Sociaal-Liberale Partij ( listen ; SLP ; Dutch for Social Liberal Party ) was a Belgian Flemish political party formed after dissolution of the moderate nationalist People's Union ( Volksunie ) party. 117-598: The People's Union split up into two parties, the social liberal Spirit and the centre-right New-Flemish Alliance (N-VA), which formed an electoral alliance with the Christian Democratic and Flemish (CD&V) party. The formation of the alliances was seen as a way in which Spirit and N-VA could guarantee their influence and position in Flemish and Belgian politics. This led the liberal wing to initially opt for an Alliance with Flemish Liberals and Democrats . Spirit

234-572: A broad coalition of NGOs, civil servants, and experts working in international organizations have been promoting a reinterpretation of those instruments to link the realization of the already internationally recognized human rights with the realization of reproductive rights. An example of this linkage is provided by the 1994 Cairo Programme of Action: Reproductive rights embrace certain human rights that are already recognized in national laws, international human rights documents and other relevant United Nations consensus documents. These rights rest on

351-574: A healthy infant [para. 72]. Unlike previous population conferences, a wide range of interests from grassroots to government level were represented in Cairo. 179 nations attended the ICPD and overall eleven thousand representatives from governments, NGOs , international agencies and citizen activists participated. The ICPD did not address the far-reaching implications of the HIV/AIDS epidemic . In 1999, recommendations at

468-620: A meaning different from the one proposed by Rüstow. Rüstow wanted an alternative to socialism and the classical liberal economics developed in the German Empire . In 1938, Rüstow met with various economic thinkers—including Ludwig Mises , Friedrich Hayek , and Wilhelm Röpke —to determine how and what could renew liberalism. Rüstow advocated a powerful state to enforce free markets and state intervention to correct market failures . However, Mises argued that monopolies and cartels operated because of state intervention and protectionism and claimed that

585-554: A mix of nationalism and Protestant-Christian-value-inflected social liberalism to overcome class antagonisms by non-revolutionary means. Naumann called this a "proletarian-bourgeois integral liberalism". Although the party could not win any seats and soon dissolved, he remained influential in theoretical German left-liberalism. In the Weimar Republic , the German Democratic Party was founded and came into an inheritance of

702-403: A more important force for change and reform. Some Victorian writers—including Charles Dickens , Thomas Carlyle and Matthew Arnold —became early influential critics of social injustice. John Stuart Mill contributed enormously to liberal thought by combining elements of classical liberalism with what eventually became known as the new liberalism. Mill developed this philosophy by liberalising

819-399: A mutual agreement between rational citizens, producing rights and duties as well as establishing and defining roles and tasks of the state. Rawls put the equal liberty principle in the first place, providing every person with equal access to the same set of fundamental liberties , followed by the fair equality of opportunity and difference, thus allowing social and economic inequalities under

936-509: A priority of the United Nations until its Decade of Women (1975–1985) brought them to the forefront. States, though, have been slow in incorporating these rights in internationally legally binding instruments . Thus, while some of these rights have already been recognized in hard law , that is, in legally binding international human rights instruments , others have been mentioned only in non binding recommendations and, therefore, have at best

1053-508: A reliance on what they believe to be a too centralized government to achieve its goals, critics have called this strain of liberalism a more authoritarian ideological position compared to the original schools of liberal thought, especially in the United States, where conservatives have called presidents Franklin D. Roosevelt and Lyndon B. Johnson authoritarians. The first notable implementation of social liberal policies occurred under

1170-530: A response to the Great Depression when Franklin D. Roosevelt came into office. The welfare state grew gradually and unevenly from the late 19th century but fully developed following World War II, along with the mixed market economy and general welfare capitalism . Also called embedded liberalism , social liberal policies gained broad support across the political spectrum because they reduced society's disruptive and polarizing tendencies without challenging

1287-440: A section that denounced gender-based violence and included forced sterilization as a human rights violation. However, the international community at large has not confirmed that women have a right to reproductive healthcare and in ensuing years since the 1995 conference, countries have proposed language to weaken reproductive and sexual rights. This conference also referenced for the first time indigenous rights and women's rights at

