Colonial Hills is a subdivision of 873 single-family homes located in the city of Worthington, Ohio , a northern suburb of the state capital, Columbus . Built by the Defense Homes Corporation to meet the needs of World War II production and the post-war boom, it continues to be a viable community today.

119-478: Colonial Hills was constructed in the early 1940s, but plans to build a subdivision there date to the great real estate boom of the 1920s. It took the involvement of the federal government and the demands for war housing to move the project into reality. The modern history of the land that Colonial Hills is built on began with the Northwest Ordinance of July 13, 1787. Congress established government for

238-586: A better finish, the entire wall may be given a skim coat, a thin layer (about 1 mm or 1 ⁄ 32  in) of finishing compound, to minimize the visual differences between the paper and mudded areas after painting. Another similar skim coating process is called veneer plastering, although it is done slightly thicker (about 2 mm or 3 ⁄ 32  in). Veneering uses a slightly different specialized setting compound ("finish plaster") that contains gypsum and lime putty . This application uses blueboard, which has specially treated paper to accelerate

357-707: A complex set of relationships between state and federal courts. Federal courts can sometimes hear cases arising under state law pursuant to diversity jurisdiction , state courts can decide certain matters involving federal law, and a handful of federal claims are primarily reserved by federal statute to the state courts. Both court systems have exclusive jurisdiction in some areas and concurrent jurisdiction in others. The U.S. Constitution safeguards judicial independence by providing that federal judges shall hold office "during good behavior"; in practice, this usually means they serve until they die, retire, or resign. A judge who commits an offense while in office may be impeached in

476-607: A few cases. The judicial power extends to cases arising under the Constitution, an Act of Congress ; a U.S. treaty ; cases affecting ambassadors , ministers and consuls of foreign countries in the U.S.; cases and controversies to which the federal government is a party; controversies between states (or their citizens) and foreign nations (or their citizens or subjects); and bankruptcy cases (collectively "federal-question jurisdiction"). The Eleventh Amendment removed from federal jurisdiction cases in which citizens of one state were

595-436: A place for residents to burn their trash. The alleys were taken out of service in the 1950s by Worthington City Ordinance 117–57. Presumably, with annexation to Worthington, trash pickup began and the alleys were no longer needed. The alleys were divided and attached to their adjacent properties. Some fences still follow the old alley edges. A young architect, Todd Tibbals , with offices at 15 N. High Street in downtown Columbus

714-470: A single elected term." Under the Presentment Clause of Article I, a bill that passes both chambers of Congress shall be presented to the president, who may sign the bill into law or veto the bill by returning it to the chamber where it originated. If the president neither signs nor vetoes a bill "within ten Days (Sundays excepted) after it shall have been presented to him" it becomes a law without

833-608: A special election can take place. The House and Senate each have particular exclusive powers. For example, the Senate must approve (give " advice and consent " to) many important presidential appointments, including cabinet officers, federal judges (including nominees to the Supreme Court), department secretaries (heads of federal executive branch departments), U.S. military and naval officers, and ambassadors to foreign countries. All legislative bills for raising revenue must originate in

952-506: A trade embargo, declare war upon a foreign government that the President had recognized, or decline to appropriate funds for an embassy in that country." The president may also negotiate and sign treaties, but ratifying treaties requires the consent of two-thirds of the Senate. Article II's Appointments Clause provides that the president "shall nominate, and by and with the Advice and Consent of

1071-439: A week-long plaster application, an entire house can be drywalled in one or two days by two experienced drywallers , and drywall is easy enough to be installed by many amateur home carpenters. In large-scale commercial construction, the work of installing and finishing drywall is often split between drywall mechanics, or hangers , who install the wallboard, and tapers (also known as finishers, mud men , or float crew) who finish

1190-492: Is 48 inches; however, 54-inch-wide panels are becoming more popular as 9-foot (2.7 m) ceiling heights become more common. Lengths up to 16 feet (4.9 m) are common; the most common is 8 feet (2.4 m). Common thicknesses are 1 ⁄ 2 and 5 ⁄ 8 inch (13 and 16 mm); thicknesses of 1 ⁄ 4 ,  3 ⁄ 8 ,  3 ⁄ 4 , and 1 inch (6, 10, 19, and 25 mm) are used in specific applications. In many parts of Canada, drywall

