The Communist Party of Czechoslovakia ( Czech and Slovak : Komunistická strana Československa , KSČ ) was a communist and Marxist–Leninist political party in Czechoslovakia that existed between 1921 and 1992. It was a member of the Comintern . Between 1929 and 1953, it was led by Klement Gottwald . The KSČ was the sole governing party in the Czechoslovak Socialist Republic though it was a leading party along with the Slovak branch and four other legally permitted non-communist parties . After its election victory in 1946, it seized power in the 1948 Czechoslovak coup d'état and established a one-party state allied with the Soviet Union. Nationalization of virtually all private enterprises followed, and a command economy was implemented.

The two classes are the proletariat , who make up the majority of the population within society and must sell their labor power to survive, and the bourgeoisie , a small minority that derives profit from employing the working class through private ownership of the means of production. According to this analysis, a communist revolution would put the working class in power, and in turn establish common ownership of property,

6734-513: A particular salience. KSČ was often reticent with precise details about its members, and the question of how many in the party actually belonged to the revolutionary proletariat proper became a delicate one. 19943-431: The state (or nation state ). Communists often seek a voluntary state of self-governance but disagree on the means to this end. This reflects a distinction between a more libertarian socialist approach of communization , revolutionary spontaneity , and workers' self-management , and a more authoritarian vanguardist or communist party -driven approach through the development of a socialist state , followed by

20202-435: The two-stage theory , communists made no major distinction between the socialist mode of production and communism; it is consistent with, and helped to inform, early concepts of socialism in which the law of value no longer directs economic activity. Monetary relations in the form of exchange-value , profit , interest , and wage labor would not operate and apply to Marxist socialism. While Joseph Stalin stated that

20461-488: The withering away of the state . As one of the main ideologies on the political spectrum , communist parties and movements have been described as radical left or far-left. 20720-558: The "trust in cadres" policy implemented by his administration, the CPSU leadership evolved into a gerontocracy . At the end of Brezhnev's rule, problems continued to amount; in 1979 he consented to the Soviet intervention in Afghanistan to save the embattled communist regime there and supported the oppression of the Solidarity movement in Poland. As problems grew at home and abroad, Brezhnev

21238-586: The 1980s focused on recruiting politically and professionally qualified people willing to exercise greater activism in implementing the party's program. Party leaders at the 17th Party Congress (1986) urged recruitment of more workers, young people, and women. In 1981 it had 1,538,179 members (10% of the population) KSČ membership was contingent upon completion of a one-year period as a candidate member. Candidate members could not vote or be elected to party committees. In addition to candidates for party membership, there were also candidates for party leadership groups from

21497-502: The 19th Conference in 1988, the Politburo alongside the Secretariat controlled appointments and dismissals nationwide. In the post-Stalin period, the Politburo controlled the Central Committee apparatus through two channels; the General Department distributed the Politburo's orders to the Central Committee departments and through the personnel overlap which existed within the Politburo and the Secretariat. This personnel overlap gave

21756-601: The 20th century. In Western Europe, communist parties were part of several post-war governments, and even when the Cold War forced many of those countries to remove them from government, such as in Italy, they remained part of the liberal-democratic process. There were also many developments in libertarian Marxism, especially during the 1960s with the New Left . By the 1960s and 1970s, many Western communist parties had criticized many of

22015-671: The Bolsheviks to maintain power and control in the Soviet regions, rather than any coherent political ideology . The Soviet Union was established in 1922. Before the broad ban in 1921, there were several factions in the Communist party, more prominently among them the Left Opposition , the Right Opposition , and the Workers' Opposition , which debated on the path of development to follow. The Left and Workers' oppositions were more critical of

22274-463: The Brezhnev period saw the rise of neo-Stalinism . While Stalin was never rehabilitated during this period, the most conservative journals in the country were allowed to highlight positive features of his rule. At the 23rd Congress held in 1966, the names of the office of First Secretary and the body of the Presidium reverted to their original names: General Secretary and Politburo, respectively. At

22533-495: The British researcher of Russian affairs, Archie Brown , the democratization of the Soviet Union brought mixed blessings to Gorbachev; it helped him to weaken his conservative opponents within the party but brought out accumulated grievances which had been suppressed during the previous decades. In reaction to these changes, a conservative movement gained momentum in 1987 in response to Boris Yeltsin 's dismissal as First Secretary of

22792-495: The CPSU General Secretary a way of strengthening his position within the Politburo through the Secretariat. Kirill Mazurov , Politburo member from 1965 to 1978, accused Brezhnev of turning the Politburo into a "second echelon" of power. He accomplished this by discussing policies before Politburo meetings with Mikhail Suslov , Andrei Kirilenko , Fyodor Kulakov , and Dmitriy Ustinov among others, who held seats both in

23051-497: The CPSU a monopoly over the political system. The party's main ideology was Marxism–Leninism . The party was outlawed under Russian President Boris Yeltsin 's decree on 6 November 1991, citing the 1991 Soviet coup attempt as a reason. The party started in 1898 as part of the Russian Social Democratic Labour Party . In 1903, that party split into a Menshevik ("minority") and Bolshevik ("majority") faction;