1404-480: A social liberal government . In modern political discourse, social liberalism is associated with progressivism , a left-liberalism contrasted to the right-leaning neoliberalism , and combines support for a mixed economy with cultural liberalism. Social liberalism may also refer to American progressive stances on sociocultural issues, such as reproductive rights and same-sex marriage , in contrast with American social conservatism . Cultural liberalism

1521-479: A subset of human rights at the United Nation's 1968 International Conference on Human Rights. The resulting non-binding Proclamation of Tehran was the first international document to recognize one of these rights when it stated that: "Parents have a basic human right to determine freely and responsibly the number and the spacing of their children." Women's sexual, gynecological, and mental health issues were not

1638-646: A subset of sexual and reproductive health and rights . In 1945, the United Nations Charter included the obligation "to promote... universal respect for, and observance of, human rights and fundamental freedoms for all without discrimination as to race, sex, language, or religion". However, the Charter did not define these rights. Three years later, the UN adopted the Universal Declaration of Human Rights (UDHR),

1755-569: A third way between Manchester Liberalism and socialist revolution in the 1871-founded German Empire . However, the German left-liberal movement fragmented into wings and new parties over the 19th century. The main objectives of the left-liberal parties—the German Progress Party and its successors—were free speech, freedom of assembly, representative government, secret and equal but obligation-tied suffrage, and protection of private property. At

1872-563: A weak evidence base. The report recommends a range of guiding principles to prevent compulsory sterilization in medical treatment, including ensuring patient autonomy in decision-making, ensuring non-discrimination, accountability and access to remedies. In many jurisdictions minors require parental consent or parental notification in order to access various reproductive services, such as contraception, abortion, gynecological consultations, testing for STIs etc. The requirement that minors have parental consent/notification for testing for HIV/AIDS

1989-437: Is a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity, in all matters relating to the reproductive system and its functions and processes. Reproductive health therefore implies that people are able to have a satisfying and safe sex life and that they have the capability to reproduce and the freedom to decide if, when and how often to do so. Implicit in this last condition are

2106-464: Is also the founding father of the German cooperative movement and the organiser of the world's first credit unions . Some liberal economists, such as Lujo Brentano or Gerhart von Schulze-Gävernitz , established the Verein für Socialpolitik (German Economic Association) in 1873 to promote social reform based on the historical school of economics and therefore rejecting classical economics , proposing

2223-630: Is another related issue. Intersex, in humans and other animals , is a variation in sex characteristics including chromosomes , gonads , or genitals that do not allow an individual to be distinctly identified as male or female. Such variation may involve genital ambiguity, and combinations of chromosomal genotype and sexual phenotype other than XY-male and XX-female. Intersex persons are often subjected to involuntary "sex normalizing" surgical and hormonal treatments in infancy and childhood, often also including sterilization. UN agencies have begun to take note. On 1 February 2013, Juan E Mendés,

2340-459: Is desirable. At the same time, the greater society must maintain a socially just distribution of goods. Rawls argued that differences in material wealth are tolerable if general economic growth and wealth also benefit the poorest. A Theory of Justice countered utilitarian thinking in the tradition of Jeremy Bentham , instead following the Kantian concept of a social contract , picturing society as

2457-766: Is discussed in Battles Over Abortion and Reproductive Rights (2017) by Suzanne Staggenborg and Marie B. Skoczylas. They define this concept as detailed below. Reproductive Justice: interrelationships among issues, linking reproductive health and rights to other social issues (broader human rights framework) Men's reproductive rights have been claimed by various organizations, both for issues of reproductive health, and other rights related to sexual reproduction. Three international issues in men's reproductive health are sexually transmitted infections , cancer , and exposure to toxins . Recently men's reproductive right with regards to paternity have become subject of debate in

2574-884: Is especially controversial as it can cause delayed diagnosis and treatment. Balancing minors' rights versus parental rights is considered an ethical problem in medicine and law, and there have been many court cases on this issue in the US. An important concept recognized since 1989 by the Convention on the Rights of the Child is that of the evolving capacities of a minor , namely that minors should, in accordance with their maturity and level of understanding, be involved in decisions that affect them. Youth are often denied equal access to reproductive health services because health workers view adolescent sexual activity as unacceptable, or see sex education as

2691-490: Is essential not only to achieve sustainable development but also to ensure that this new framework speaks to the needs and aspirations of people around the world and leads to realisation of their health and human rights. However, not all states have accepted the inclusion of reproductive rights in the body of internationally recognized human rights. At the Cairo Conference, several states made formal reservations either to

