The Humanitarian Response Index (HRI) is an independent civil society initiative to annually assess and rank wealthy countries against their commitment to improve the quality and effectiveness of their humanitarian assistance . Developed by DARA (formerly, Development Assistance Research Associates ), the HRI's intended purpose is to assist the Organisation for Economic Co-operation and Development 's Development Assistance Committee (OECD/DAC) donor governments ensure that their humanitarian assistance has the greatest impact on beneficiaries. The HRI's aim is to improve the quality and effectiveness of aid, and promote greater efficiency , effectiveness , transparency and accountability of government donors. The first edition was published in 2007, followed by subsequent editions in 2008, 2009, and 2010.

59-597: As the principal providers of humanitarian assistance, the OECD / DAC donor governments agreed to a set of Good Humanitarian Donorship (GHD) Principles, according to the Good Humanitarian Donorship Initiative started in 2003. DARA created the HRI to complement other initiatives in the sector. The main aims of the HRI are to contribute to ongoing efforts to improve the quality of humanitarian aid and ensure that it

118-399: A comparison using the (more theoretically justifiable) chained GK prices." Even though it is more theoretically justifiable, it does not mean it should be used without considering every aspect of this method. For example, Maddison (2001) used the 1990 international dollar when he examined prices during the time of Christ. Ideally, we would use a price benchmark which is significantly closer to

177-693: A country . The OECD also created agencies such as the OECD Development Centre (1961), International Energy Agency (IEA, 1974), and Financial Action Task Force on Money Laundering . The aims of the OECD are stated in Article 1 of the Convention as: Unlike the United Nations' "Organizations," OECD uses the spelling "Organisation" with an "s" in its name, together with a hyphenated "Co-operation". Following

236-631: A cumbersome task. Following several (occasionally unruly) meetings at the Hotel Majestic in Paris, which began in January 1960, a resolution was reached to create a body that would not only solve European and Atlantic economic issues, but also devise policies that could assist less developed countries. This reconstituted organisation would bring the US and Canada, who were already OEEC observers, on board as full members, and

295-646: A discussion on a broad spectrum of thematic issues relevant to the OECD charter, member countries, and non-member countries. Noteworthy meetings include: Exchanges between OECD governments benefit from the information, analysis, and preparation of the OECD Secretariat. The secretariat collects data, monitors trends, and analyses and forecasts economic developments. Under the direction and guidance of member governments, it also researches social changes or evolving patterns in trade, environment, education, agriculture, technology, taxation and other areas. The secretariat

354-494: A framework for negotiations aimed at setting up a European Free Trade Area , to bring the EEC's Inner Six and other OEEC members together on a multilateral basis. In 1958, a European Nuclear Energy Agency was set up in response to Euratom. By this time, some leading countries felt that the OEEC had outlived its purpose but could be adapted to fulfil a more global mission, which proved to be

413-621: A local currency unit is worth within the country's borders. It is used to make comparisons both between countries and over time. For example, comparing per capita gross domestic product (GDP) of various countries in international dollars, rather than based simply on exchange rates, provides a more valid measure to compare standards of living . It was proposed by Roy C. Geary in 1958 and developed by Salem Hanna Khamis between 1970 and 1982. Figures expressed in international dollars cannot be converted to another country's currency using current market exchange rates; instead they must be converted using

472-659: A member of the Organisation through the letter addressed by Romanian Prime Minister Victor Ponta to OECD Secretary-General José Ángel Gurría . In September 2012, the government of Bulgaria confirmed it would apply for membership before the OECD Secretariat. The OECD established a working group headed by ambassador Seiichiro Noboru to work out a plan for the enlargement with non-members. The working group defined four criteria that must be fulfilled: "like-mindedness", "significant player", "mutual benefit" and "global considerations." The working group's recommendations were presented at

531-461: A member on 28 April 2020. On 15 May 2020, the OECD decided to extend a formal invitation for Costa Rica to join the OECD, which joined as a member on 25 May 2021. Other countries that have expressed interest in OECD membership are Argentina , Brazil , Croatia , Malaysia and Peru . In January 2022, the OECD reported that membership talks were underway with Argentina , Brazil , Bulgaria , Croatia , Peru and Romania . In March 2022,