23310-482: The CPSU and independent candidates. Other organized parties were not allowed. The CPD was elected in 1989 ; one-third of the seats were appointed by the CPSU and other public organizations to sustain the Soviet one-party state . The elections were democratic, but most elected CPD members opposed any more radical reform. The elections featured the highest electoral turnout in Russian history; no election before or since had

23569-450: The CPSU launched the August 1991 coup , which overthrew Gorbachev but failed to preserve the Soviet Union. When Gorbachev resumed control (21 August 1991) after the coup's collapse, he resigned from the CPSU on 24 August 1991 and operations were handed over to Ivashko. On 29 August 1991 the activity of the CPSU was suspended throughout the country, on 6 November Yeltsin banned the activities of

23828-600: The Central Supervisory and Auditing Commission, as well as discussion and approval of their reports. Between congresses, KSČ's Central Committee (CC) was responsible for directing party activities and implementing general policy decisions. Party statutes also provided that CC functioned as the primary arm of KSČ control over the organs of federal government and the republics, National Front, and all cultural and professional organizations. Party members holding leading positions in these bodies were responsible directly to CC for

24087-422: The Communist ideal. Mao charged that Soviet leader Nikita Khrushchev was the leader of a "revisionist clique" which had turned against Marxism and Leninism and was now setting the stage for the restoration of capitalism. The two nations were at sword's point by 1960. Both began forging alliances with communist supporters around the globe, thereby splitting the worldwide movement into two hostile camps. Rejecting

24346-717: The Constituent Assembly in January 1918. The Draft Decree on the Dissolution of the Constituent Assembly was issued by the Central Executive Committee of the Soviet Union , a committee dominated by Lenin, who had previously supported a multi-party system of free elections. After the Bolshevik defeat, Lenin started referring to the assembly as a "deceptive form of bourgeois-democratic parliamentarianism." Some argued this

24605-718: The Czech Lands was created as a counterpart to KSS, but it was suppressed after the 1968 invasion and by 1971 had been stricken from party records. KSČ had ten regional subdivisions (seven in the Czech lands, three in Slovakia) identical to kraje , the ten major governmental administrative divisions. In addition, however, the Prague and Bratislava municipal party organs, because of their size, were given regional status within KSČ. Regional conferences selected regional committees, which in turn selected

24864-516: The Fourierists in France were considered respectable socialists, while working-class movements that "proclaimed the necessity of total social change" denoted themselves communists . This latter branch of socialism produced the communist work of Étienne Cabet in France and Wilhelm Weitling in Germany. While liberal democrats looked to the Revolutions of 1848 as a democratic revolution , which in

25123-530: The Great Leap was a very expensive disaster." Put in charge of rescuing the economy, Deng adopted pragmatic policies that the idealistic Mao disliked. For a while, Mao was in the shadows but returned to center stage and purged Deng and his allies in the Cultural Revolution (1966–1976). The Cultural Revolution was an upheaval that targeted intellectuals and party leaders from 1966 through 1976. Mao's goal

25382-469: The Great Purge. According to party rules, the Central Committee was to convene at least twice a year to discuss political matters—but not matters relating to military policy. The body remained largely symbolic after Stalin's consolidation; leading party officials rarely attended meetings of the Central Committee. The Central Auditing Commission (CAC) was elected by the party Congresses and reported only to

25641-547: The KSČ. A dispute broke out between Gottwald and the second most-powerful man in the country, party General Secretary Rudolf Slánský , over the extent to which Czechoslovakia should conform with the Soviet model. In 1951, Slánský and several other senior Communists were arrested and charged with participating in a " Trotskyite – Titoite – Zionist conspiracy". They were subjected to a show trial in 1952 (the Prague Trials ) and Slánský and 10 other defendants were executed. In

25900-526: The Kerensky led provisional government's legitimacy. The provisional government, insistent on maintaining the universally despised war effort on the Eastern Front because of treaty ties with its Allies and fears of Imperial German victory , had become socially isolated and had no enthusiastic support on the streets. On 7 November (25 October, old style), the Bolsheviks led an armed insurrection, which overthrew

26159-492: The Kerensky provisional government and left the soviets as the sole governing force in Russia. In the aftermath of the October Revolution , the soviets united federally and the Russian Socialist Federative Soviet Republic , the world's first constitutionally socialist state, was established. The Bolsheviks were the majority within the soviets and began to fulfill their campaign promises by signing

26418-642: The October Revolution which involved the assault on Petrograd occurred largely without any human casualties . By November 1917, the Russian Provisional Government had been widely discredited by its failure to withdraw from World War I, implement land reform, or convene the Russian Constituent Assembly to draft a constitution, leaving the soviets in de facto control of the country. The Bolsheviks moved to hand power to

26677-595: The Party's second conference. Martov's followers were called the Mensheviks (which means minority in Russian); and Lenin's, the Bolsheviks (majority). (The two factions were in fact of fairly equal numerical size.) The split became more formalized in 1914, when the factions became named the Russian Social Democratic Labour Party (Bolsheviks), and Russian Social Democratic Labour Party (Mensheviks). Prior to

