The Francist Movement ( French : Mouvement franciste , MF) was a French fascist and anti-semitic league created by Marcel Bucard in September 1933 that edited the newspaper Le Francisme . Mouvement franciste reached a membership of 10,000 and was financed by the Italian dictator, Benito Mussolini . Its members were deemed the francistes or Chemises bleues ( Blueshirts ) and gave the Roman salute (a paramilitary character that was mirrored in France by François Coty 's Solidarité Française ).

It incorporated the Solidarité française after Coty's death later in the same year. All of the movements that participated in the 6 February riots were outlawed in 1936, when Léon Blum 's Popular Front government passed new legislation on

However, the fascist actions on 6 February were arguably an uncoordinated but violent attempt to overthrow the Cartel des gauches government elected in 1932 . Although he personally abhorred Italian fascism or German national socialism, he later endorsed the Pétain regime of Vichy. The radicalization of the rightists would accelerate after the election of the Popular Front in 1936 and the Spanish Civil War (1936–39). The American journalist John Gunther wrote in 1940 that

Marcel Bucard whilst delivering a speech at the ceremony stated that he wanted: "(...) to found a movement of revolutionary action whose aim is to conquer power" and "to stop the race to the abyss". The movement was heavily inspired by Mussolini's National Fascist Party and received significant funding and support from the Italian fascist movement; Bucard wrote, "Our Francism

540-904: A common Anglo-American vision of the postwar world, as formalized by the Atlantic Charter . At the Second Inter-Allied Meeting in London in September 1941, the eight European governments in exile, together with the Soviet Union and representatives of the Free French Forces, unanimously adopted adherence to the common principles of policy set forth in the Atlantic Charter. In December, Japan attacked American and British territories in Asia and

630-581: A convergence between Italian fascism and the majority of the French leagues, in particular the Action Française (in other words, Jenkins considers fascism an Italian historic phenomenon, and though a fascist-like philosophy existed in France, it should not be termed "fascist" as that name should be reserved for Benito Mussolini 's politics). 720-608: A domination of the world completely different from any known in world history. The domination at which the Nazis aim is not limited to the displacement of the balance of power and the imposition of the supremacy of one nation. It seeks the systematic and total destruction of those conquered by Hitler and it does not treaty with the nations which it has subdued. He destroys them. He takes from them their whole political and economic existence and seeks even to deprive them of their history and culture. He wishes only to consider them as vital space and

810-560: A formalized group upon the Declaration by United Nations on 1 January 1942, which was signed by 26 nations around the world; these ranged from governments in exile from the Axis occupation to small nations far removed from the war. The Declaration officially recognized the Big Three and China as the "Four Powers", acknowledging their central role in prosecuting the war; they were also referred to as

900-535: A key role in achieving victory. A series of conferences between Allied leaders, diplomats, and military officials gradually shaped the makeup of the alliance, the direction of the war, and ultimately the postwar international order. Relations between the United Kingdom and the United States were especially close , with their bilateral Atlantic Charter forming the groundwork of their alliance. The Allies became

990-640: A massive air attack on Germany, but Stalin kept wanting more. Although the U.S. had a strained relationship with the USSR in the 1920s, relations were normalized in 1933. The original terms of the Lend-Lease loan were amended towards the Soviets, to be put in line with British terms. The United States would now expect interest with the repayment from the Soviets, following the initiation of the Operation Barbarossa , at

1080-509: A minister of Camille Chautemps 's government. Tensions rose when the press later revealed that Stavisky had benefited from a 19-month postponement of his trial because the public prosecutor was Chautemps' brother-in-law. On 8 January 1934, Alexandre Stavisky was found dead, and the police reported suicide as the cause—a convenient statement that raised public concerns of a cover-up. According to rightists, Chautemps had had him assassinated to keep him from revealing any secrets. The press then started