1309-435: Is a panel made of calcium sulfate dihydrate ( gypsum ), with or without additives, typically extruded between thick sheets of facer and backer paper , used in the construction of interior walls and ceilings. The plaster is mixed with fiber (typically paper, glass wool , or a combination of these materials); plasticizer , foaming agent ; and additives that can reduce mildew , flammability , and water absorption. 1428-505: Is an intermediate style step between full multi-coat "wet" plaster and the limited joint-treatment-only given "dry" wall. The method of installation and type of drywall can reduce sound transmission through walls and ceilings. Several builders' books state that thicker drywall reduces sound transmission, but engineering manuals recommend using multiple layers of drywall, sometimes of different thicknesses and glued together, or special types of drywall designed to reduce noise. Also important are

1547-544: Is called "FGD gypsum". This is commonly used in drywall construction in the United States and elsewhere. In 2020, 8.4 billion square meters of drywall were sold around the world. The term plasterboard is used in Australia and New Zealand . In Australia, the product is often called Gyprock , the name of the largest plasterboard manufacturer. In New Zealand it is also called Gibraltar and Gib board , genericised from

1666-502: Is commonly made with one of three edge treatments: tapered edge, where the long edges of the board are tapered with a wide bevel at the front to allow jointing materials to be finished flush with the main board face; plain edge, used where the whole surface will receive a thin coating (skim coat) of finishing plaster; and beveled on all four sides, used in products specialized for roofing. Major UK manufacturers do not offer four-sided chamfered drywall for general use. As an alternative to

1785-557: Is commonly referred to as Gyproc. In Europe , most plasterboard is made in sheets 120 centimetres (47 in) wide; sheets 60 and 90 centimetres (24 and 35 in) wide are also made. Plasterboard 120 centimetres (47 in) wide is most commonly made in 240-centimetre (94 in) lengths; sheets of 250, 260, 270, 280, and 300 centimetres (98, 102, 106, 110, and 118 in) and longer also are common. Thicknesses of plasterboard available are 9.5 to 25 millimetres ( 3 ⁄ 8 to 1 in). Plasterboard

1904-631: Is cut to size by scoring the paper on the finished side (usually white) with a utility knife , breaking the sheet along the cut, and cutting the paper backing. Small features such as holes for outlets and light switches are usually cut using a keyhole saw , oscillating multi-tool or a tiny high-speed bit in a rotary tool. Drywall is then fixed to the structure with nails or drywall screws and often glue. Drywall fasteners , also referred to as drywall clips or stops , are gaining popularity in residential and commercial construction. Drywall fasteners are used for supporting interior drywall corners and replacing

2023-565: Is established in Article Two of the United States Constitution , which vests executive power in the president of the United States . The president is both the head of state (performing ceremonial functions) and the head of government (the chief executive). The Constitution directs the president to " take care that the laws be faithfully executed " and requires the president to swear or affirm to "preserve, protect and defend

2142-544: Is heated to drive off the water and then slightly rehydrated to produce the hemihydrate of calcium sulfate ( CaSO 4 · 1 / 2 H 2 O ). The plaster is mixed with fiber (typically paper and/or glass fiber ), plasticizer , foaming agent , finely ground gypsum crystal as an accelerator, EDTA , starch or other chelate as a retarder, and various additives that may increase mildew and fire resistance, lower water absorption ( wax emulsion or silanes ), reduce creep (tartaric or boric acid). The board

2261-402: Is intended to prevent waste and fraud, protect civil liberties and individual rights, ensure executive compliance with the law, gather information for making laws and educating the public, and evaluate executive performance. It applies to cabinet departments, executive agencies, regulatory commissions, and the presidency. Congress's oversight function takes many forms: The executive branch

2380-581: Is one delegate each from Washington, D.C. , Guam , the Virgin Islands , American Samoa , the Commonwealth of the Northern Mariana Islands , and a resident commissioner from Puerto Rico . Unlike the U.S. Senate , all members of the U.S. House must be elected and cannot be appointed. In the case of a vacancy, the seat must be filled through a special election, as required under Article 1 of

2499-412: Is required. Organic dispersants and plasticizers are used so that the slurry will flow during manufacture and to reduce the water and hence the drying time. Coal-fired power stations include devices called scrubbers to remove sulfur from their exhaust emissions. The sulfur is absorbed by powdered limestone in a process called flue-gas desulfurization (FGD), which produces several new substances. One