26936-476: The Politburo and faced few constraints from party leaders. In the summer of 1990 the party convened the 28th Congress . A new Politburo was elected, previous incumbents (except Gorbachev and Vladimir Ivashko , the CPSU Deputy General Secretary) were removed. Later that year, the party began work on a new program with a working title, "Towards a Humane, Democratic Socialism". According to Brown,

27195-450: The Politburo and the Secretariat. Mazurov's claim was later verified by Nikolai Ryzhkov , the Chairman of the Council of Ministers under Gorbachev. Ryzhkov said that Politburo meetings lasted only 15 minutes because the people close to Brezhnev had already decided what was to be approved. The Politburo was abolished and replaced by a Presidium in 1952 at the 19th Congress. In the aftermath

27454-426: The Politburo did during the post-Stalin era, serving as the party's governing body. However, as the membership in the Central Committee increased, its role was eclipsed by the Politburo. Between Congresses, the Central Committee functioned as the Soviet leadership's source of legitimacy. The decline in the Central Committee's standing began in the 1920s; it was reduced to a compliant body of the Party leadership during

27713-613: The Presidium), the Secretariat and the Orgburo (until 1952). The party leader was the head of government and held the office of either General Secretary , Premier or head of state , or two of the three offices concurrently, but never all three at the same time. The party leader was the de facto chairman of the CPSU Politburo and chief executive of the Soviet Union. The tension between

27972-643: The Russian Federation has some supporters, but is reformist rather than revolutionary, aiming to lessen the inequalities of Russia's market economy. Chinese economic reforms were started in 1978 under the leadership of Deng Xiaoping , and since then China has managed to bring down the poverty rate from 53% in the Mao era to just 8% in 2001. After losing Soviet subsidies and support, Vietnam and Cuba have attracted more foreign investment to their countries, with their economies becoming more market-oriented. North Korea,

28231-427: The Secretariat by the plenums of the Central Committee. In between Central Committee plenums, the Politburo and the Secretariat were legally empowered to make decisions on its behalf. The Central Committee or the Politburo and/or Secretariat on its behalf could issue nationwide decisions; decisions on behalf of the party were transmitted from the top to the bottom. Under Lenin, the Central Committee functioned much as

28490-431: The Soviet Union . The declaration acknowledged the independence of the former Soviet republics and created the Commonwealth of Independent States , although five of the signatories ratified it much later or did not do it at all. On the previous day, Soviet president Mikhail Gorbachev (the eighth and final leader of the Soviet Union ) resigned, declared his office extinct, and handed over its powers, including control of

28749-420: The Soviet Union into a liberal democracy . The CPSU's demise began in March 1990, when state bodies eclipsed party elements in power. From then until the Soviet Union's disestablishment, Gorbachev ruled the country through the newly created post of President of the Soviet Union . Following this, the central party apparatus did not play a practical role in Soviet affairs. Gorbachev had become independent from

29008-515: The Soviet Union led Western countries, such as the United States , to open diplomatic relations with the Soviet government. In 1933, after years of unsuccessful workers' revolutions (including a short-lived Bavarian Soviet Republic ) and spiraling economic calamity, Adolf Hitler came to power in Germany, violently suppressing the revolutionary organizers and posing a direct threat to the Soviet Union that ideologically supported them. The threat of fascist sabotage and imminent attack greatly exacerbated

29267-448: The Soviet Union was stagnating but was stable and might have continued largely unchanged into the 21st century if not for Gorbachev's reforms. Gorbachev conducted a significant personnel reshuffling of the CPSU leadership, forcing old party conservatives out of office. In 1985 and early 1986 the new leadership of the party called for uskoreniye ( Russian : ускоре́ние , lit.   'acceleration'). Gorbachev reinvigorated

29526-471: The Soviet Union, where they prepared to broaden the party's power base once the war ended. In the early postwar period the Soviet-supported Czechoslovak communists launched a sustained drive that culminated in their seizure of power in 1948. Once in control, KSČ developed an organizational structure and mode of rule patterned closely after those of CPSU . The Communist Party of Czechoslovakia

29785-524: The Soviet government of Nikita Khrushchev , who enacted a period of de-Stalinization and re-approached diplomatic relations with Yugoslavia in 1976. The Communist Party of China, led by Mao Zedong, established the People's Republic of China , which would follow its own ideological path of development following the Sino-Soviet split . Communism was seen as a rival of and a threat to Western capitalism for most of

30044-496: The Soviet justification for the invasion would become known as the Brezhnev Doctrine . In April 1969, Dubček was removed as party General Secretary (replaced by Gustáv Husák ) and expelled in 1970. During the period of normalization that followed, the party was dominated by two factions: moderates and hardliners. Moderates and pragmatists were represented by Gustáv Husák who led the neo-stalinist wing of KSČ leadership. As

30303-516: The Soviet model of rapid urbanization, Mao Zedong and his top aide Deng Xiaoping launched the Great Leap Forward in 1957–1961 with the goal of industrializing China overnight, using the peasant villages as the base rather than large cities. Private ownership of land ended and the peasants worked in large collective farms that were now ordered to start up heavy industry operations, such as steel mills. Plants were built in remote locations, due to