2808-465: Is from the perspective of poor women that this right can best be understood and affirmed. Women know that childbearing is a social, not a purely personal, phenomenon; nor do we deny that world population trends are likely to exert considerable pressure on resources and institutions by the end of this century. But our bodies have become a pawn in the struggles among states, religions, male heads of households, and private corporations. Programs that do not take

2925-734: Is held by the Liberal Party of Canada , while in the United States , social liberalism is a significant force within the Democratic Party . Giving an exhaustive list of social liberal parties worldwide is difficult, mainly because political organisations are not always ideologically pure, and party ideologies often change over time. However, peers such as the Africa Liberal Network , the Alliance of Liberals and Democrats for Europe Party ,

3042-422: Is often referred to as social liberalism because it expresses the social dimension of liberalism; however, it is not the same as the broader political ideology known as social liberalism. In American politics , a social liberal may hold either conservative ( economic liberal ) or liberal ( economic progressive ) views on fiscal policy . By the end of the 19th century, downturns in economic growth challenged

3159-488: Is related to multiple human rights, including the right to life, the right to be free from torture, the right to health, the right to privacy, the right to education, and the prohibition of discrimination". Attempts have been made to analyse the socioeconomic conditions that affect the realisation of a woman's reproductive rights. The term reproductive justice has been used to describe these broader social and economic issues. Proponents of reproductive justice argue that while

3276-433: Is the duty of the state to protect the freedom and independence of the country and to regulate internal affairs, the state must take care of the education and health of its citizens. The state must take care of the roads, railways, telegraphs, telephones, animals of the country, all kinds of vehicles and the general wealth of the nation to protect the peace and security of the country. During the administration and protection of

3393-825: The Council of Asian Liberals and Democrats , the European Liberal Forum , the Liberal International , and the Liberal Network for Latin America or scholars usually accept them as parties who are following social liberalism as a core ideology. Social liberal political parties that are more left-biased than general centre-left parties are not described here. (See list of progressive parties ) Some notable scholars and politicians ordered by date of birth who are generally considered as having made significant contributions to

3510-592: The European People's Party , the Greens–European Free Alliance , and the Progressive Alliance of Socialists and Democrats also house some political parties with social-liberal factions. In North America, social liberalism (as Europe would refer to it) tends to be the dominant form of liberalism present, so in common parlance, "liberal" refers to social liberals. In Canada , social liberalism

3627-697: The German Economic Association . He published the socialist democratic manifesto "Social-liberal: Tasks for Liberalism in Prussia" to create an "action group" for the general people's welfare in the Social Democratic Party of Germany , which they rejected. The National-Social Association , founded by the Protestant pastor Friedrich Naumann also maintained contacts with the left liberals. He tried to draw workers away from Marxism by proposing

In the 1870s and the 1880s, the American economists Richard Ely , John Bates Clark , and Henry Carter Adams —influenced both by socialism and the Evangelical Protestant movement—castigated the conditions caused by industrial factories and expressed sympathy toward labour unions . However, none developed a systematic political philosophy, and they later abandoned their flirtations with socialist thinking. In 1883, Lester Frank Ward published

3861-502: The Holy See . Islamic Countries, such as Brunei , Djibouti , Iran , Jordan , Kuwait , Libya , Syria , United Arab Emirates , and Yemen made broad reservations against any element of the programme that could be interpreted as contrary to the Sharia . Guatemala even questioned whether the conference could legally proclaim new human rights. The United Nations Population Fund (UNFPA) and

3978-808: The Liberal Democrats in the United Kingdom, the Democrats 66 in the Netherlands, and the Danish Social Liberal Party . In continental European politics, social liberal parties are integrated into the Renew Europe group in the European Parliament , the third biggest group in the parliament, and includes social liberal parties, market liberal parties, and centrist parties. Other groups such as

4095-674: The Liberal Party in Britain from 1906 until 1914. These initiatives became known as the Liberal welfare reforms . The main elements included pensions for poor older adults, and health, sickness, and unemployment insurance . These changes were accompanied by progressive taxation , particularly in the People's Budget of 1909. The old system of charity relying on the Poor Laws and supplemented by private charity, public cooperatives, and private insurance companies

