Independent Public Schools (IPS) refers to an education reform first introduced in Western Australia in 2009 by the state's Department of Education . An independent public school is a state/public school that, while a part of the state education system, has been granted a higher degree of decision-making authority than a regular, non-independent state school. The term, Independent Public School, has been increasingly used by other state governments in Australia , such as Queensland , to label similar reforms to the governance of their state schools. Federal Australian governments also use the term Independent Public Schools. In February 2014 the Federal Education Minister , Christopher Pyne , announced a $ 70 million Independent Public Schools Initiative to support 1,500 state schools across Australia to become more autonomous .

In 2011, Ocean Reef Senior High School became an Independent Public school under

216-520: A Liberal premier to govern without National support, even when the Liberals win enough Legislative Assembly seats to theoretically govern alone. In October 2004, Barnett led a campaign to raise the age of consent for homosexual acts from 16 to 18. This policy of recriminalisation was opposed by several major organisations, including Amnesty International , the World Health Organization , and

270-516: A New Public Management reform not directed at improving the educational outcomes of students, but at reforming the public sector, particularly through introducing managerialist and market values, practices and mechanisms. IPS is also understood as a regulatory regime aligned with neoliberal modalities of governing. Using a Foucauldian theoretical approach to the IPS initiative, the rationalities, techniques and practices of IPS have been understood as transforming

324-490: A decreased 7.1 percent amount of the GST revenue (lower than last year's revenue amount of 8.1 percent) while Western Australia is a state that will be heavily relied upon for the nation's economic growth due to its booming resource sector. Western Australia therefore would be heavily dependent on GST revenue to fund major resource sector projects although they would not be supported by GST revenue, thus becoming extensive expenditure for

540-642: A motion to spill the leadership of the WA Liberal Party was brought by backbencher Murray Cowper . On 20 September, it was defeated 31 votes to 15. Under Court's plan, both he and Barnett would have resigned from

648-477: A significant association with school performance. However, a system-level composition effect appears with regard to school autonomy in educational content as well as budgeting. Students in educational systems giving more autonomy to schools to choose textbooks, to determine course content, and to decide which courses to offer, tend to perform better regardless of whether the schools which individual students attend have higher degrees of autonomy or not'. A comparison of

The Liberals suffered a 13.6 percent swing in Perth, and were cut down to just nine seats there, including Barnett's. Accepting responsibility for one of

810-658: A year earlier. Knowing that Grylls was in a position to effectively choose the next premier, both Barnett and Carpenter courted the Nationals' support. A week after the election, the Nationals agreed to support the Liberal Party as a minority government. As part of the deal, Grylls and two other Nationals, Terry Redman and Terry Waldron , accepted posts in Barnett's cabinet. However, the National ministers had only limited cabinet collective responsibility , unlike past Liberal-National coalitions in Western Australia (and at most levels in

1188-417: The 2012 PISA results concludes that school systems where schools have more autonomy over curricula and assessments tend to perform better overall, however the relationship between school autonomy and performance within countries is more complex, with factors such as accountability arrangements and teacher-principal collaboration in school management impacting on performance. Scholarly concern is registered about

1242-561: The Gallop government was returned with its majority intact, Barnett accepted responsibility for the defeat and resigned the Liberal leadership. These effects include: increased administrative burden on principals; levels of resourcing required to effectively self-govern; and the intensification of 'the gaps between schools serving the rich and those serving the poor, gaps marked by growing differences in school size, student intake, resources and achievement'. Other research explicitly situates IPS in its political and policy context. IPS has been criticised as

According to ABC election analyst Antony Green , Barnett would have been forced to keep the Nationals in his cabinet in any event.