30562-546: The Soviets, built the hydrogen bomb , and strengthened the NATO alliance that covered Western Europe . According to Gorlizki and Khlevniuk, Stalin's consistent and overriding goal after 1945 was to consolidate the nation's superpower status and in the face of his growing physical decrepitude, to maintain his own hold on total power. Stalin created a leadership system that reflected historic czarist styles of paternalism and repression yet

30821-641: The Ukrainian Socialist Bloc finished a distant third at 12.7%, and the Mensheviks obtained a disappointing fourth place at 3.0%. Most of the Socialist Revolutionary Party's seats went to the right-wing faction. Citing outdated voter-rolls, which did not acknowledge the party split, and the assembly's conflicts with the Congress of Soviets, the Bolshevik–Left Socialist-Revolutionaries government moved to dissolve

31080-584: The Union Republics became independent and underwent various separate paths of reform. In Russia, the Communist Party of the Russian Federation emerged and has been regarded as the inheritor of the CPSU's old Bolshevik legacy into the present day. The origin of the CPSU was in the Bolshevik faction of the Russian Social Democratic Labour Party (RSDLP). This faction arose out of the split between followers of Julius Martov and Vladimir Lenin in August 1903 at

31339-618: The United States, South Korea, and United Nations forces in the Korean War . While the war ended in a military stalemate, it gave Mao the opportunity to identify and purge elements in China that seemed supportive of capitalism. At first, there was close cooperation with Stalin, who sent in technical experts to aid the industrialization process along the line of the Soviet model of the 1930s. After Stalin's death in 1953, relations with Moscow soured – Mao thought Stalin's successors had betrayed

31598-479: The abolition of capitalism. For Leninist communism, such goals, including short-term proletarian interests to improve their political and material conditions, can only be achieved through vanguardism , an elitist form of socialism from above that relies on theoretical analysis to identify proletarian interests rather than consulting the proletarians themselves, as is advocated by libertarian communists. When they engage in elections, Leninist communists' main task

31857-495: The actions of communist states, distanced from them, and developed a democratic road to socialism , which became known as Eurocommunism . This development was criticized by more orthodox supporters of the Soviet Union as amounting to social democracy . 32116-533: The aftermath of the Cuban Missile Crisis , Khrushchev's position within the party was substantially weakened. Shortly before his eventual ousting, he tried to introduce economic reforms championed by Evsei Liberman , a Soviet economist, which tried to implement market mechanisms into the planned economy. Khrushchev was ousted on 14 October 1964 in a Central Committee plenum that officially cited his inability to listen to others, his failure in consulting with

32375-542: The already existing tensions within the Soviet Union and the Communist Party. A wave of paranoia overtook Stalin and the party leadership and spread through Soviet society. Seeing potential enemies everywhere, leaders of the government security apparatuses began severe crackdowns known as the Great Purge . In total, hundreds of thousands of people, many of whom were posthumously recognized as innocent, were arrested and either sent to prison camps or executed. Also during this time,

32634-462: The army and Mao's wife Jiang Qing . China's youth responded to Mao's appeal by forming Red Guard groups around the country. The movement spread into the military, urban workers, and the Communist party leadership itself. It resulted in widespread factional struggles in all walks of life. In the top leadership, it led to a mass purge of senior officials who were accused of taking a " capitalist road ", most notably Liu Shaoqi and Deng Xiaoping . During

32893-553: The article was discussed at length during a Politburo meeting; it was revealed that nearly half of its members were sympathetic to the letter and opposed further reforms which could weaken the party. The meeting lasted for two days, but on 5 April a Politburo resolution responded with a point-by-point rebuttal to Andreyeva's article. Gorbachev convened the 19th Party Conference in June 1988. He criticized leading party conservatives—Ligachev, Andrei Gromyko and Mikhail Solomentsev . In turn, conservative delegates attacked Gorbachev and

33152-417: The call of the Bolsheviks and an attempted military coup by commanding Gen. Lavr Kornilov to eliminate the socialists from the provisional government. As the general consensus within the soviets moved leftward, less militant forces began to abandon them, leaving the Bolsheviks in a stronger position. By October, the Bolsheviks were demanding the full transfer of power to the soviets and for total rejection of

33411-525: The close, party-to-party relations that he wanted. While the Thaw reduced political oppression at home, it led to unintended consequences abroad, such as the Hungarian Revolution of 1956 and unrest in Poland, where the local citizenry now felt confident enough to rebel against Soviet control. Khrushchev also failed to improve Soviet relations with the West, partially because of a hawkish military stance. In

33670-459: The communist world (11 percent of the entire population). The membership roll was often alleged by party ideologues to contain a large component of inactive, opportunistic, and "counterrevolutionary" elements. These charges were used on two occasions, between 1948 and 1950 and again from 1969 to 1971, as a pretext to conduct massive purges of the membership. In the first case, during the great Stalinist purges, nearly one million members were removed; in

33929-475: The community"; this semantic constitution has led to numerous usages of the word in its evolution. Prior to becoming associated with its more modern conception of an economic and political organization, it was initially used to designate various social situations. After 1848, communism came to be primarily associated with Marxism , most specifically embodied in The Communist Manifesto , which proposed