The United States government is based on the principles of federalism and republicanism , in which power is shared between the federal government and state governments . The interpretation and execution of these principles, including what powers the federal government should have and how those powers can be exercised, have been debated ever since

2737-575: Is the commander-in-chief of the armed forces . Under the Reception Clause , the president is empowered to "receive Ambassadors and other public Ministers"; the president has broad authority to conduct foreign relations, is generally considered to have the sole power of diplomatic recognition , and is the United States' chief diplomat, although the Congress also has an important role in legislating on foreign affairs, and can, for example, "institute

The U.S. federal government is composed of three distinct branches: legislative , executive , and judicial , whose powers are vested by

2975-417: Is then formed by sandwiching a core of the wet mixture between two sheets of heavy paper or fiberglass mats. When the core sets, it is dried in a large drying chamber, and the sandwich becomes rigid and strong enough for use as a building material . Drying chambers typically use natural gas today. To dry 1,000 square feet (93 m ) of wallboard, between 1,750,000 and 2,490,000 BTU (1.85–2.63 GJ)

3094-698: Is unable to be sold in the US. Some fire barrier walls are constructed of Type X drywall as a passive fire protection item. Gypsum contains the water of crystallization bound in the form of hydrates . When exposed to heat or fire , this water is vaporized, which retards heat transfer until the water in the gypsum is gone. The fire-resistance rating of the fire barrier assembly is increased with additional layers of drywall, up to four hours for walls and three hours for floor/ceiling assemblies. Fire-rated assemblies constructed of drywall are documented in design or certification listing catalogues, including DIN 4102 Part 4 and

3213-444: Is wasted during the manufacturing and installation processes and the drywall material is frequently not reused, disposal can become a problem. Some landfill sites have banned the dumping of drywall. Some manufacturers take back waste wallboard from construction sites and recycle them into new wallboard. Recycled paper is typically used during manufacturing. More recently, recycling at the construction site itself has been researched. There

Article III section I of the Constitution establishes the Supreme Court of the United States and authorizes the United States Congress to establish inferior courts as their need shall arise. Section I also establishes a lifetime tenure for all federal judges and states that their compensation may not be diminished during their time in office. Article II section II establishes that all federal judges are to be appointed by

5474-606: The Constitution; all other powers are reserved to the states and the people. The Constitution also includes the Necessary and Proper Clause , which grants Congress the power to "make all laws which shall be necessary and proper for carrying into execution the foregoing powers". Members of the House and Senate are elected by first-past-the-post voting in every state except Louisiana and Georgia , which have runoffs , and Maine and Alaska , which use ranked-choice voting . Congress has

5593-572: The House and 19 in the Senate, plus 4 joint permanent committees with members from both houses overseeing the Library of Congress , printing, taxation, and the economy. In addition, each house may name special, or select, committees to study specific problems. Today, much of the congressional workload is borne by the subcommittees, of which there are around 150. The Constitution grants numerous powers to Congress. Enumerated in Article I, Section 8, these include

5712-425: The House of Representatives. The approval of both chambers is required to pass all legislation, which then may only become law by being signed by the president (or, if the president vetoes the bill, both houses of Congress then re-pass the bill, but by a two-thirds majority of each chamber, in which case the bill becomes law without the president's signature). The powers of Congress are limited to those enumerated in

6307-404: The U.S. Constitution. In contrast, the Senate is made up of two senators from each state, regardless of population. There are currently 100 senators (2 from each of the 50 states), who each serve six-year terms. Approximately one-third of the Senate stands for election every two years. If a vacancy occurs, the state governor appoints a replacement to complete the term or to hold the office until

6426-582: The U.S. Government turned to the United States Gypsum corporation for a product dating from 1916 called sheetrock . Before the war, American homes were routinely plastered inside—a painstaking process that could consume weeks where no other trade could work inside the house. Despite the expense and labor intensity of plastering, and the successful use of sheetrock in most of the buildings at the Chicago's World's Fair of 1933–34, sheetrock had not caught on. But

6545-471: The adoption of the Constitution. Some make a case for expansive federal powers while others argue for a more limited role for the central government in relation to individuals, the states, or other recognized entities. Since the American Civil War , the powers of the federal government have generally expanded greatly, although there have been periods since that time of legislative branch dominance (e.g.,

