The district of Guarda ( Portuguese : Distrito de Guarda [ˈɡwaɾðɐ] ) is located in the Centro Region of Portugal , except Vila Nova de Foz Côa , which is in the Norte Region . The district capital and most populous city is Guarda . It borders Spain .