34188-552: The demobilization and migration of millions of soldiers and civilians. In the midst of this turmoil during the winter of 1946–1947, the Soviet Union experienced the worst natural famine in the 20th century. There was no serious opposition to Stalin as the secret police continued to send possible suspects to the gulag . Relations with the United States and Britain went from friendly to hostile, as they denounced Stalin's political controls over eastern Europe and his Berlin Blockade . By 1947,

It was a result of the declaration number 142-Н of the Soviet of the Republics of the Supreme Soviet of

34965-402: The direction of a market economy once again. Gorbachev and his allies envisioned the introduction of an economy similar to Lenin's earlier New Economic Policy through a program of " perestroika ", or restructuring, but their reforms, along with the institution of free multi-candidate elections led to a decline in the party's power, and after the dissolution of the Soviet Union , the banning of

35224-533: The dissolution of the governing structures of the CPSU and the governing structures of its republican organization—the Communist Party of the RSFSR. After the dissolution of the Soviet Union in 1991, Russian adherents to the CPSU tradition, particularly as it existed before Gorbachev, reorganized themselves within the Communist Party of the Russian Federation (CPRF). Today a wide range of parties in Russia present themselves as successors of CPSU. Several of them have used

36001-409: The end of his life, Lenin warned of the danger that the party could be taken over by bureaucrats, by a small clique, or by an individual. Toward the end of his life, he criticized the bureaucratic inertia of certain officials and admitted to problems with some of the party's control structures, which were to supervise organizational life. The Congress, nominally the highest organ of the party,

36260-490: The exception of North Korea, all of these states have started allowing more economic competition while maintaining one-party rule. The decline of communism in the late 20th century has been attributed to the inherent inefficiencies of communist economies and the general trend of communist governments towards authoritarianism and bureaucracy . While the emergence of the Soviet Union as the world's first nominally Communist state led to communism's widespread association with

36519-452: The feudal privilege, thereby taking the feudal ruling class out of existence. This was another key element behind the consolidation of capitalism as the new mode of production, the final expression of class and property relations that has led to a massive expansion of production. It is only in capitalism that private property in itself can be abolished. Similarly, the proletariat would capture political power, abolish bourgeois property through

36778-593: The first contested election since 1946, leading to the victory of the centre-based Civic Forum in the 1990 election and the KSČ stepping down. Accordingly, party programs and policies were directed from the top, and resolutions of higher organs were unconditionally binding on all lower organs and individual party members. In theory, policy matters were freely and openly discussed at congresses, conferences, membership meetings, and in

Khrushchev improved relations with Josip Broz Tito 's League of Communists of Yugoslavia but failed to establish

37814-523: The go-ahead for North Korea 's invasion of South Korea , expecting a short war. He was stunned when the Americans entered and defeated the North Koreans, putting them almost on the Soviet border. The United States decided to mobilize its economy for a long contest with

38073-496: The greatest support within the party, and Trotsky, who was increasingly viewed as a collaborator with outside forces in an effort to depose Stalin, was isolated and subsequently expelled from the party and exiled from the country in 1928. 38332-502: The historic circumstances in which it finds itself", and stated that Russia might be able to skip the stage of bourgeois rule through the Obshchina . The moderate Mensheviks (minority) opposed Lenin's Bolsheviks (majority) plan for socialist revolution before the capitalist mode of production was more fully developed. The Bolsheviks' successful rise to power was based upon the slogans such as "Peace, Bread, and Land", which tapped into

38591-418: The idea to group together different countries, such as Afghanistan and Hungary , has no adequate explanation. While the term Communist state is used by Western historians, political scientists, and news media to refer to countries ruled by Communist parties, these socialist states themselves did not describe themselves as communist or claim to have achieved communism; they referred to themselves as being

The Western powers, however, remained committed to maintaining peace and avoiding another war breaking out, many considering the Soviet Union's warnings to be an unwanted provocation. After many unsuccessful attempts to create an anti-fascist alliance among the Western countries, including trying to rally international support for the Spanish Republic in its struggle against

39886-622: The lack of technical experts, managers, transportation, or needed facilities. Industrialization failed, and the main result was a sharp unexpected decline in agricultural output, which led to mass famine and millions of deaths. The years of the Great Leap Forward in fact saw economic regression, with 1958 through 1961 being the only years between 1953 and 1983 in which China's economy saw negative growth. Political economist Dwight Perkins argues: "Enormous amounts of investment produced only modest increases in production or none at all. ... In short,

40145-660: The last Communist country that still practices Soviet-style Communism, is both repressive and isolationist. Communist political thought and theory are diverse but share several core elements. The dominant forms of communism are based on Marxism or Leninism but non-Marxist versions of communism also exist, such as anarcho-communism and Christian communism , which remain partly influenced by Marxist theories, such as libertarian Marxism and humanist Marxism in particular. Common elements include being theoretical rather than ideological, identifying political parties not by ideology but by class and economic interest, and identifying with

