Chiang Kham ( Thai : เชียงคำ , pronounced [tɕʰīaŋ kʰām] ; Northern Thai : เจียงฅำ , pronounced [tɕīaŋ kām] ) is a district ( amphoe ) in the northeastern part of Phayao province , northern Thailand .