1170-525: A political campaign against alleged governmental corruption, while far rightists demonstrated. At the end of the month, after the revelation of yet another scandal, Chautemps resigned. Édouard Daladier , another politician of the Radical-Socialist Party, succeeded him on 27 January 1934. Thirteen demonstrations had already occurred since 9 January in Paris. While the parliamentary right was trying to use

British Hong Kong consisted of Hong Kong Island , the Kowloon Peninsula , and the New Territories . Territories controlled by the Colonial Office , namely the Crown Colonies , were controlled politically by

1350-419: A separate demonstration. However, at the initiative of the popular base of these societies, the demonstrations finally united themselves into one. Thus, this day marked a first tentative union between the socialists and the communists. It had at its core the anti-fascism shared by both Marxist parties; a union had been opposed since the division of the 1920 Tours Congress , but this new rapprochement resulted in

He compels them to make room for their conquerors. He does not even take the trouble to impose any war tribute on them. He just takes all their wealth and, to prevent any revolt, he scientifically seeks the physical and moral degradation of those whose independence he has taken away. During the Occupation, the Franciste Movement was relaunched and along with Jacques Doriot 's French Popular Party (PPF) and Marcel Déat 's National Popular Rally (RNP) is one of the most notable political movement to collaborate with the occupying German authorities. 1710-564: The Croix-de-feu "could easily have captured the Chamber of Deputies. But [de la Rocque] held his men back. 'France wasn't ready,' he explained". It was possible, Gunther said, that "like Hitler, he hopes to gain power by legal means". To the far rightists, 6 February represented a failed opportunity to abolish the Republic, which only presented itself again in 1940 after the balance had been changed by

1800-505: The Elysée Palace , the president's residence. However, Communists belonging to the rival leftist veterans' organization ARAC may have been involved; one public notice afterward condemned the governing centre-left coalition (known as the Cartel des gauches ) for having shot unarmed veterans who shouted "Down with the thieves, long live France!". He was replaced by the conservative Radical Gaston Doumergue as head of the government; this was the first time during the Third Republic that a government was ended because of street demonstrations. 2340-581: The Wall Street Crash of 1929 ("Black Tuesday"). The economic and social crisis particularly affected the middle classes who tended traditionally to endorse the Republic (in particular the Radical-Socialist Party ). Parliamentary instability ensued, with five governments between May 1932 and January 1934, which encouraged anti-parliamentarists. Dissidents took advantage of a succession of political and financial scandals to gain power, including

2430-510: The " trusteeship of the powerful", and later as the " Four Policemen " of the United Nations. The League of Nations condemned Japan's actions and initiated sanctions; the United States, which had attempted to peacefully negotiate for peace in Asia,

2610-459: The 1932 legislative elections. The leagues differed in their goals, but were united by their opposition to the ruling Radical-Socialist party. On the night of 6 February, the leagues, which had gathered in different places in Paris, all converged on Place de la Concorde , located in front of the Bourbon Palace , but on the other side of the river Seine . The police and guards managed to defend

2700-713: The 1936 Popular Front (consisting of radicals and socialists and endorsed without participation in the government by the Communist party). This antifascist union was in accordance with Stalin 's directives to the Comintern , which had asked the European communist parties to ally with other leftist parties, including social-democrats and socialists, in order to block the contagion of fascist and anti-communist regimes in Europe. Furthermore, several anti-fascist organizations were created after

It is also often called the "Strange Alliance", because it united the leaders of the world's greatest capitalist state (the United States), the greatest socialist state (the Soviet Union) and the greatest colonial power (the United Kingdom). It is that Germany seeks to establish

In Rio de Janeiro , Brazilian dictator Getúlio Vargas was considered near to fascist ideas, but realistically joined the United Nations after their evident successes. In 1944, Liberia and France signed. The French situation

3330-650: The German war machine. On 1 September 1939, Germany invaded Poland ; two days later Britain and France declared war on Germany. Roughly two weeks after Germany's attack, the Soviet Union invaded Poland from the east. Britain and France established the Anglo-French Supreme War Council to coordinate military decisions. A Polish government-in-exile was set up in London, joined by hundreds of thousands of Polish soldiers, which would remain an Allied nation until