40404-547: The latter, led by Vladimir Lenin , is the direct ancestor of the CPSU and is the party that seized power in the October Revolution of 1917. Its activities were suspended on Soviet territory 74 years later, on 29 August 1991, soon after a failed coup d'état by conservative CPSU leaders against the reforming Soviet president and party general secretary Mikhail Gorbachev . The CPSU was a communist party based on democratic centralism . This principle, conceived by Lenin, entails democratic and open discussion of policy issues within

This system was later introduced in communist parties abroad through

41958-446: The long run ensured liberty, equality, and fraternity , Marxists denounced 1848 as a betrayal of working-class ideals by a bourgeoisie indifferent to the legitimate demands of the proletariat . By 1888, Marxists employed the term socialism in place of communism , which had come to be considered an old-fashioned synonym for the former. It was not until 1917, with the October Revolution , that socialism came to be used to refer to

42217-484: The massive public desire for an end to Russian involvement in World War I , the peasants' demand for land reform , and popular support for the soviets . 50,000 workers had passed a resolution in favour of Bolshevik demand for transfer of power to the soviets Lenin's government also instituted a number of progressive measures such as universal education , healthcare and equal rights for women . 42476-613: The members of the Presidium, his establishment of a cult of personality, his economic mismanagement, and his anti-party reforms as the reasons he was no longer fit to remain as head of the party. He was succeeded in office by Leonid Brezhnev as First Secretary and Alexei Kosygin as Chairman of the Council of Ministers . The Brezhnev era began with a rejection of Khrushchevism in virtually every arena except one: continued opposition to Stalinist methods of terror and political violence. Khrushchev's policies were criticized as voluntarism, and

Since assuming power in 1948, KSČ had one of the largest per capita membership rolls in

43512-486: The more advanced capitalist countries. Stalin, however, argued that such a foreign policy would not be feasible with the capabilities then possessed by the Soviet Union and that it would invite the country's destruction by engaging in armed conflict. Rather, Stalin argued that the Soviet Union should, in the meantime, pursue peaceful coexistence and invite foreign investment in order to develop the country's economy and build socialism in one country . Ultimately, Stalin gained

44289-416: The name "CPSU". However, the CPRF is generally seen (due to its massive size) as the heir of the CPSU in Russia. Additionally, the CPRF was initially founded as the Communist Party of the Russian SFSR in 1990 (sometime before the abolition of the CPSU) and was seen by critics as a "Russian-nationalist" counterpart to the CPSU. The style of governance in the party alternated between collective leadership and

44548-413: The necessary conditions of development for socialism to become a practical pursuit and that this would have to wait for such conditions to arrive under capitalist development as had been achieved in more advanced countries such as England and Germany. 45066-402: The official philosophy of the socialist movement as represented in the Second International until World War I in 1914. The philosophy of orthodox Marxism includes the understanding that material development (advances in technology in

45325-429: The only element which places into the realm of possibility moving on from this mode of production. Communist Party of the Soviet Union The Communist Party of the Soviet Union ( CPSU ), at some points known as

45584-465: The oppressed classes. It was not responsible for the daily grievances of those classes; that was the responsibility of the trade unions . According to Lenin, the party and the oppressed classes could never become one because the party was responsible for leading the oppressed classes to victory. The basic idea was that a small group of organized people could wield power disproportionate to their size with superior organizational skills. Despite this, until

45843-416: The organization of the CPSU. Democratic centralism is an organizational principle conceived by Lenin. According to Soviet pronouncements, democratic centralism was distinguished from " bureaucratic centralism", which referred to high-handed formulae without knowledge or discussion. In democratic centralism, decisions are taken after discussions, but once the general party line has been formed, discussion on

46102-440: The overall proportion of workers did not decrease. Average age of party members showed a comparable trend. In the late 1960s, fewer than 30% of party members were under 35 years of age, nearly 20% were over 60, and roughly half were 45 or older. The quip in 1971, a half-century after the party's founding in Czechoslovakia, was "After fifty years, a party of fifty-year-olds." There was a determined effort to attract younger members to

46361-455: The party Congress. It had about as many members as the Central Committee. It was responsible for supervising the expeditious and proper handling of affairs by the central bodies of the Party; it audited the accounts of the Treasury and the enterprises of the Central Committee. It was also responsible for supervising the Central Committee apparatus, making sure that its directives were implemented and that Central Committee directives complied with

46620-513: The party Statute. The Statute (also referred to as the Rules, Charter and Constitution) was the party's by-laws and controlled life within the CPSU. The 1st Statute was adopted at the 2nd Congress of the Russian Social Democratic Labour Party —the forerunner of the CPSU. How the Statute was to be structured and organized led to a schism within the party, leading to the establishment of two competing factions; Bolsheviks (literally majority ) and Mensheviks (literally minority ). The 1st Statute

The Central Supervisory and Auditing Commission played a dual role, overseeing party discipline and supervising party finances, but it did not control anything. As an organ for enforcement of party standards, Central Supervisory and Auditing Commission frequently wielded its power to suspend or expel "deviant" party members. It

47397-424: The party and the state ( Council of Ministers of the Soviet Union ) for the shifting focus of power was never formally resolved. 47656-413: The party as being reliable and completely subject to party discipline . Following Lenin's democratic centralism , the Leninist parties were organized on