In both countries, plasterboard has become a widely used replacement for scrim and sarking walls in renovating 19th- and early 20th-century buildings. Drywall panels in Canada and the United States are made in widths of 48, 54, and 96 inches (1.2, 1.4, and 2.4 m) and varying lengths to suit the application. The most common width

6902-458: The board—introduced during manufacturing to reduce the board's weight, lowering construction time and transportation costs—enables water to rapidly reach the core through capillary action , where mold can grow inside. Water that enters a room from overhead may cause ceiling drywall tape to separate from the ceiling as a result of the grooves immediately behind the tape where the drywall pieces meet becoming saturated. The drywall may also soften around

7021-487: The calcination of the gypsum in the core, allowing the core of the Type C panels to remain dimensionally stable in a fire. North America is one of the largest gypsum board users in the world, with a total wallboard plant capacity of 42 billion square feet (3.9 billion square metres) per year, roughly half of the worldwide annual production capacity of 85 billion square feet (7.9 billion square metres). In some applications, the drywall may be attached to the wall with adhesives . After

7735-463: The decades immediately following the Civil War) or when states' rights proponents have succeeded in limiting federal power through legislative action, executive prerogative or by a constitutional interpretation by the courts. One of the theoretical pillars of the U.S. Constitution is the idea of " checks and balances " among the powers and responsibilities of the three branches of American government:

7854-565: The deed before Colonial Hills became a government funded project, but no effort was ever made to remove it. Indeed, in the August 28, 1942 deed drawn up by the Defense Homes Corporation and Overland Realty the restriction remains. The restriction was nullified by the Federal Fair Housing Act of April 11, 1968. The assembly line style of construction and modern techniques such as the use of sheetrock meant houses were finished quickly. By

7973-566: The development was shortened, once again, to Colonial Hills . In 1946 the Colonial Hills Civic Association was established. It was incorporated in 1952, the same year some residents of Colonial Hills began seeking annexation to the village of Worthington. Sharon Township was being rapidly converted from farmland to higher value retail and housing development. Both Columbus and Worthington wanted to add this valuable new property to their cities. Deciding between remaining part of

In 1910 United States Gypsum Corporation bought Sackett Plaster Board Company and by 1917 introduced Sheetrock . Providing installation efficiency, it was developed additionally as a measure of fire resistance. Later air entrainment technology made boards lighter and less brittle, and joint treatment materials and systems also evolved. Gypsum lath

8211-418: The executive branch when becoming president upon the death, resignation, or removal of the president, which has happened nine times in U.S. history. Lastly, in the case of a Twenty-fifth Amendment succession event, the vice president would become acting president, assuming all of the powers and duties of president, except being designated as president. Accordingly, by circumstances, the Constitution designates

8330-519: The executive, the legislative, and the judiciary. For example, while the legislative branch ( Congress ) has the power to create law, the executive branch under the president can veto any legislation—an act which, in turn, can be overridden by Congress. The president nominates judges to the nation's highest judiciary authority, the Supreme Court (as well as to lower federal courts), but those nominees must be approved by Congress. The Supreme Court, in turn, can invalidate unconstitutional laws passed by

8449-657: The first section of Outerbelt between North High Street and I-71 opened. The outerbelt was finally completed in August, 1975 at a total cost of 150 million dollars. State Route 315 was the most contentious of the area's freeways, and its construction was not completed until 1981. Its construction involved relocating the Olentangy River between the Outerbelt and 161. Today, few of the original homes remain unmodified, as their value has justified extensive remodeling. The combined property value of six Colonial Hills homes would exceed

8568-404: The gypsum panels resist fire without failure. Type C gypsum panels provide stronger fire resistance than Type X. The core of Type C panels contains a higher density of glass fibers. The core of Type C panels also contains vermiculite which acts as a shrinkage-compensating additive that expands when exposed to elevated temperatures of a fire. This expansion occurs at roughly the same temperature as

8687-790: The homebuilding and remodeling markets in North America in the late 1990s and early 2000s increased demand. The gypsum board market was one of the biggest beneficiaries of the housing boom as "an average new American home contains more than 7.31 metric tons of gypsum." The introduction in March 2005 of the Clean Air Interstate Rule by the United States Environmental Protection Agency requires fossil-fuel power plants to "cut sulfur dioxide emissions by 73%" by 2018. The Clean Air Interstate Rule also requested that