In this respect the UN and WHO focus on a range of issues from access to family planning services, sex education, menopause , and the reduction of obstetric fistula , to the relationship between reproductive health and economic status. The reproductive rights of women are advanced in

4329-470: The World Health Organization issued a joint statement on Eliminating forced, coercive and otherwise involuntary sterilization, An interagency statement with the OHCHR , UN Women , UNAIDS , UNDP , UNFPA and UNICEF . The report references the involuntary surgical "sex-normalising or other procedures" on "intersex persons". It questions the medical necessity of such treatments, patients' ability to consent, and

4446-403: The social market economy and views the common good as harmonious with the individual's freedom. Social liberals overlap with social democrats in accepting market intervention more than other liberals; its importance is considered auxiliary compared to social democrats. Ideologies that emphasize its economic policy include welfare liberalism , New Deal liberalism and New Democrats in

4563-400: The 1930s, John Dewey—an educator influenced by Hobhouse, Green, and Ward—advocated socialist methods to achieve liberal goals. John Dewey's expanding popularity as an economist also coincided with the greater Georgist movement that rose in the 1910s, pinnacling with the presidency of Woodrow Wilson . America later incorporated some social liberal ideas into the New Deal , which developed as

4680-449: The 1969 which states "The family as a basic unit of society and the natural environment for the growth and well-being of all its members, particularly children and youth, should be assisted and protected so that it may fully assume its responsibilities within the community. Parents have the exclusive right to determine freely and responsibly the number and spacing of their children." The 1975 UN International Women's Year Conference echoed

4797-430: The 1970s political and philosophic academia. Rawls may therefore be a "patron saint" of social liberalism. Following economic problems in the 1960s and 1970s, liberal thought underwent some transformation. Keynesian financial management faced criticism for interfering with the free market. At the same time, increased welfare spending funded by higher taxes prompted fears of lower investment, lower consumer spending , and

5031-509: The Cairo Programme of Action varies considerably from country to country. In many countries, post-ICPD tensions emerged as the human rights -based approach was implemented. Since the ICPD, many countries have broadened their reproductive health programs and attempted to integrate maternal and child health services with family planning. More attention is paid to adolescent health and the consequences of unsafe abortion. Lara Knudsen observes that

5148-464: The Cairo Programme's definition of reproductive health, but established a broader context of reproductive rights: The human rights of women include their right to have control over and decide freely and responsibly on matters related to their sexuality, including sexual and reproductive health, free of coercion, discrimination and violence. Equal relationships between women and men in matters of sexual relations and reproduction, including full respect for

5265-460: The Catholic Church and Evangelicals, which attempt to control women's reproduction. On the other side, human rights advocates are often aligned with religious institutions that are specifically combating political violence, instead of focusing on issues of individual bodily autonomy. The debate regarding whether women should have complete autonomous control over their bodies has been espoused by

5382-705: The ICPD succeeded in getting feminist language into governments' and population agencies' literature, but in many countries, the underlying concepts are not widely put into practice. In two preparatory meetings for the ICPD+10 in Asia and Latin America, the United States, under the George W. Bush administration, was the only nation opposing the ICPD's Programme of Action. The 1995 Fourth World Conference on Women in Beijing, in its non-binding Declaration and Platform for Action , supported

5499-581: The ICPD+5 were expanded to include commitment to AIDS education, research, and prevention of mother-to-child transmission, as well as to the development of vaccines and microbicides. The Cairo Programme of Action was adopted by 184 UN member states. Nevertheless, many Latin American and Islamic states made formal reservations to the programme, in particular, to its concept of reproductive rights and sexual freedom, to its treatment of abortion, and to its potential incompatibility with Islamic law . Implementation of

5616-474: The New Liberals made a case against laissez-faire classical liberalism. It argued in favour of state intervention in social, economic and cultural life. What they proposed is now called social liberalism. The New Liberals, including intellectuals Thomas Hill Green , Leonard Hobhouse and John A. Hobson , saw individual liberty achievable only under favourable social and economic circumstances. In their view,

5733-567: The Proclamation of Tehran. The twenty-year "Cairo Programme of Action" was adopted in 1994 at the International Conference on Population and Development (ICPD) in Cairo . The non-binding Programme of Action asserted that governments have a responsibility to meet individuals' reproductive needs, rather than demographic targets. It recommended that family planning services be provided in