590-522: A membership option for these countries. As a result of this, Poland , Hungary , the Czech Republic and Slovakia , as well as South Korea and Mexico , became members of the OECD between 1996 and 2000. East Germany joined on 3 October 1990 through reunification with West Germany. In the 1990s, several European countries, now members of the European Union, expressed their willingness to join

649-573: A ratio afterwards). This allows us to see how much it actually costs to live in said country. Although with this approach emerges another problem. What should we choose to be in the basket? Brunt and Fidalgo (2018) use examples of an English basket in 1775 and Chinese basket in 1775. While the English one would have a lot of wheat, the Chinese one would have a lot of rice. Wheat was quite affordable in England and rice

708-406: A very high Human Development Index . As of 2024 their collective population is 1.38 billion people with an average life expectancy of 80 years and a median age of 40, against a global average of 30. As of 2017 , OECD Member countries collectively comprised 62.2% of global nominal GDP ( USD 49.6 trillion) and 42.8% of global GDP ( Int$ 54.2 trillion) at purchasing power parity . The OECD

767-536: Is an intergovernmental organization with 38 member countries, founded in 1961 to stimulate economic progress and world trade . It is a forum whose member countries describe themselves as committed to democracy and the market economy , providing a platform to compare policy experiences, seek answers to common problems, identify good practices, and coordinate domestic and international policies of its members. The majority of OECD members are generally regarded as developed countries , with high-income economies , and

826-573: Is an official United Nations observer . OECD nations have strong social security systems ; their average social welfare spending stood at roughly 21% of GDP. The OECD's headquarters are at the Château de la Muette in Paris , France, which housed its predecessor organization, the Organization for European Economic Co-operation. The OECD is funded by contributions from member countries at varying rates and

885-738: Is better to include PPP or prices of goods in said country. International dollar solves this by taking into account exchange rates, PPP and average commodity prices. Geary-Khamis method is the best method for comparisons of agricultural outputs. Economists and historians use many methods when they want to research economic development in the past. For example, if we take the United States of America and United Kingdom (these two examples were compared many times in various researches), someone may use nominal exchange rates, Lindert and Williamson (2016) used PPP exchange rates and Broadberry (2003) used growth rates using own-country price indices. However, none of them

944-471: Is calculated by dividing the total output of i-th commodity in all selected countries, converted in international dollars, using purchasing power parities, by the total quantity produced of i-th commodity. Previous equation can be rewritten as follows: This equation suggests that Pi is weighted average of international prices pij after conversion into international dollars using PPPj. PPPj is by Geary-Khamis system defined through this equation: The numerator of

1003-437: Is defined as an international average of prices of i-th commodity in various countries. Prices in these countries are expressed in their national currencies. Geary-Khamis method solves this by using national prices after conversion into a common currency using the purchasing power parities (PPP). Hence, the international price, Pi of i-th commodity is defined as: This equation implies that the international price of i-th commodity

1062-677: Is organised in directorates: The head of the OECD Secretariat and chair of the OECD Council is the Secretary-General. Secretary-General selections are made by consensus , meaning all member states must agree on a candidate. Representatives of member and observer countries meet in specialised committees on specific policy areas, such as economics, trade, science, employment, education, development assistance or financial markets. There are about 200 committees, working groups and expert groups. Committees discuss policies and review progress in

1121-547: Is recognised as a highly influential publisher of mostly economic data through publications as well as annual evaluations and rankings of member countries. The OECD is the successor organization to the Organisation for European Economic Co-operation (OEEC) , established in April 1948 among the European recipients of Marshall Plan aid for the reconstruction of Europe after World War II . Only Western European states were members of

1180-412: Is somehow better than the others (or theoretically justifiable). There is a high probability that these three methods will give three different answers, and, in fact, Brunt and Fidalgo (2018) showed in their paper that "these three approaches do give three different answers when estimating output levels and growth rates in the US and UK – and they are not only different to one another, but also different to