3420-589: The Japanese attack on Pearl Harbor in December 1941, after which it declared war and officially joined the Allies. China had already been at war with Japan since 1937 , and formally joined the Allies in December 1941. The Allies were led by the so-called "Big Three"—the United Kingdom, the Soviet Union, and the United States—which were the principal contributors of manpower, resources, and strategy, each playing

After 6 February, leftists were convinced that a fascist putsch had occurred. The importance of

The likelihood of war was high, but none of the major powers had the appetite for another conflict; many governments sought to ease tensions through nonmilitary strategies such as appeasement . The victorious Allies of World War I —which included what would become the Allied powers of the Second World War—had imposed harsh terms on the opposing Central Powers in the Paris Peace Conference of 1919–1920 . Germany resented signing the Treaty of Versailles , which required that it take full responsibility for

The British Commonwealth and, to a lesser extent, the Soviet Union reciprocated with a smaller Reverse Lend-Lease program. There were numerous high-level conferences ; in total Churchill attended 14 meetings, Roosevelt 12, and Stalin 5. The meeting culminated with the Declaration of St James's Palace , which set out a first vision for the postwar world. In June 1941, Hitler broke

4770-536: The Western Allies to establish a second front in Europe. Stalin and the Soviets used the potential employment of the second front as an 'acid test' for their relations with the Anglo-American powers. The Soviets were forced to use as much manpower as possible in the fight against the Germans, whereas the United States had the luxury of flexing industrial power, but with the "minimum possible expenditure of American lives". Roosevelt and Churchill opened ground fronts in North Africa in 1942 and in Italy in 1943, and launched

4860-423: The affair to replace the left-wing majority elected during the 1932 elections, the far right took advantage of its traditional themes: antisemitism , xenophobia (Stavisky was a naturalized Ukrainian Jew), hostility toward Freemasonry (Camille Chautemps was a Masonic dignitary), and anti-parliamentarism. As historian Serge Bernstein emphasized, the Stavisky Affair was exceptional neither in its seriousness nor in

4950-449: The anti-parliamentarist activity of far-rightist leagues was undeniable. Some of them, such as the Francisque , had copied all of their characteristics from the Italian Fascio leagues which had marched on Rome in 1922, thus resulting in the imposition of the fascist regime . Although historian Serge Bernstein has showed that Colonel de la Rocque had probably been convinced of the necessity of respecting constitutional legality, this

At the Tehran conference , Stalin judged Roosevelt to be a "lightweight compared to the more formidable Churchill". During the meetings from 1943 to 1945, there were disputes over the growing list of demands from the USSR. Tensions increased further when Roosevelt died and his successor Harry Truman rejected demands put forth by Stalin. Roosevelt wanted to play down these ideological tensions. The Parti Franciste did not survive

Similarly, Bucard defended the General Confederation of Labour (dissolved during the occupation) and criticized the Vichy regime's Labor Charter, which he considered not socialist enough. Like the other collaboration movements, the movement failed to become a mass movement. At its peak (summer 1943), according to historian duo Lambert-Le Marec it had some 5,500 members (4,000 in

The crisis was finally resolved with the formation of a new government directed by former president of

5850-477: The non-aggression agreement with Stalin and Axis forces invaded the Soviet Union , which consequently declared war on Germany and its allies. Britain agreed to an alliance with the Soviet Union in July, with both nations committing to assisting one another by any means, and to never negotiate a separate peace. The following August saw the Atlantic Conference between American President Franklin Roosevelt and British Prime Minister Winston Churchill , which defined

Opposing this opinion, other historians, such as Michel Dobry or Zeev Sternhell , considered them as being fully fascist leagues. Brian Jenkins claimed it was pointless to seek a fascist essence in France and preferred to make comparisons which resulted, according to him, in