5850-699: The Second World War. What was new in these reforms was the underlying assumption that the state could be a positive force, that the measure of individual freedom ... was not how much the state left people alone, but whether he gave them the capacity to fill themselves as individuals. In 1860s Germany, left-liberal politicians like Max Hirsch , Franz Duncker , and Hermann Schulze-Delitzsch established trade unions —modelled on their British counterparts—to help workers improve working and economic conditions through reconciliation of interests and cooperation with their employers rather than class struggle. Schulze-Delitzsch

5967-412: The U.S. The term " male abortion " was coined by Melanie McCulley, a South Carolina attorney, in a 1998 article. The theory begins with the premise that when a woman becomes pregnant she has the option of abortion, adoption, or parenthood. A man, however, has none of those options, but will still be affected by the woman's decision. It argues, in the context of legally recognized gender equality , that in

Unfortunately, the 2007 Declaration on the Rights of Indigenous Peoples, did not address indigenous women's reproductive or maternal healthcare rights or access. Since most existing legally binding international human rights instruments do not explicitly mention sexual and reproductive rights,

6201-652: The UN Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment, issued a statement condemning non-consensual surgical intervention on intersex people. His report stated, "Children who are born with atypical sex characteristics are often subject to irreversible sex assignment, involuntary sterilization, involuntary genital normalizing surgery, performed without their informed consent, or that of their parents, "in an attempt to fix their sex", leaving them with permanent, irreversible infertility and causing severe mental suffering". In May 2014,

6318-476: The United Nations and individual countries, but many of those same countries fail to implement these human rights for their female citizens. This shortfall may be partly due to the delay of including women-specific issues in the human rights framework. However, multiple human rights documents and declarations specifically proclaim reproductive rights of women, including the ability to make their own reproductive healthcare decisions regarding family planning, including:

6435-620: The United States President Ronald Reagan . They pursued policies of deregulation of the economy and reduction in spending on social services. Part of the reason for the collapse of the social liberal coalition was a challenge in the 1960s and 1970s from financial interests that could operate independently of national governments. A related reason was the comparison of ideas such as socialized medicine, advocated by politicians such as Franklin D. Roosevelt, facing criticisms and being dubbed as socialist by conservatives during

6552-576: The United States, and Keynesian liberalism . Cultural liberalism is an ideology that highlights its cultural aspects. The world has widely adopted social liberal policies. Social liberal ideas and parties tend to be considered centre to centre-left , although there are deviations from these positions to both the political left or right . Addressing economic and social issues, such as poverty , welfare , infrastructure , healthcare and education using government intervention, while emphasising individual rights and autonomy, are expectations under

6669-664: The basis of their sexual orientation and gender identity, including with regard to reproductive health, access to HIV/AIDS information and therapy and access to hormonal or other therapy as well as to gender-reassignment treatments where desired." Nonetheless, African, Caribbean and Islamic Countries, as well as the Russian Federation , have objected to the use of these principles as Human Rights standards. State interventions that contradict at least some reproductive rights have happened both under right-wing and left-wing governments. Examples include attempts to forcefully increase

6786-445: The birth rate – one of the most notorious natalist policies of the 20th century was that which occurred in communist Romania in the period of 1967–1990 during communist leader Nicolae Ceaușescu , who adopted a very aggressive natalist policy which included outlawing abortion and contraception, routine pregnancy tests for women, taxes on childlessness , and legal discrimination against childless people – as well as attempts to decrease

6903-409: The capitalist economic system. Businesses accepted social liberalism in the face of widespread dissatisfaction with the boom and bust cycle of the earlier financial system as it seemed to them to be a lesser evil than more left-wing modes of government. Characteristics of social liberalism were cooperation between big business, government, and labour unions. Governments could assume a vital role because

7020-413: The concept of consequentialism to promote a rights based system. The new liberals tried to adapt the old language of liberalism to confront these difficult circumstances, which they believed could only be resolved through a broader and more interventionist conception of

7137-609: The concept of reproductive rights or to its specific content. The Cairo Program is the first international policy document to define reproductive health , stating: Reproductive health

