Mossel Bay Municipality ( Afrikaans : Mosselbaai Munisipaliteit ; Xhosa : uMasipala wase Mossel Bayi ) is a local municipality within the Garden Route District Municipality , in the Western Cape province of South Africa . As of 2011, the population was 89,430.