47915-474: The party by later last RSFSR President Boris Yeltsin and subsequent first President of the successor Russian Federation . A number of causes contributed to CPSU's loss of control and the dissolution of the Soviet Union during the early 1990s. Some historians have written that Gorbachev's policy of " glasnost " (political openness) was the root cause, noting that it weakened the party's control over society. Gorbachev maintained that perestroika without glasnost

48174-418: The party changed its name to The Party of Czech Communists (SČK) . Their official page is http://www.ksc.cz/ and still uses the old acronym. 48433-488: The party congress, rarely acted as more than a rubber stamp of policy decisions made by KSČ's Presidium, except when factional infighting developed within the Presidium in 1968 and CC assumed crucial importance in resolving the dispute to oust First Secretary Novotný in favour of Dubček. Generally, decisions on which CC voted were reached beforehand so that votes taken at the sessions were unanimous. The Presidium, which conducted party work between full committee sessions, formally

The party was banned on 20 October 1938 during the Second Republic , but continued to exist as an underground organisation. Following the signing of the Molotov–Ribbentrop Pact , anti-German protests broke out in Prague in October 1939. In response, the Comintern ordered the party to oppose the protests, which they blamed on "chauvinist elements". During World War II many KSČ leaders sought refuge in

48951-421: The party ideology, adding new concepts and updating older ones. Positive consequences of this included the allowance of "pluralism of thought" and a call for the establishment of "socialist pluralism" (literally, socialist democracy). 49469-473: The party in the middle to late 1970s; one strategy was to recruit children of parents who were KSČ members. The party sent letters to the youngsters' schools and their parents' employers, encouraging the children to join. By early 1980 approximately one-third of KSČ members were 35 years of age or younger. In 1983, average age of the "leading cadre" was still estimated at 50. Throughout the 1970s and 80s, government media denounced party members' lack of devotion to

An exception was made with respect to the 14th Party Congress, which was held in August 1968 under Dubček 's leadership. Held in semi-secrecy in

50246-453: The party took power in 1948. After that time, percentage of workers fell steadily to a low of an estimated one-quarter of the membership in 1970. In the early 1970s, government media decried the "grave imbalance", noting that "[the] present class and social structure of party membership is not in conformity with the party's role as a vanguard for the working class." In highly industrialized central Bohemia, for example, only 1 in every 35 workers

50505-401: The party who are full-time professional revolutionaries, as was conceived by Vladimir Lenin . 51282-418: The popularity of their program, notably calling for an immediate end to the war, land reform for the peasants, and restoring food allocation to the urban population. While it originates from the works of Marx and Engels, Marxism has developed into many different branches and schools of thought, with the result that there is now no single definitive Marxist theory. Different Marxian schools place

52059-464: The program reflected Gorbachev's journey from an orthodox communist to a European social democrat . The freedoms of thought and organization which Gorbachev allowed led to a rise in nationalism in the Soviet republics, indirectly weakening the central authorities. In response to this, a referendum took place in 1991 , in which most of the union republics voted to preserve the union in a different form . In reaction to this, conservative elements within

52318-440: The proletariat. According to communists, the proletariat can avoid mass unemployment only if capitalism is overthrown; in the short run, state-oriented communists favor state ownership of the commanding heights of the economy as a means to defend the proletariat from capitalist pressure. Some communists are distinguished by other Marxists in seeing peasants and smallholders of property as possible allies in their goal of shortening

52577-428: The pursuit of KSČ policies and goals. Complaints ranged from members' refusal to display flags from their apartment windows on festive occasions to their failure to show up for party work brigades, attend meetings, or pay dues; a significant minority of members tended to underreport their incomes (the basis for assessing dues). In 1970, after a purge of approximately one-third of the membership, an average of less than half

52836-467: The reformers. According to Brown, there had not been as much open discussion and dissent at a party meeting since the early 1920s. Despite the deep-seated opposition to further reform, the CPSU remained hierarchical; the conservatives acceded to Gorbachev's demands in deference to his position as the CPSU General Secretary. The 19th Conference approved the establishment of the Congress of People's Deputies (CPD) and allowed for contested elections between

53095-440: The reforms instituted under Dubček during the late 1960s but successfully made the transition to orthodox party rule following the invasion and Dubček's decline from power. Notable among them were Robert Owen , who founded New Harmony, Indiana , in 1825, and Charles Fourier , whose followers organized other settlements in the United States, such as Brook Farm in 1841. In its modern form, communism grew out of the socialist movement in 19th-century Europe. As the Industrial Revolution advanced, socialist critics blamed capitalism for

53613-424: The remaining members attended meetings. Perhaps one-third of members were consistently recalcitrant in participating in KSČ activities. In 1983, one primary party branch in the Prague-West district was so unmoved by admonishments that it had to be disbanded and its members dispersed among other organizations. In part, this was a measure of disaffection with Czechoslovakia's thoroughgoing subservience to Soviet hegemony,

53872-523: The remaining poor. The combination of these tensions led the party leadership to conclude that it was necessary for the government's survival to pursue a new policy that would centralize economic activity and accelerate industrialization. To do this, the first five-year plan was implemented in 1928. The plan doubled the industrial workforce, proletarianizing many of the peasants by removing them from their land and assembling them into urban centers. Peasants who remained in agricultural work were also made to have