8806-436: The joints and cover the fastener heads with drywall compound . Drywall can be finished anywhere from a level 0 to a level 5, where 0 is not finished in any fashion, and five is the most pristine. Depending on how significant the finish is to the customer, the extra steps in the finish may or may not be necessary, though priming and painting of drywall are recommended in any location where it may be exposed to any wear. Drywall

8925-477: The law and creating precedent for future law and decisions. The United States Constitution does not specifically mention the power of judicial review , which is the power to declare a law unconstitutional. There have been instances in the past where such declarations have been ignored by the other two branches. Below the U.S. Supreme Court are the United States Courts of Appeals , and below them in turn are

9044-406: The material used in the field configuration can be demonstrated to meet the minimum requirements of Type X drywall and that sufficient layers and thicknesses are used. In the Type X gypsum board, special glass fibers are intermixed with the gypsum to reinforce the core of the panels. These fibers reduce the size of the cracks that form as the water is driven off, thereby extending the length of time

9163-446: The materials that constitute it: gypsum, paper, and organic additives and binders. Gypsum will soften with exposure to moisture and eventually turn into a gooey paste with prolonged immersion, such as during a flood. During such incidents, some, or all, of the drywall in an entire building will need to be removed and replaced. Furthermore, the paper facings and organic additives mixed with the gypsum core are food for mold. The porosity of

9282-600: The mid-20th century, drywall construction became prevalent in North America as a time- and labor-saving alternative to lath and plaster . Sackett Board was invented in 1890 by New York Coal Tar Chemical Company employees Augustine Sackett and Fred L. Kane, graduates of Rensselaer Polytechnic Institute . It was made by layering plaster within four plies of wool felt paper. Sheets were 36 by 36 by 1 ⁄ 4 inch (914 mm × 914 mm × 6 mm) thick with open (untaped) edges. Gypsum board evolved between 1910 and 1930, beginning with wrapped board edges and

9401-426: The necessity of patching the damaged surface and repainting, if enough of the paper has been eaten, the gypsum core can easily crack or crumble without it, and the drywall must be removed and replaced. In many circumstances, especially when the drywall has been exposed to water or moisture for less than 48 hours, professional restoration experts can avoid the cost, inconvenience, and difficulty of removing and replacing

9520-567: The need to construct a massive underpass under the Pennsylvania Railroad 's Grogan Yard. Ironically, today only two tracks cross the viaduct, the rest of the structure supports a large, weedy field. By August 1962, the freeway had reached Fifth Avenue, and reached downtown in November 1962. It wasn't until 1966 that I-71 was complete between Cincinnati and Cleveland . I-270 (the Outerbelt)

9639-417: The non-structural wood or metal blocking that traditionally was used to install drywall. Their function saves material and labor costs, minimizes call-backs due to truss uplift , increases energy efficiency , and makes plumbing and electrical installation simpler. When driven fully home, drywall screws countersink their heads slightly into the drywall. They use a 'bugle head', a concave taper, rather than

9758-696: The office of vice president. Article II, Section 2 of the Constitution sets forth the creation of a presidential Cabinet. The role of the Cabinet is to advise the president and carry out the programs and laws of the federal government. The Cabinet is composed of the vice president and the leaders of 15 executive departments. Those executive departments are the Departments of State, Treasury, Defense, Justice, Interior, Agriculture, Commerce, Labor, Health and Human Services, Housing and Urban Development, Transportation, Energy, Education, Veterans Affairs, and Homeland Security. Additionally, there are seven other members of

9877-480: The plaintiffs and the government of another state was the defendant. It did not disturb federal jurisdiction in cases in which a state government is a plaintiff and a citizen of another state the defendant. The power of the federal courts extends both to civil actions for damages and other redress, and to criminal cases arising under federal law. The interplay of the Supremacy Clause and Article III has resulted in

9996-480: The power plants install new scrubbers (industrial pollution control devices) to remove sulfur dioxide present in the output waste gas. Scrubbers use the technique of flue-gas desulfurization (FGD), which produces synthetic gypsum as a usable by-product. In response to the new supply of this raw material, the gypsum board market was predicted to shift significantly. However, issues such as mercury release during calcining need to be resolved. Because up to 12% of drywall