The other dominions and members of the British Commonwealth declared war from 3 September 1939, all within one week of each other; they were Canada , British India and South Africa . During the war, Churchill attended seventeen Allied conferences at which key decisions and agreements were made. He

6120-407: The pejorative nickname of Froides Queues in the far-rightist press. Contrary to the other leagues which were intent on abolishing the Republic, it thus seemed that Colonel de la Rocque finally decided to respect the legality of the republican (unlike the Action Française) and parliamentary (unlike the Jeunesses Patriotes) regime. In the National Assembly, the rightists attempted to take advantage of

6210-438: The personalities put on trial, but in the rightists' determination to use the opportunity to make a leftist government resign, helped by the fact that the Radical-Socialists did not have an absolute majority in the National Assembly and thus the government was weak and an alternative coalition might be formed by the parties to the right. The session was ended after left and right-wing deputies exchanged blows. During the night, Daladier took the first measures to obtain the re-establishment of public order. He did not exclude the possibility of declaring a state of emergency , although he finally decided against it. However,

The anarchists also participated with many antifascist actions. After the crisis, the parliamentary rightists also began to get closer to the counter-revolutionary far rightists. Several of its main activists would lose all trust in parliamentary institutions. Daniel Halévy ,

6570-526: The severity of the economic crisis on the Treaty of Versailles. The far-right Nazi Party led by Adolf Hitler , which had formed shortly after the peace treaty, exploited growing popular resentment and desperation to become the dominant political movement in Germany. Seventeen people were killed and 2,000 injured, most of them members of the Action Française . Far-rightist organisations had the most important role in the riots; most of the UNC veterans avoided the Place de la Concorde, creating some incidents near

6750-514: The trade union Confédération générale du travail (CGT) (reformist, with some associations with the Socialist Party) and the Confédération générale du travail unitaire (CGTU) (revolutionary, and associated with the communist party) decided to organize a one-day general strike , while the socialist party Section française de l'Internationale ouvrière (SFIO) and the communist party opted for

6840-477: The unchallenged Japanese expansion in the East, particularly considering their defeat in previous wars with Japan; the Soviets also recognized, as the U.S. and Britain had suggested, the advantages of a two-front war . Franklin D. Roosevelt , Winston Churchill , and Joseph Stalin were The Big Three leaders. They were in frequent contact through ambassadors, top generals, foreign ministers and special emissaries such as

6930-505: The war, Britain could remain the sole great power in Europe facing the Communist threat, as it was in 1940 and 1941 against Nazism. During the early part of 1945, Peru, Chile, Paraguay, Venezuela, Uruguay, Turkey, Egypt, Saudi Arabia, Lebanon, Syria (these latter two French colonies had been declared independent states by British occupation troops, despite protests by Pétain and later De Gaulle) and Ecuador became signatories. Ukraine and Belarus , which were not independent states but parts of

7020-488: The war, lose a significant portion of territory, and pay costly reparations, among other penalties. The Weimar Republic , which formed at the end of the war and subsequently negotiated the treaty, saw its legitimacy shaken, particularly as it struggled to govern a greatly weakened economy and humiliated populace. The Wall Street Crash of 1929 , and the ensuing Great Depression , led to political unrest across Europe, especially in Germany, where revanchist nationalists blamed

7110-483: The war. The alliance was largely one of convenience for each member: the U.K. realized that the Axis powers threatened not only its colonies in North Africa and Asia but also the homeland . The United States felt that the Japanese and German expansion should be contained, but ruled out force until Japan's attack. The Soviet Union, having been betrayed by the Axis attack in 1941, greatly despised German belligerence and

7200-513: The world, had sought an alliance with the western powers, but Hitler preempted a potential war with Stalin by signing the Nazi–Soviet non-aggression pact in August 1939. In addition to preventing a two-front war that had battered its forces in the last world war, the agreement secretly divided the independent states of Central and Eastern Europe between the two powers and assured adequate oil supplies for

