A commune ( Spanish : comuna , IPA: [koˈmuna] ) is the smallest administrative subdivision in Chile . It may contain cities , towns , villages , hamlets as well as rural areas. In highly populated areas, such as Santiago , Valparaíso and Concepción , a conurbation may be broken into several communes.