10115-497: The power to adjourn Congress whenever the House and Senate cannot agree when to adjourn; no president has ever used this power. The president also has the constitutional power to, "on extraordinary Occasions, convene both Houses, or either of them"; this power has been used "to consider nominations, war, and emergency legislation." This Section invests the President with the discretion to convene Congress on "extraordinary occasions"; this special session power that has been used to call

10234-471: The power to re-organize or even abolish federal courts lower than the Supreme Court. The U.S. Supreme Court decides cases and controversies , which include matters pertaining to the federal government, disputes between states, and interpretation of the United States Constitution, and, in general, can declare legislation or executive action made at any level of the government as unconstitutional , nullifying

10353-437: The power to remove the president, federal judges, and other federal officers from office. The House of Representatives and Senate have separate roles in this process. The House must first vote to impeach the official. Then, a trial is held in the Senate to decide whether the official should be removed from office. As of 2023 , three presidents have been impeached: Andrew Johnson , Bill Clinton , and Donald Trump (twice). None of

10472-420: The powers to levy and collect taxes ; to coin money and regulate its value; provide for punishment for counterfeiting; establish post offices and roads, issue patents, create federal courts inferior to the Supreme Court , combat piracies and felonies , declare war , raise and support armies , provide and maintain a navy , make rules for the regulation of land and naval forces, provide for, arm and discipline

10591-494: The president and approved with the "advice and consent" of the U.S. Senate. Once confirmed, these "Cabinet secretaries" serve at the pleasure of the president. In addition to the executive departments, a number of staff organizations are grouped into the Executive Office of the President (EOP), which was created in 1939 by President Franklin D. Roosevelt. The EOP is overseen by the White House Chief of Staff. The EOP includes

10710-476: The president and confirmed by the United States Senate. The Judiciary Act of 1789 subdivided the nation jurisdictionally into judicial districts and created federal courts for each district. The three tiered structure of this act established the basic structure of the national judiciary: the Supreme Court, 13 courts of appeals, 94 district courts, and two courts of special jurisdiction. Congress retains

10829-466: The president has major agenda-setting powers to influence lawmaking and policymaking, and typically has a major role as the leader of their political party . The president and vice president are normally elected as running mates by the Electoral College ; each state has a number of electoral votes equal to the size of its Congressional delegation ( i.e. , its number of Representatives in

10948-525: The president's signature, "unless the Congress by their Adjournment prevent its Return in which Case it shall not be a Law" (called a pocket veto ). A presidential veto may be overridden by a two-thirds vote in both houses of Congress; this occurs relatively infrequently. The president may be impeached by a majority in the House and removed from office by a two-thirds majority in the Senate for " treason , bribery , or other high crimes and misdemeanors ". The president may not dissolve Congress , but has

11067-572: The registered trademark ("GIB") of the locally made product that dominates the local market. A specific type of Gibraltar board for use in wet conditions (such as bathrooms and kitchens) is known as AquaGib . It is made in thicknesses of 10 mm, 13 mm, and 16 mm, and sometimes other thicknesses up to 25 mm. Panels are commonly sold in 1200 mm-wide sheets, which may be 1800, 2400, 3000, 4800, or 6000 mm in length. Sheets are usually secured to either timber or cold-formed steel frames anywhere from 150 to 300 mm centres along

11186-408: The relatively large lot sizes around the circle at the end of Lake Ridge Road. An additional 645 lots were added to Colonial Hills and construction ran through the early 1950s. Many of these new homes featured two story design, basements and aluminum framed windows. This brought the size of Colonial Hills to over 800 families with an eventual population of 3,100. Some time thereafter, the name of

11305-492: The republic is the "United States of America". No other name appears in the Constitution , and this is the name that appears on money, in treaties, and in legal cases to which the nation is a party. The terms "Government of the United States of America" or "United States Government" are often used in official documents to represent the federal government as distinct from the states collectively. In casual conversation or writing,

11424-616: The resources to buy new houses and the development remained stalled. The homes that the Federal Government financed in 1942 were much less elaborate than 36 East Southington Avenue. In the fall of 1941, the Federal Government recognized that there was a lack of suitable housing for executives engaged in war production in Columbus, and began a search for an appropriate place to construct such homes. The Defense Homes Corporation chose

11543-627: The same way as the president or other officials of the federal government. U.S. judges are appointed by the president, subject to confirmation by the Senate. Another Constitutional provision prohibits Congress from reducing the pay of any present Article III judge. However, Congress is able to set a lower salary for all future judges who take office after such a pay reduction is passed by Congress. Drywall Drywall (also called plasterboard , dry lining , wallboard , sheet rock , gib board , gypsum board , buster board , turtles board , slap board , custard board , gypsum panel and gyprock)