7290-733: The étrange défaite ( Marc Bloch ) or "divine surprise" ( Charles Maurras ), that is the 1940 defeat during the Battle of France against Germany. This deception prompted several far-right members to radicalize themselves, endorsing fascism, Nazism, or the wartime Vichy regime. Despite the claims of the leftists, the 6 February crisis was not a fascist conspiracy. The far-rightist leagues were not united enough and most of them lacked any specific objectives. However, their violent methods, their paramilitary appearances, their cult of leadership, etc., explained why they have often been associated with fascism. Other than these appearances, however, and their will to see

7380-593: Was "the most important of the Allied leaders during the first half of World War II". British West Africa and the British colonies in East and Southern Africa participated, mainly in the North African, East African and Middle-Eastern theatres. Two West African and one East African division served in the Burma Campaign . Southern Rhodesia was a self-governing colony, having received responsible government in 1923. It

7470-612: Was an attempt to organize a fascist coup d'état . According to historian Joel Colton , "The consensus among scholars is that there was no concerted or unified design to seize power and that the leagues lacked the coherence, unity, or leadership to accomplish such an end." As a result of the actions of that day, several anti-fascist organisations were created, such as the Comité de vigilance des intellectuels antifascistes , in an attempt to thwart fascism in France. After World War II , several historians, among them Serge Berstein , argued that while some leagues had indisputably desired

7560-776: Was due to his involvement with the Stavisky Affair, while the rightists denounced the negotiations with the Radical-Socialists: the departure of Chiappe was said to have been in exchange for an endorsement of Daladier's new government. Rightist anti-parliamentary leagues had been the main activists during the January 1934 demonstrations. Although these leagues were not a new phenomenon (the old Ligue des Patriotes ("Patriot League") had been initiated by Paul Déroulède in 1882), they played an important role after World War I, in particular when leftists were in power, as they had been since

7650-516: Was especially angered by the invasion and sought to support China. In March 1939, Germany took over Czechoslovakia , just six months after signing the Munich Agreement , which sought to appease Hitler by ceding the mainly ethnic German Czechoslovak borderlands; while most of Europe had celebrated the agreement as a major victory for peace, the open flaunting of its terms demonstrated the failure of appeasement. Britain and France, which had been

7740-535: Was killed and another injured by Bucard's bodyguards during an altercation. Bucard was imprisoned, but released on July 29, just in time to flee to Germany on August 12 with the other Francists as the Allies invaded France in Operation Overlord . Bucard was finally arrested, tried, and sentenced to death on February 21, 1946, and shot on March 19 at Fort Chatillon , near Paris. Facing a firing squad, he refused to wear

7830-457: Was not a sovereign dominion. It governed itself internally and controlled its own armed forces, but had no diplomatic autonomy, and, therefore, was officially at war as soon as Britain was at war. The Southern Rhodesian colonial government issued a symbolic declaration of war nevertheless on 3 September 1939, which made no difference diplomatically but preceded the declarations of war made by all other British dominions and colonies. These included:

7920-417: Was not true of all members of his Croix-de-feu society, which also shared, at least superficially, some characteristics of the fascist leagues, in particular their militarism and fascination for parades. On 9 February 1934, a socialist and communist counter-demonstration occurred while Daladier was being replaced by Doumergue. Nine people were killed during incidents with the police forces. On 12 February

8010-416: Was too anxious to prove a point ... he suffered from an inferiority complex." During December 1941, Roosevelt devised the name "United Nations" for the Allies and Churchill agreed. He referred to the Big Three and China as the " Four Policemen " repeatedly from 1942. The alliance was formalised in the Declaration by United Nations signed on 1 January 1942. There were the 26 original signatories of

8100-462: Was very confused. Free French forces were recognized only by Britain, while the United States considered Vichy France to be the legal government of the country until Operation Overlord , while also preparing U.S. occupation francs . Winston Churchill urged Roosevelt to restore France to its status of a major power after the liberation of Paris in August 1944; the Prime Minister feared that after
