The Globally Harmonized System of Classification and Labelling of Chemicals ( GHS ) is an internationally agreed-upon standard managed by the United Nations that was set up to replace the assortment of hazardous material classification and labelling schemes previously used around the world. Core elements of the GHS include standardized hazard testing criteria, universal warning pictograms, and safety data sheets which provide users of dangerous goods relevant information with consistent organization. The system acts as a complement to the UN numbered system of regulated hazardous material transport. Implementation is managed through the UN Secretariat . Although adoption has taken time, as of 2017, the system has been enacted to significant extents in most major countries of the world. This includes the European Union , which has implemented the United Nations' GHS into EU law as the CLP Regulation , and United States Occupational Safety and Health Administration standards.

37-466: Before the GHS was created and implemented, there were many different regulations on hazard classification in use in different countries, resulting in multiple standards, classifications and labels for the same hazard. Given the $ 1.7 trillion per year international trade in chemicals requiring hazard classification, the cost of compliance with multiple systems of classification and labeling is significant. Developing

74-462: A comprehensibility-testing instrument in Annex 6. Factors that were considered in developing the GHS communication tools include: The standardized label elements included in the GHS are: The additional label elements included in the GHS are: The GHS includes directions for application of the hazard communication elements on the label. In particular, it specifies for each hazard, and for each class within

111-727: A concept to people who speak many different languages, pictograms have also been used extensively at the Olympics since the 1964 summer games in Tokyo featured designs by Masaru Katsumi. Later Olympic pictograms have been redesigned for each set of games. Pictographic writing as a modernist poetic technique is credited to Ezra Pound , though French surrealists credit the Pacific Northwest American Indians of Alaska who introduced writing, via totem poles , to North America . Contemporary artist Xu Bing created Book from

148-457: A fraction of an icon can be used to show the respective fraction of that amount. For example, the following table: can be graphed as follows: Key: [REDACTED] = 10 letters As the values are rounded to the nearest 5 letters, the second icon on Tuesday is the left half of the original. Pictograms can often transcend languages in that they can communicate to speakers of a number of tongues and language families equally effectively, even if

185-592: A reduced health risk. As an assistance to assess possible substitute substances, the Institute for Occupational Safety and Health of the German Social Accident Insurance (IFA) has developed the Column Model. On the basis of just a small amount of information on a product, substitute substances can be evaluated with the support of this table. The current version from 2020 already includes the amendments of

222-496: A substance. Each category within the classifications has associated pictograms to be used when applied to a material or mixture. As of the 10th revision of the GHS, substances or articles are assigned to 17 different hazard classes largely based on the United Nations Dangerous Goods System . The GHS approach to the classification of mixtures for health and environmental hazards uses a tiered approach and

259-420: A variety of pictograms was used to indicate facilities available at or near each station. Pictograms remain in common use today, serving as pictorial, representational signs, instructions, or statistical diagrams. Because of their graphical nature and fairly realistic style, they are widely used to indicate public toilets, or places such as airports and train stations. Because they are a concise way to communicate

296-840: A worldwide standard accepted as an alternative to local and regional systems presented an opportunity to reduce costs and improve compliance. The GHS development began at the 1992 Rio Conference on Environment and Development by the United Nations, also called Earth Summit (1992) , when the International Labour Organization (ILO), the Organisation for Economic Co-operation and Development (OECD), various governments, and other stakeholders agreed that "A globally harmonized hazard classification and compatible labelling system, including material safety data sheets and easily understandable symbols , should be available if feasible, by

333-680: Is a writing system which uses pictograms. Some pictograms, such as hazard pictograms , may be elements of formal languages . In the field of prehistoric art , the term "pictograph" has a different definition, and specifically refers to art painted on rock surfaces. Pictographs are contrasted with petroglyphs , which are carved or incised. Early written symbols were based on pictograms (pictures which resemble what they signify) and ideograms (symbols which represent ideas). Ancient Sumerian, Egyptian, and Chinese civilizations began to adapt such symbols to represent concepts, developing them into logographic writing systems . Pictograms are still in use as

370-585: Is dependent upon the amount of information available for the mixture itself and for its components. Principles that have been developed for the classification of mixtures, drawing on existing systems such as the European Union (EU) system for classification of preparations laid down in Directive 1999/45/EC . The process for the classification of mixtures is based on the following steps: Companies are encouraged to replace hazardous substances with substances featuring