Stalin's position as General Secretary became

54390-466: The revolution towards the transformation of the ongoing war into a war of the working class against capitalism. The rebellion proved not yet to be over, as tensions between the social forces aligned with the soviets (councils) and those with the provisional government now led by Alexander Kerensky (1881–1970, in power 1917), came into explosive tensions during that summer. The Bolsheviks had rapidly increased their political presence from May onward through

54649-435: The rise to state power of Vladimir Lenin 's Bolsheviks , which was the first time any avowedly communist party reached that position. The revolution transferred power to the All-Russian Congress of Soviets in which the Bolsheviks had a majority. The event generated a great deal of practical and theoretical debate within the Marxist movement, as Marx stated that socialism and communism would be built upon foundations laid by

54908-404: The same period, Mao's personality cult grew to immense proportions. After Mao's death in 1976, the survivors were rehabilitated and many returned to power. Mao has also been praised for transforming China from

Because of this stance, Lenin initiated a ban on factions , which was approved at the 10th Congress. Lenin believed that democratic centralism safeguarded both party unity and ideological correctness. He conceived of

55944-446: The support of several members of the Presidium, Khrushchev initiated the Thaw , which effectively ended the Stalinist mass terror of the prior decades and reduced socio-economic oppression considerably. At the 20th Congress held in 1956, Khrushchev denounced Stalin's crimes, being careful to omit any reference to complicity by any sitting Presidium members. His economic policies, while bringing about improvements, were not enough to fix

56203-412: The system after the events of 1917 when several socialist parties "deformed" themselves and actively began supporting nationalist sentiments. Lenin supported the notion of a highly centralized vanguard party, in which ordinary party members elected

56462-465: The term communism fell out of use during this period. An early distinction between communism and socialism was that the latter aimed to only socialize production , whereas the former aimed to socialize both production and consumption (in the form of common access to final goods ). This distinction can be observed in Marx's communism, where the distribution of products is based on the principle of " to each according to his needs ", in contrast to

56721-545: The term frequently in his writing and was the first to describe communism as a form of government . The highest level of party training

58793-472: The works of 19th-century German philosophers Karl Marx and Friedrich Engels . As Marxism has developed over time into various branches and schools of thought , no single, definitive Marxist theory exists. Stalin also created powerful committees, elevated younger specialists, and began major institutional innovations. In the teeth of persecution, Stalin's deputies cultivated informal norms and mutual understandings which provided the foundations for collective rule after his death. For most Westerners and anti-communist Russians, Stalin

The clause was reinstated at the 23rd Congress, which was held in 1966. The Central Committee

61124-416: Was convened every five years. Leading up to the October Revolution and until Stalin's consolidation of power, the Congress was the party's main decision-making body. However, after Stalin's ascension, the Congresses became largely symbolic. CPSU leaders used Congresses as a propaganda and control tool. The most noteworthy Congress since the 1930s was the 20th Congress, in which Khrushchev denounced Stalin in

61383-402: Was doomed to failure anyway. Others have blamed the economic stagnation and subsequent loss of faith by the general populace in communist ideology. In the final years of the CPSU's existence, the Communist Parties of the federal subjects of Russia were united into the Communist Party of the Russian Soviet Federative Socialist Republic (RSFSR). After the CPSU's demise, the Communist Parties of

The Secretariat supervised implementation of decisions made in the Presidium, controlled any movement up and down the party ladder, and directed work within

After Lenin's death, a power struggle ensued between Joseph Stalin , the party's General Secretary , and Leon Trotsky ,

Even the governmental structure of Czechoslovakia existed primarily to implement policy decisions made within

62419-422: Was founded at the congress of the Czechoslovak Social-Democratic Party (Left), held in Prague May 14–16, 1921. 63455-457: Was increasingly ineffective in responding to the growing criticism of the Soviet Union by Western leaders, most prominently by US Presidents Jimmy Carter and Ronald Reagan , and UK Prime Minister Margaret Thatcher . The CPSU, which had wishfully interpreted the financial crisis of the 1970s as the beginning of the end of capitalism, found its country falling far behind the West in its economic development. Brezhnev died on 10 November 1982, and

63714-409: Was largely dominated by the interests of the military, former nobility, major capitalists business owners and democratic socialists. 64491-459: Was not in session, the Central Committee was the highest body. Because the Central Committee met twice a year, most day-to-day duties and responsibilities were vested in the Politburo. The party leader was the head of government and held the office of either General Secretary, Premier or head of state, or some of the three offices concurrently, but never all three at the same time. In 1968, party leader Alexander Dubček proposed reforms that included

66045-533: Was succeeded by Chernenko. The elderly Cherneko was in poor health throughout his short leadership and was unable to consolidate power; effective control of the party organization remained with Gorbachev. When Chernenko died on 10 March 1985, his succession was already settled in favor of Gorbachev. The Politburo did not want another elderly and frail leader after its previous three leaders, and elected Gorbachev as CPSU General Secretary on 11 March 1985, one day after Chernenko's death. When Gorbachev acceded to power,