11662-407: The screws holding the drywall in place, and with the aid of gravity, the weight of the water may cause the drywall to sag and eventually collapse, requiring replacement. Drywall's paper facings are edible to termites, which can eat the paper if they infest a wall cavity covered with drywall. This causes the painted surface to crumble to the touch, its paper backing material being eaten. In addition to

11781-427: The setting of the gypsum plaster component. This setting has far less shrinkage than the air-dry compounds normally used in drywall, so it only requires one coat. Blueboard also has square edges rather than tapered-edge drywall boards. The tapered drywall boards are used to countersink the tape in taped jointing, whereas the tape in veneer plastering is buried beneath a level surface. One coat veneer plaster over dry board

11900-416: The sheets are secured to the wall studs or ceiling joists , the installer conceals the seams between drywall sheets with joint tape or fiber mesh. Layers of joint compound, sometimes called mud, are typically spread with a drywall trowel or knife. This compound is also applied to any screw holes or defects. The compound is allowed to air dry and then typically sanded smooth before painting. Alternatively, for

12019-674: The sheets of drywall are simply marked "Made in China", thus making the manufacturer's identification difficult. An investigation by the Consumer Product Safety Commission , CPSC, was underway in 2009. In November 2009, the CPSC reported a "strong association" between Chinese drywall and corrosion of pipes and wires reported by thousands of homeowners in the United States. The issue was resolved in 2011, and now all drywall must be tested for volatile sulfur, and any containing more than ten ppm

12138-590: The sovereign powers of the federal government." The Constitution grants the president the "Power to grant Reprieves and Pardons for Offences against the United States , except in Cases of Impeachment"; this clemency power includes the power to issue absolute or conditional pardons, and to issue commute sentences , to remit fines, and to issue general amnesties . The presidential clemency power extends only to federal crimes, and not to state crimes. The president has informal powers beyond their formal powers. For example,

12257-601: The spring of 1943, 58 of the 200 units were occupied. Colonial Hills was built in an assembly line fashion that predated Levittown by five years. The homes remained rental units throughout the war. Many of the tenants held white collar jobs at the Curtis Wright Aviation Plant located at the airport . At the end of the war, all the homes on Selby and Kenbrook were sold for $ 6000 to $ 8000 to current residents and returning veterans , and later, to others. Many were bought by investors and remained rentals well into

12376-590: The structure's foul odour, health effects, and metal corrosion. The emission of sulfurous gases causes this. The same drywall was sold in Asia without problems resulting, but US homes are built much more tightly than homes in China, with less ventilation. Volatile sulfur compounds, including hydrogen sulfide , have been detected as emissions from the imported drywall and may be linked to health problems. These compounds are emitted from many different types of drywall. Several lawsuits are underway in many jurisdictions, but many of

12495-412: The studs. Sound transmission may be slightly reduced using regular 5 ⁄ 8 -inch (16 mm) panels (with or without light-gauge resilient metal channels and/or insulation), but it is more effective to use two layers of drywall, sometimes in combination with other factors, or specially designed, sound-resistant drywall. Drywall is highly vulnerable to moisture due to the inherent properties of

12614-463: The subdivision dated December 24, 1938 contained this clause ( restrictive covenant ): No part of said addition or any building thereon shall be owned, leased to, or occupied by, any person other than one of the Caucasian race, but this prohibition is not intended to exclude or prevent occupancy by such other persons as domestic servants of any resident of said addition... This restriction was placed in

12733-540: The term "Federal Government" is often used, and the term "U.S. Government" is sometimes used. The terms "Federal" and "National" in government agency or program names generally indicate affiliation with the federal government; for instance, the Federal Bureau of Investigation , National Oceanic and Atmospheric Administration , and National Park Service . Because the seat of government is in Washington, D.C. , "Washington"

12852-434: The three were removed from office following trial in the Senate. Article I, Section 2, paragraph 2 of the U.S. Constitution gives each chamber the power to "determine the rules of its proceedings". From this provision were created congressional committees , which do the work of drafting legislation and conducting congressional investigations into national matters. The 118th Congress (2023–2025) has 20 standing committees in

