based on the shape of the definite article, a prefixed h-. It has been argued that the h- is an archaism and not a shared innovation, and thus unsuitable for language classification, rendering the hypothesis of an ANA language family untenable. Safaitic and Hismaic, previously considered ANA, should be considered Old Arabic due to

19584-461: The vast majority of Muslims. While the use of either one or the other acronym has been the subject of debate, the distinction between the two and its relevance has been considered less important. Of greater relevance is the name Daesh, which is an acronym of ISIL's Arabic name ad-Dawlah al-Islamīyah fī l-ʻIrāq wa-sh-Shām. Dāʿish ( داعش ), or Daesh. This name has been widely used by ISIL's Arabic-speaking detractors, for example when referring to

19728-507: The view he kept hearing was that ISIL wants to "conquer the world", and that all who do not believe in the group's interpretation of the Quran will be killed. Todenhöfer was struck by the ISIL fighters' belief that "all religions who agree with democracy have to die", and by their "incredible enthusiasm" – including enthusiasm for killing "hundreds of millions" of people. When the caliphate was proclaimed, ISIL stated: "The legality of all emirates, groups, states and organisations becomes null by

19872-451: The world have classes that teach Arabic as part of their foreign languages , Middle Eastern studies , and religious studies courses.