7371-469: The context of the right to freedom from discrimination and the social and economic status of women. The group Development Alternatives with Women for a New Era (DAWN) explained the link in the following statement: Control over reproduction is a basic need and a basic right for all women. Linked as it is to women's health and social status, as well as the powerful social structures of religion, state control and administrative inertia, and private profit, it

Also, private interests are based on rivalries. But, you can't create a stable economy only with this. People who think like that are delusional and they will be a failure. (...) And, work of an individual must stay as

7605-470: The creation of a "dependency culture." Trade unions often caused high wages and industrial disruption, while total employment was considered unsustainable. Writers such as Milton Friedman and Samuel Brittan , whom Friedrich Hayek influenced, advocated a reversal of social liberalism. Their policies—often called neoliberalism —had a significant influence on Western politics, most notably on the governments of United Kingdom Prime Minister Margaret Thatcher and

7722-448: The delegation of Ecuador enters a reservation with respect to all terms such as "regulation of fertility", "interruption of pregnancy", "reproductive health", "reproductive rights" and "unwanted children", which in one way or another, within the context of the Programme of Action, could involve abortion. Similar reservations were made by Argentina , Dominican Republic , El Salvador , Honduras , Malta , Nicaragua , Paraguay , Peru and

7839-424: The earliest stages of pregnancy the putative (alleged) father should have the right to relinquish all future parental rights and financial responsibility, leaving the informed mother with the same three options. This concept has been supported by a former president of the feminist organization National Organization for Women , attorney Karen DeCrow . The feminist argument for male reproductive choice contends that

7956-414: The economic policies of the New Deal appeared Keynesian , there was no revision of liberal theory in favour of more significant state initiatives. Even though the United States lacked an effective socialist movement, New Deal policies often appeared radical and were attacked by the right. American liberalism would eventually evolve into a more anti-communist ideology as a result. American exceptionalism

8073-506: The economy. This divide between first world versus third world women established as feminists focused on women's issues (from the first world largely promoting sexual liberation) versus women focused on political issues (from the third world often opposing dictatorships and policies). In Latin America, this is complicated as feminists tend to align with first world ideals of feminism (sexual/reproductive rights, violence against women, domestic violence) and reject religious institutions such as

8190-621: The end of the 20th century, at the same time that it was losing political influence, social liberalism experienced an intellectual revival with several substantial authors, including John Rawls (political philosophy), Amartya Sen (philosophy and economy), Ronald Dworkin (philosophy of law), Martha Nussbaum (philosophy), Bruce Ackerman (constitutional law), and others. In Europe, social liberal parties tend to be small or medium-sized centrist and centre-left parties. Examples of successful European social liberal parties participating in government coalitions at national or regional levels include

8307-460: The evolution of social liberalism as a political ideology include: Reproductive rights Reproductive rights are legal rights and freedoms relating to reproduction and reproductive health that vary amongst countries around the world. The World Health Organization defines reproductive rights as follows: Reproductive rights rest on the recognition of the basic right of all couples and individuals to decide freely and responsibly

8424-422: The exercise of this right, they should take into account the needs of their living and future children and their responsibilities towards the community. Similarly, Amnesty International has argued that the realisation of reproductive rights is linked with the realisation of a series of recognised human rights , including the right to health , the right to freedom from discrimination , the right to privacy , and

8541-400: The expansion of civil and political rights , as opposed to classical liberalism which favors limited government and an overall more laissez-faire style of governance. While both are committed to personal freedoms, social liberalism places greater emphasis on the role of government in addressing social inequalities and ensuring public welfare. Economically, social liberalism is based on

8658-677: The fertility rate – China 's one child policy (1978–2015). State mandated forced marriage was also practiced by authoritarian governments as a way to meet population targets: the Khmer Rouge regime in Cambodia systematically forced people into marriages, in order to increase the population and continue the revolution. Some governments have implemented racist policies of forced sterilizations of 'undesirable' ethnicities. Such policies were carried out against ethnic minorities in Europe and North America in

8775-513: The first international legal document to delineate human rights ; the UDHR does not mention reproductive rights. Reproductive rights began to appear as a subset of human rights in the 1968 Proclamation of Tehran, which states: "Parents have a basic human right to determine freely and responsibly the number and the spacing of their children". This right was affirmed by the UN General Assembly in