407-583: The Rio de Janeiro Conference or the Earth Summit (Portuguese: ECO92, Cúpula da Terra), was a major United Nations conference held in Rio de Janeiro from 3 to 14 June 1992. Earth Summit was created as a means for member states to cooperate together internationally on development issues after the Cold War . Due to issues relating to sustainability being too big for individual member states to handle, Earth Summit

481-613: The 12th CLP Adaptation Regulation 2019/521. The GHS generally defers to the United States Environmental Protection Agency and OECD to provide and verify toxicity testing requirements for substances or mixtures. Overall, the GHS criteria for determining health and environmental hazards are test method neutral, allowing different approaches as long as they are scientifically sound and validated according to international procedures and criteria already referred to in existing systems. Test data already generated for

518-697: The Americas before Colonization . One example of many is the Rock art of the Chumash people , part of the Native American history of California . In 2011, UNESCO's World Heritage List added " Petroglyph Complexes of the Mongolian Altai, Mongolia" to celebrate the importance of the pictograms engraved in rocks. Some scientists in the field of neuropsychiatry and neuropsychology, such as Mario Christian Meyer , are studying

555-821: The Earth Summit established the Commission on Sustainable Development (CSD). In 2013, the CSD was replaced by the High-level Political Forum on Sustainable Development that meets every year as part of the ECOSOC meetings, and every fourth year as part of the General Assembly meetings. Critics point out that many of the agreements made in Rio have not been realized regarding such fundamental issues as fighting poverty and cleaning up

592-505: The Earth Summit. Youth concerns were consolidated at a World Youth Environmental Meeting, Juventud (Youth) 92, held in Costa Rica, before the Earth Summit. "The involvement of today's youth in environment and development decision-making...is critical to the long term success of Agenda 21" (UNCED 1992). Parallel to UNCED, youth organized the Youth '92 conference with participation from around

629-462: The Ground, a universal language made up of pictograms collected from around the world. A Book from the Ground chat program has been exhibited in museums and galleries internationally. In statistics, pictograms are charts in which icons represent numbers to make it more interesting and easier to understand. A key is often included to indicate what each icon represents. All icons must be of the same size, but

666-468: The U.S. Occupational Safety and Health Administration (OSHA) GHS guidance. Current training procedures for hazard communication in the United States are more detailed than the GHS training recommendations. Training is a key component of the overall GHS approach. Employees and emergency responders must be trained on all program elements, though there has been confusion among these groups of workers in

703-997: The United Nations Conference on Environment and Development (UNCED). By 2022, the UNFCCC had 198 parties. Its supreme decision-making body, the Conference of the Parties (COP) meets annually to assess progress in dealing with climate change. Since the creation of the UNFCC many related environmental conferences, climate-related forums, and ongoing scientific research initiatives in the fields of sustainability, climate, and environmental security have continued to develop these intersecting issues. Non-governmental organizations (NGOs) and educational institutions have been prominent participants. The Earth Summit played an influential role in diffusing several key principles of environmental treaties , such as

740-434: The classification of chemicals under existing systems should be accepted when classifying these chemicals under the GHS, thereby avoiding duplicative testing and the unnecessary use of test animals. For physical hazards, the test criteria are linked to specific UN test methods . Per GHS, hazards need to be communicated: Comprehensibility is a significant consideration in GHS implementation. The GHS Purple Book includes

777-523: The conference were difficult to negotiate and the agency's international results were mixed, including the U.S. failure to sign the proposed Convention on Biological Diversity. Twelve cities were also honored with the Local Government Honours Award for innovative local environmental programs. 814-563: The following headings in the order specified: The primary difference between the GHS and previous international industry recommendations is that sections 2 and 3 have been reversed in order. The GHS SDS headings, sequence, and content are similar to the ISO , European Union and ANSI MSDS/SDS requirements. A table comparing the content and format of a MSDS/SDS versus the GHS SDS is provided in Appendix A of

851-441: The hazard, what signal word, pictogram , and hazard statement should be used. The GHS hazard pictograms, signal words and hazard statements should be located together on the label. The actual label format or layout is not specified. National authorities may choose to specify where information should appear on the label, or to allow supplier discretion in the placement of GHS information. The diamond shape of GHS pictograms resembles