1239-497: Is used to assist those most in need in the most effective way possible, and with the greatest possible impact. Specifically, the HRI objectives are: DARA recently revised its methodology for the 2010 edition. To develop the donor rankings, DARA compiles data from different sources, including donors, the OECD , the World Bank and UN agencies. DARA teams also conduct field research on the ground in countries that experience crises in

1416-456: The purchasing power parity and gross domestic product of various countries and markets. The year 1990 or 2000 is often used as a benchmark year for comparisons that run through time. The unit is often abbreviated, e.g. 2000 US dollars or 2000 International$ (if the benchmark year is 2000). It is based on the twin concepts of purchasing power parities (PPP) of currencies and the international average prices of commodities. It shows how much

1475-693: The 1960s to the end of the 1990s was also described in the memoirs titled “the Bank of Japan and the OECD: Recollections and Reflections”, written in Japanese by Kumiharu Shigehara and published in December 2019. In his letter of 5 February 2019, Donald Johnston, OECD Secretary-General (1996-2006), noted that Shigehara's "book is very important for the OECD where there is little living institutional memory". 1593-504: The G20. It is not certain when the proposals will be implemented. All the major economies agreed to pass national laws that would require corporations to pay at least 15% income tax in the countries they operate. This new policy would end the practice of locating world headquarters in small countries with very low taxation rates. Governments hope to recoup some of the lost revenue, estimated at $ 100 billion to $ 240 billion each year. The new system

2124-543: The OECD: International dollar The international dollar ( int'l dollar or intl dollar , symbols Int'l$ . , Intl$ . , Int$ ), also known as Geary–Khamis dollar (symbols G–K$ or GK$ ), is a hypothetical unit of currency that has the same purchasing power parity that the U.S. dollar had in the United States at a given point in time. It is mainly used in economics and financial statistics for various purposes, most notably to determine and compare

2183-457: The OEEC would set to work straight away on convincing Japan to join the organisation. The Convention on the Organisation for Economic Co-operation and Development was signed on 14 December 1960, and the OECD officially superseded the OEEC in September 1961, consisting of the European founder countries of the OEEC, with the additions of the United States and Canada. 2419-415: The base year is chosen, and all figures will be expressed in constant international dollars for that specified base year. Researchers must understand which adjustments are reflected in the data ( Marty Schmidt ): Suppose PPPj is the parity of j-th currency with a currency called international dollars, which may reflect any currency, however, US dollar is the most commonly used. Then the international price Pi

2478-435: The cost borne by the member countries, such as sending their officials to OECD meetings and maintaining permanent delegations, is equivalent to the cost of running the secretariat. This ratio is unique among inter-governmental organisations. In other words, the OECD is more a persistent forum or network of officials and experts than an administration. The OECD regularly holds minister-level meetings and forums as platforms for

2537-584: The country prices. Another problem emerges when researchers compare countries which have different price structure than the international price structure. Brunt and Fidalgo (2018) show examples of Ireland (which has really similar price structure to the international) and South Africa (which has really different price structure to the international). So, when using domestic and international price indices, Ireland's growth rates move in very similar direction, but when domestic and international prices are applied to South Africa, they, in fact, move in opposite directions. It

2596-462: The country's PPP exchange rate used in the study. According to IMF, below is the implied PPP rate of International dollar to local currency of respective countries in 2022: This system is valuing the matrix of quantities using the international prices vector. The vector is obtained by averaging the national prices in the participating countries after their conversion into a common currency with PPP and weighing quantities. PPPs are obtained by averaging

2655-542: The equation represents the total value of output in j-th country expressed in national currency, and the denominator is the value of j-th country output evaluated by repricing at international prices Pi in international dollars. Then PPPj gives the number of national currency units per international dollar. Geary-Khamis international dollar is widely used by foreign investors and institutions such as IMF, FAO and World Bank. It has become so widely used because it made possible to compare living standards between countries. Thanks to