12971-574: The township, annexing to Columbus or annexing to Worthington was difficult. Tax rates in Columbus were $ 20 per $ 1000 of valued property, while the township was charging $ 26.20 and in Worthington, $ 29.20. The typical taxpayer in Colonial Hills paid $ 200 in annual property tax. Concerned about the cost of providing services to Colonial Hills, many of Worthington's 2000 residents fought the annexation for two years until November 2, 1954, when Colonial Hills

13090-522: The trial courts wherein cases that are considered under the Judicial Code (Title 28, United States Code) consistent with the jurisdictional precepts of federal question jurisdiction , diversity jurisdiction, and pendent jurisdiction can be filed and decided. The district courts can also hear cases under removal jurisdiction , wherein a case brought in a state court meets the requirements for diversity jurisdiction, and one party litigant chooses to "remove"

13209-473: The urgencies of wartime construction changed all that (Gellner, 2003). Colonial Hills and Dales was one of the first sites in the nation to utilize sheetrock rather than plaster construction. Construction was well underway by January, 1942. The work site included a lunch room for the 400 workers. By October 1942, two homes were sufficiently completed to be opened to the public for inspection although landscaping had yet to be completed. The deed restrictions for

13328-469: The vacant Colonial Hills site and chose Overland Realty to act as its agent. The 1925 plat was modified to add Selby Boulevard, Selby Park and Indianola Park. Most of the original Plat, excepting Kenbrook Drive, was shelved as a phase II development to be built later. Curiously, the name was changed to the more elaborate Colonial Hills and Dales . The initial 200 homes were located on Selby Boulevard, North Selby, South Selby and Kenbrook Drive. Ten homes on

13447-508: The vice president as routinely in the legislative branch, or succeeding to the executive branch as president, or possibly being in both as acting president pursuant to the Twenty-fifth Amendment . Because of circumstances, the overlapping nature of the duties and powers attributed to the office, the title of the office and other matters, such has generated a spirited scholarly dispute regarding attaching an exclusive branch designation to

13566-510: The vice president has the authority ( ex officio , for they are not an elected member of the Senate) to cast a tie-breaking vote . Pursuant to the Twelfth Amendment , the vice president presides over the joint session of Congress when it convenes to count the vote of the Electoral College . As first in the U.S. presidential line of succession , the vice president's duties and powers move to

13685-471: The west side of Indianola Avenue were also part of the initial build, 5493, 5503, 5515, 5531, 5539, 5547, 5555, 5571, 5579 and 5587. This plat shows Kenbrook Drive bisecting Indianola Park. Apparently during the expansion after the war it was decided to terminate Kenbrook Drive at Indianola Avenue and extend Indianola Park farther north. Also note the presence of alleys. These were designed to be 16 feet (4.9 m) wide to provide access to utilities and provide

13804-442: Was an early substrate for plaster. An alternative to traditional wood or metal lath was a panel made up of compressed gypsum plaster board that was sometimes grooved or punched with holes to allow wet plaster to key into its surface. As it evolved, it was faced with paper impregnated with gypsum crystals that bonded with the applied facing layer of plaster. In 1936, US Gypsum trademarked ROCKLATH for their gypsum lath product. In 2002

13923-560: Was annexed to Worthington. This increased the population of Worthington to more than 5000, and changed its status from Village to City. Colonial Hills Elementary School was promptly constructed and opened in 1955. From the 1950s until at least the late 1970s, Colonial Hills hosted a July Fourth celebration that was a major event for the north side of Columbus. A parade with hundreds of children in costume, floats and horse-drawn wagons made its way along Andover to Selby Park, where tents were set up. Fireworks at Indianola Park followed. Prior to

14042-574: Was chosen to design the homes. Nine styles of home were designed to be replicated throughout the initial order of 200 homes. The project was budgeted at $ 1,250,000. The houses were actually prefabricated off site and delivered in pieces by the New York Central railroad to the Potter Lumber company at State Route 161 and Proprietors Road. They were trucked to the site and installed. To save time and money while building military bases and offices,

14161-408: Was proposed in the early 1960s with the north section to be routed through the deaf school just north of Graceland Shopping Center. This proposal was fought by residents of Clintonville and Beechwold through 1961. In October, 1961, after an extensive letter writing campaign by local residents, Ohio Governor Michael DiSalle announced that the freeway would be built north of Worthington. In August, 1967,