888-510: The implementation process regarding which training elements have changed and are required to maintain regulatory compliance . The United Nations goal was for broad international adoption of the system, and as of 2017, the GHS had been adopted to varying degrees in many major countries. Smaller economies continue to develop regulations to implement the GHS throughout the 2020s. Earth Summit (1992) The United Nations Conference on Environment and Development ( UNCED ), also known as

925-441: The languages and cultures are completely different. This is why road signs and similar pictographic material are often applied as global standards expected to be understood by nearly all. A standard set of pictograms was defined in the international standard ISO 7001 : Public Information Symbols . Other common sets of pictographs are the laundry symbols used on clothing tags and the chemical hazard symbols as standardized by

962-505: The local mining industry, Austin in the United States for its green building strategy, and Kitakyūshū in Japan for incorporating an international education and training component into its municipal pollution control program. The Earth Summit resulted in the following documents: Moreover, important legally binding agreements ( Rio Convention ) were opened for signature: At Rio it

999-514: The main medium of written communication in some non-literate cultures in Africa, the Americas, and Oceania. Pictograms are often used as simple, pictorial, representational symbols by most contemporary cultures. Pictograms can be considered an art form, or can be considered a written language and are designated as such in Pre-Columbian art , Native American art , Ancient Mesopotamia and Painting in

1036-711: The precautionary principle, common but differentiated responsibilities , and the polluter pays principle . The issues addressed include: An important achievement of the summit was an agreement on the Climate Change Convention which in turn led to the Kyoto Protocol and the Paris Agreement . Another agreement was to "not to carry out any activities on the lands of indigenous peoples that would cause environmental degradation or that would be culturally inappropriate". The Convention on Biological Diversity

1073-524: The previously used material safety data sheets (MSDS), which did not have a standard layout and section format. It should provide comprehensive information about the chemical product that allows employers and workers to obtain concise, relevant and accurate information in perspective to the hazards, uses and risk management of the chemical product in the workplace. Compared to the differences found between manufacturers in MSDS, SDS have specific requirements to include

1110-600: The shape of signs mandated for use by the United States Department of Transportation . To address this, in cases where a pictogram would be required by both the Department of Transportation and the GHS indicating the same hazard, only the Transportation pictogram is to be used. Safety data sheets or SDS are specifically aimed at use in the workplace. Safety data sheets take precedence over and are intended to replace

1147-458: The symbolic meaning of indigenous pictographs and petroglyphs, aiming to create new ways of communication between native people and modern scientists to safeguard and valorize their cultural diversity. An early modern example of the extensive use of pictograms may be seen in the map in the London suburban timetables of the London and North Eastern Railway, 1936–1947, designed by George Dow , in which

Pictograms are used in systems of writing and visual communication. A pictography

1221-434: The year 2000". The universal standard for all countries was to replace all the diverse classification systems; however, it is not a compulsory provision of any treaty. The GHS provides a common infrastructure for participating countries to use when implementing a hazard classification and Hazard Communication Standard . The GHS classification system defines and classifies the physical, health, and/or environmental hazards of

1258-577: Was agreed that an International Negotiating Committee for a third convention the United Nations Convention to Combat Desertification would be set up. This convention was negotiated within two years of Rio and then open for signature. It became effective in 1996 after receiving 50 ratifications. In order to ensure compliance to the agreements at Rio (particularly the Rio Declaration on Environment and Development and Agenda 21 ), delegates to

1295-499: Was held as a platform for other member states to collaborate. A key achievement of the 1992 conference was the establishment of the United Nations Framework Convention on Climate Change (UNFCCC) established in part as an international environmental treaty to combat "dangerous human interference with the climate system" and to stabilize greenhouse gas concentrations in the atmosphere. It was signed by 154 states at

1332-899: Was launched at the Rio Global Forum. At this stage, youth were not officially recognised within climate governance. Although youth were not given specific recognition, there was a significant youth turnout at UNCED. Youth were involved in negotiating Chapter 25 of Agenda 21 on Children & Youth in Sustainable Development. "25.2 It is imperative that youth from all parts of the world participate actively in all relevant levels of decision-making processes because it affects their lives today and has implications for their futures. In addition to their intellectual contribution and their ability to mobilize support, they bring unique perspectives that need to be taken into account." Two years prior to UNCED youth organized internationally to prepare for