2714-548: The first time in Kumiharu Shigehara, “Multilateral Surveillance: What the OECD can offer?” (the 1996 Global Finance Lecture, the University of Birmingham, 1996; OECD publication, Paris, 1996) at a time when Shigehara was OECD Chief Economist and Head of Economics Department (1992–1997); he was subsequently OECD Deputy Secretary-General (1997–1999). It was also discussed in: The history of OECD multilateral surveillance from

2773-429: The given policy area. OECD has a number of specialised bodies: OECD decisions are made through voting, which requires unanimity among all of those voting. Each member country has one vote. However, dissenting members which do not wish to block a decision but merely to signal their disapproval can abstain from voting. 22 of the OECD member countries are also EU member states. As of May 2021 there are 38 members of

2832-568: The international dollar they can see more trustworthy economic situation in the country and decide whether to provide additional loans (or any other investments) to said country, or not. It also offers some comparison of purchasing power parities all around the world (developing countries tend to have higher PPPs). Some traders even use Geary-Khamis method to determine if country's currency is undervalued or overvalued. Exchange rates are frequently used for comparing currencies, however, this approach does not reflect real value of currency in said country. It

2891-545: The other (such as between OECD and non-OECD pairings). Additionally, the OECD has published and updated the Transfer Pricing Guidelines since 1995. The Transfer Pricing Guidelines serve as a template for the profit allocation of inter-company transactions to countries. The latest version, of July 2017, incorporates the approved Actions developed under the Base Erosion and Profit Shifting (BEPS) project initiated by

2950-423: The primary right to tax to the country from which capital investment originates (i.e., the home, or resident country) rather than the country in which the investment is made (the host, or source country). As a result, it is most effective between two countries with reciprocal investment flows (such as among the OECD member countries), but can be unbalanced when one of the signatory countries is economically weaker than

3009-472: The shares of national and international prices in the participating countries weighted by expenditure. International prices and PPPs are defined by a system of interrelated linear equations that need to be solved simultaneously. The GK method produces PPPs that are transitive and actual final expenditures that are additive. When comparing between countries and between years, the international dollar figures may be adjusted to compensate for inflation. In that case,

3068-465: The time of Christ. However, there are no such benchmarks. Another problem is that there is no set of international prices, which we could use for valid cross-country comparisons. Comparing GDP levels across countries using their own prices converted at the nominal exchange rate has no value whatsoever. This approach is quite arbitrary because the exchange rate is determined simply by the supply and demand for currency and these metrics are greatly dependent on

3127-415: The volumes of trade balances. It makes little (or no) sense to value all goods (both traded and non-traded at the nominal exchange rate, especially since the absolute volumes of trades may be small compared to total output in both countries. Economists therefore create PPP exchange rates, deriving the exchange rate by valuing a basket of goods in the two countries at two sets of prices (and expressing them as

3186-837: The year of study. Interviews are undertaken with representatives of humanitarian organizations operating in these countries. This quantitative and qualitative information is combined, and the performance of each donor country according to 35 indicators that aim to capture the essence of the GHD Principles. These indicators are grouped into five pillars of good practice to measure the quality, effectiveness and impact of humanitarian action – (i) Responding to needs; (ii) Prevention, risk reduction and recovery; (iii) Working with humanitarian partners; (iv) Protection and international law; and (v) Learning and accountability. Field missions have been conducted in Afghanistan , Bangladesh , Bolivia , Cameroon ,

The award recognized the development of the SDG Pathfinder, an open-access digital discovery tool for finding content and data relating to the Sustainable Development Goals (SDGs). The OECD Observer website closed in the first quarter of 2021; the archive can be consulted at www.oecd.org. The OECD's multilateral surveillance was systematically reviewed for

3363-471: Was launched in 1962. The magazine appeared six times a year until 2010, and became quarterly in 2011 with the introduction of the OECD Yearbook , launched for the 50th anniversary of the organisation. 3481-498: Was quite affordable in China, however, if we switch these goods, they both would be relatively expensive. This nicely illustrates how choice of the content of the basket will influence the comparison. Simply by using English basket, China would seem like an expensive place to live and vice versa.
